JANUARY 27, 1981
The Planning Commission's Worksession Meeting was held on January
27, 1981, at 7:00 p.m., and adjourned at 9:30 p.m.
PRESENT: Messrs. Gordon; Brumback; DeHaven; Myers; Golladay;
Kirk; Stiles
CALL TO ORDER
The Planninq Commission Chairman called the meeting to order, and
asked Mr. Riley to summarize the amendment as proposed.
Mr. Riley briefly went through the proposed amendments and indicated
that the Planning Commission was seeking minimum requirements for con-
struction of roads, to provide adequate drainage and to insure health
department approval of each lot.
Mr. Riley also indicated that the construction requirements posed
were not any more stringent than what the Highway Department would
normally require.
The Planning Commission felt that, if an individual would con-
struct a road to State standards, exclusive of the final pavement
application, individual lot owners could, if they so chose, bring
the road up to standard for acceptance into the secondary road system.
Mr. Riley also indicated that the minimum right -of -way width for
class three roads was forty feet rather than fifty feet. A lengthy
discussion ensued regarding lot sizes and maximum lot sizes. Messrs.
Stiles and DeHaven indicated that possibly three acres was a more
feasible way to approach the situation rather than five acres;
indicating that five acres was a waste of land.

The Planning Commission did decide through a consensus of opinion
that five acres would be the minimum lot size and that they felt that
a twenty acre lot size for a ceiling would also be appropriate and
that anything above twenty acres, would not require subdivision
approval or minimum construction requirements.
The Planning Commission also decided that a one to three ratio
for lot frontage should be imposed on an existing state maintained
road, and that internal lots constructed on new streets would be a
minimum of two hundred feet of frontage. Upon further discussion, it
was decided by the Planning Commission that the staff should advertise
the amendment as proposed for public hearing on February 18, at 3:00
p.m. in the Board of Supervisors' Meeting Room.
There being no further business to come before the Commission,
the Planning Commission unanimously adjourned, upon motion by Mr.
DeHaven and seconded by Mr. Golladay.
