PC_08-19-81_Meeting_Minutes_Comp_Plan_SubcommitteeMINUTES OF THE MEETING OF THE COMPREHENSIVE PLAN SUBCOMMITTEE Held in the conference room on August 19, 1981. PRESENT: Messrs. Golladay, Stiles, Myers, DeHaven, Horne, Riley, Lehman CALL TO ORDER Chairman Golladay brought the meeting to order and asked Mr. Riley to introduce the information in the agenda. The first topic of discussion was the population distribution information which the staff had compiled. Mr. Riley brought to the attention of the Subcommittee the table enclosed in their agendas which detailed the number of subdivisions and lots in the rural areas of the County. He emphasized the large number of vacant lots of various sizes already existing in the rural areas. Several iaembers of the Subcommittee expressed interest in the large number of vacant lots in the rural areas and Mr. Riley stated that the figures before the members did not include the lots in the urban areas in the County, a number of which were also vacant. Mr. Sam Lehman introduced two tables he had compiled with the staff which gave a breakdown of all areas of the County as to vacant acreage, number of lots, vacant lots, and other population distribution information. Again, some members of the Subcommittee expressed their interest in the number of vacant lots already in existence. The Subcommittee next turned to the sample surveys which the staff had compiled for obtaining information from the public concerning their views on the Comprehensive Plan. The Subcommittee had a number of suggestions where the survey could be improved. It was agreed that there should be a specific listing of items which the Subcommittee had identified as problems. It was hoped that these could be framed in such a matter as to obtain input by the public as to their views on these specific problems. It was also agreed that there should be a revision to delete the word "city" from most of the sample as this was deceiving. The final suggestion was to revise the survey section dealing with intergovernmental cooperation to have a separate set of questions for cooperation with Stephens City and Middletown and a separate section for cooperation with Winchester City. The staff agreed to draft these changes and bring them back to the Subcommittee for approval. It was agreed that with these changes, the Subcommittee would be satisfied with the survey as compiled.
