HomeMy WebLinkAboutPC_10-26-82_Meeting_Minutes MINUTES OF THE JOINT MEETING OF THE FREDERICK COUNTY PLANNING COMMISSION AND THE FREDERICK COUNTY BOARD OF SUPERVISORS Held in the Board of Supervisors' meeting room on October 26, 1982, at 7:00 p.rn. PRESENT: Board of Supervisors - Roger Koontz, Rhoda Maddox, Kenneth Stiles, Bill Baker, Will Owings Planning Commission - Frank Brumback, James Golladay, Carl M. McDonald, A. L. Myers, Manuel DeHaven, W. French Kirk CALL TO ORDER Frank Brumback, Chairman of the Frederick County Planning Commission, called the meeting to order. He then gave a brief introduction to familiarize the Board with the development of the Plan. Review of the Comprehensive Plan Mr. Golladay, Chairman of the Comprehensive Plan Update Subcommittee, named the members of the Comprehensive Plan Subcommittee and those members were himself and Manuel DeHaven, A. L. Myers, and Kenneth Stiles. He stated that this Subcommittee and the staff were mainly responsible for the policies brought before the Board this evening. He then named the members of the Ordinance Subcommittee and those were Frank Brumback, W. French Kirk, A. L. Myers and Carl McDonald. Mr. Golladay explained that after the Comprehensive Plan is adopted, the Ordinance Subcommittee will begin redrafting the ordinances. Population and Housing Section Mr. Golladay next explained the Population and Housing section of the Plan. Mr. Golladay explained that the strategies 1640 throughout the Plan use words such as "evaluate" rather than "implement ". This means that the strategy implied will not necessarily take place, but will be studied. Mr. Horne commented that this section provides for incentives for developers for lowering housing costs, or providing energy efficient housing. Mr. Golladay explained that the final document will have an appendix with all the facts and figures used to support the policies. The Subcommittee wanted to keep this information separate from the policies so the average reader would not be bogged down by technical information. Mrs. Maddox, referring to the age distribution chart, requested that the Subcommittee keep in mind that the growing number of senior citizens demand different types of services than the general population. Land Use Mr. Golladay next proceeded to the Land Use section. He explained that the underlying concept in this section is to base development decisions on carrying capacity concepts, rather than the five -acre subdivision. The Plan also calls for the use of a special exemption permit system. In this system, the Board would have legislative approval of a subdivision, as compared to an administrative function. Mr. Owings expressed the need for flexibility when the ordinances are rewritten so that decision makers would not have to 1641 strictly adhere to any rigid criteria. Mr. Owings was also concerned that if a property owner wanted to use Agriculturally zoned land for a different purpose, the possibility would exist for him to do so. In reply to Mr. Owings' concerns, Mr. Stiles stated that the Board could use the Implementation Methods as guidelines and background information on which to make decisions. He also noted that under the proposed system the Agricultural land could remain zoned as such and the owner could proceed with a different use under a special use permit. Mr. Horne noted that this type system takes into account two considerations regarding development. One is the physical characteristics of the land and the other is policy decisions. He explained that even though the physical characteristics of an area are good for development, there may be significant characteristics about the land that decision makers wish to protect and, therefore, these overriding characteristics could be the basis to deny development. The Commission and Board next discussed the rural community centers. Mr. Golladay noted that each center will be studied to determine future development. He stated that residents of each center will be questioned as to what type future development they want for their particular area. The Commission and the Board next discussed the urban policies. Mr. Horne felt that the urban areas should remain the most flexible as far as what a developer can do with a particular area. He stated that this should increase the number of developments with several housing types in each development. 1642 Economy Mr. Golladay noted that the goals and strategies for this section were already passed by the Board, but the Subcommittee felt it should still be included in the Plan. Transportation Mr. Golladay explained that this section deals with pinpointing traffic problem areas in the County and arranging for them to be studied. Mr. Horne noted that this may be another good section for incentives for developers to build bikepaths or pedestrian paths in densely populated areas. Recreation Mr. Golladay commented that this section was developed by the Recreation Commission with the help of the Recreation Department. Mr. Stiles stated that the major efforts of this section will go towards utilizing and maintaining existing facilities rather than building new ones. Mr. Horne noted that the Recreation Commission and Recreation Department support the concept of dovetailing their efforts with general land use patterns, particularly in areas of dense population. Environment Mr. Stiles noted that it is not the intent of the environment policies to burden individuals with excessive environmental regulations. 1643 Capital Facilities Mr. Golladay stated that the Capital Improvements Program will be a yearly process and this section lists the steps that the Subcommittee will follow to organize the program each year. The Board informally approved of this Comprehensive Plan and Mr. Owings congratulated the Subcommittee and staff for the quality of the Comprehensive Plan. Mr. Golladay stated that the Subcommittee and staff tried to keep the Plan on a common sense level so that the average person could read and understand it. Distribution of Plan The Board and Planning Commission next discussed the distribution of the Plan. They decided to make Plans available for persons who requested them. Public Hearing Mr. Stiles moved to hold the public hearing for the adoption of the Comprehensive Plan on November 17, 1982, at 7:00 p.m. in the Board of Supervisors meeting room. This motion was seconded by Mr. Baker. BE IT RESOLVED, That the Frederick County Planning Commission and the Frederick County Board of Supervisors do hereby set the 17th of November, 1982, at 7:00 p.m. for the public hearing for the adoption of the 1982 Comprehensive Plan to be held in the Board of Supervisor's meeting room. 1644 The above resolution passed unanimously. The Commission and Board then decided to make their final vote on the adoption of the Comprehensive Plan at the meeting following the public hearing on November 17th.
