OF THE
FREDERICK COUNTY PLANNING COMMISSION
Held in the Board of Supervisors' Meeting Room on October 19, 1983.
PRESENT: Frank Brumback, Chairman; James Golladay, Vice - Chairman;
George L. Romine; W. French Kirk; Carl M. McDonald; Kenneth
Y. Stiles; John T. P. Horne, advisory; Stephen M. Gyurisin,

CAL TO ORDER
Chairman Brumback called the meeting to order at 2:00 p.m.
The first order of business was the consideration of the
minutes of October S, 1983. Mr. Kirk pointed out a typographical
error on page four. Upon motion made by Mr. Golladay, seconded by
Mr. Kirk, and passed unanimously, the minutes were approved as
corrected.
BIMONTHLY REPORT
The Commission and staff reviewed the monthly and bimonthly
reports.
PUBLIC HEAR
An ordinance to amend the Frederick County Code, Chapter 21, Zoning,
to amend Article XIV, Section 21 -120 (f). This ordinance would allow
certain general office buildings as permitted uses in the M -1 (Light
Industrial) Zoning District.
Chairman Brumback called for anyone wishing to speak
regarding this amendment.
Mr. Ralph Shockey of Shockey Realty Company came forward.
Mr. Shockey stated that his company initiated this request because
of a number of inquiries from businesses that wanted to acquire a
large amount of office space at one location and this was very

difficult to do in most of the areas currently zoned for business.
Mr. Shockey felt that it was in the best interest of the County to
have available space for prospective business.
Upon motion made by Mr. Stiles, seconded by Mr. Romine, and
passed unanimously,
BE IT RESOLVED, That the Frederick County Planning Commission does
hereby approve the ordinance to amend the Frederick County Code,
Chapter 21, zoning, to amend Article XIV, Section 21 -120 (f) as
follows:
General Office Buildings, including general corporate, governmental,
or business offices or office buildings, in excess of five thousand
(5,000) square feet in area; excluding offices that provide direct
services to the general public on a regular basis such as financial
institutions providing direct regular public services, medical or
dental offices, real estate or accounting offices and the like.
SITE PLANS
Site Plan #016 -83 of Dennis L. Ridings for a welding and steel
fabrication shop in the Opequon Magisterial District.
Action - Approved
Mr. Horne gave the background information.
Mr. Dennis Ridings, owner of the property, came forward and
introduced himself to the Commission. Mr. Ridings stated that he has
ten employees; five that work in the field and five that work in the
shop. He said that employee traffic would be generated three times in
the morning and three times in the evening. Mr. Ridings stated that he
will receive supplies on Tuesdays and Thursdays by tractor trailer and
this truck will make only one delivery on each of those days. On
Mondays or Fridays he makes deliveries to his customers and this is
also usually only one trip out and then back in. Mr. Ridings added
that if the road gets dusty in the summer, he applies calcium chloride
or oil.

The Commission discussed whether the amount of traffic
generated merited paving that portion of the entrance road adjacent
to a neighboring residence. The Commissioners felt that this
business was not large enough to require paving the road at this
time; however, if Mr. Ridings business expanded, he would be
required to submit an amended site plan and the Commission could
re- evaluate the traffic situation at that time.
Motion was made by Mr. Golladay, seconded by Mr. Stiles,
and passed unanimously to approve the site plan as presented.
BE IT RESOLVED, That the Frederick County Planning Commission does
hereby approve site plan #016 -83 of Dennis L. Ridings for a welding
and steel fabrication shop in the Opequon Magisterial District.
MEMBERSHIP OF -RURAL ORDINANCE SUBCOMMIT
Mr. Horne presented the names of the citizen members which
have been proposed to represent their particular community group on
the Rural Ordinance Subcommittee. Those citizen members were:
Ronald Ward, Jr. - Blue Ridge Board of Realtors
Catherine Monte - Extension Homemakers
Paul Anderson, Jr. - Farm Bureau
David Holliday - Top of Virginia Home Builders
Chairman Brumback requested that the staff contact the
Winchester /Frederick County Home Builders in order for them to have
an opportunity to appoint a representative.
RURAL ORDINANCE ISSUES
The Commission generally discussed some initial starting
points for the Rural Ordinance Subcommittee. They felt that some of
the technical work for the rural community studies could be done by
the Comprehensive Plan Subcommittee.

The Commission also tentatively scheduled October 31, 1983
as the first meeting date of the Rural Ordinance Subcommittee, to be
held from 7:00 to 9:00 p.m.
SEWER EXTENSION BY THE CITY OF WINCHESTER, I.D.C. PROPERTY
Mr. Horne stated that on October 12, 1983, the Frederick
County Board of Supervisors approved the extension of sewer
facilities by the City of Winchester from the General Electric site
to property owned by the Frederick County /Winchester Industrial
Development Corporation. This property lies immediately to the south
of the General Electric property on the south side of Route 37 and is
zoned M -1 (Industrial Limited).
ADJOURNMENT
There being no further business to discuss, the meeting
adjourned.
