JULY 28, 1981
Held in the Board of Supervisors Meeting Room at 7:00 pm.
PRESENT: Messrs Gordon; Brumback; DeHaven; Myers; Golladay; Kirk;
Stiles; Palumbo; Romine; and members of the Westvaco
Corporation.
CALL TO ORDER
The Chairman called the meeting to order.
The first item of business was to discuss the proposed
ordinance amendment to the M -1 section of the code to allow wood
chipping operations.
Mr. Palumbo raised the point of allowing sawmills and planing
mills in an M -1 zone. It was felt by Mr. Palumbo that the two uses
were too intense for an M -1 zone.
After a brief discussion of the proposal, it was moved by Mr.
Stiles and seconded by Mr. DeHaven that the Planning Commission go
into executive session to discuss legal matters under Code Section
2.1- 344.6. This motion passed unanimously.
Mr. Stiles moved to come out of executive session and go into
regular session. The motion was seconded by Mr. Brumback and passed
unanimously.
Mr. Stiles next moved to eliminate sawmills and planing mills
from the chapter. This was seconded by Mr. Palumbo and passed with a
majority vote with Mr. Myers casting a nay vote for approval.
A lengthy discussion ensued regarding the wording of the
proposed amendment with Westvaco officials. The following wording
was adopted by unanimous consent:
.tobacco, wax, yarn, and wood. (Except sawmills and planing
mills using logs which have not been previously cut into rough

lumber). Wood chipping operations (def. the reduction of whole logs
into wood chips with the sole product being wood chips) shall meet
the following conditions:
1. All processing equipment shall be fully enclosed within a
roofed structure; sound levels shall not exceed 75 dba ( "A"
scale) at property line.
2. All outside storage shall be fully screened in accordance
with Section 21 -122 of this Chapter and all outside storage
areas shall be identified on the Site Plan.
3. Wood or wood products storage shall meet the structural
setback requirements of this Chapter and shall be limited
to a two week supply or production at normal operating
conditions, or 25% of the gross lot area, whichever is
less.
The Planning Commission next moved by unanimous vote to
instruct the staff to advertise the amendment change for public
hearing on the 19th of August for the Planning Commission and the
27th of August for the Board of Supervisors.
The next item of business was to discuss a proposal by MVM
Incorporated to allow a training school for security training. The
principals of the MVM Corporation were unable to attend due to
inclement weather in Washington, D.C. The representatives that did
appear before the Commission were Mr. Don Taylor and Mr. Robert Grove
with J. V. Arthur Realtors. The discussion was limited to the fact of
a brief proposal on what MVM was intending to do. It was felt by the
Commission that since the principals were not present, the Commission
would continue discussion on the item when contacted by MVM
Incorporated. The Planning Commission, by unanimous consent, decided
to continue the matter.
MR. RILEY AND MEMBERS OF THE PLANNING COMMISSION
MVM, Inc., an international security company, requests that your
office and the Frederick County Planning Commission review the

possible amendment of the current zoning used for Agricultural
Limited (A -1) which an approximate 800 acre tract of land in the
Shockeysville area is zoned.
The reason for the request is to include the following new use
brought about by the anticipated purchase of the property currently
owned by Mr. Burton Hoover. The exact nature of this anticipated use
is described below.
The property would be developed into a facility for security training
to include building dormitory style buildings, administrative
offices, classrooms, a driver training road course and a small arms
marksmanship facility. It is anticipated that approximately thirty
personnel would be at the training center at any one time, twenty
students and ten instructor personnel.
MVM, Inc. is an organization currently operating such training programs
in other areas. The pricipals and staff are highly experienced and
qualified in their respective fields.
The preliminary choice of this property reflects a search for a site
that would be of maximum safety and consideration for the surrounding
community. The inclusion of this use in A -1 zoned areas would have
minimum impact on Frederick County due to the limited tracts of land
suited to this purpose, due to the topography and size.
Their being no other business to come before the Planning
Commission, Mr. Stiles moved to adjourn. This was seconded by Mr.
Golladay and passed unanimously.
The Planning Commission adjourned at 9:15 pm.
