OF THE
FREDERICK COUNTY PLANNING COMMISSION
Held in the Board of Supervisors' meeting room, 9 Court Square, Winchester,
Virginia, on September 18, 1985.
PRESENT: Frank Brumback, Chairman; James Golladay, Vice - Chairman;

CALL TO ORDER
Chairman Brumback called the meeting to order at 2:00 p.m. The first
order of business was the consideration of the minutes of September 4, 1985.
Upon motion made by Mr. Golladay and seconded by Mr. McDonald, the minutes of
September 4, 1985 were unanimously approved as presented.
BIMONTHLY REPORT
The Commissioners and staff reviewed pending applications.
COMMITTEE REPORTS
Sanitation Commission
Mrs. Copenhaver, liaison to the Sanitation Commission, stated that
at their last meeting the Sanitation Commission was working on an equitable
way to ration the remaining permits for the Lakeside Development.

Site Plan #024 -85 of the Frederick - Winchester Service Authority for the
construction of a regional waste water treatment plant.
ACTION - Approved
Mr. Horne said that 90% of the structures are unoccupied. There is
no public access and any persons on the site would be employees of the
Service Authority. Mr. Horne said that the entrance is to VDH &T standards
and there is adequate parking at the site. Mr. Horne said that all other

site improvements are pieces of equipment that go along with a sewage
treatment plant.
Mr. John Whitacre, Project Manager for the Frederick- Winchester
Service Authority, came forward and introduced himself to the Commission.
Chairman Brumback inquired about a crossover on Route 7 for
construction traffic traveling towards Winchester. Mr. Whitacre said that
the crossover is part of the overall construction project which was awarded
to Pizzagalli Construction. Mr. Whitacre said that the VDH &T has contacted
them concerning acquisition of right -of -way because they want to make bridge
improvements at the Clarke County /Frederick County line. He said that they
are also involved in negotiations with VDH &T to put in a crossover and both
acceleration and deceleration lanes in the spring.
Chairman Brumback said that he would like for the applicant to have
the crossover put in initially and be open for construction traffic.
Mr. Golladay stated that he would like the Highway Department to
erect truck crossing signs and reduced speed limit signs through this area
because of the heavy trucks going in and out of the construction site. Mr.
Golladay also expressed concern about the crossover on Route 7. He said that
it is only 40' and is really not wide enough for a full tractor trailer to
set in to come west on Route 7. Mr. Golladay felt that the Highway
Department should be advised of the Commission's concerns over the whole
traffic situation at the site when the plant gets started.
Upon motion by Mr. Kirk, seconded by Mr. Romine,
BE IT RESOLVED, That the Frederick County Planning Commission does hereby
approve Site Plan #024 -85 of Frederick - Winchester Service Authority for the
construction of a regional waste water treatment plant and required site
improvements located adjacent to the eastbound lane of VA Route 7 at the
Clarke County /Frederick County line, south of Route 7 in the Shawnee
Magisterial District, with the installation of the crossover for construction
purposes by April 30, 1986.
The vote on this site plan was:
YES: Messrs. Brumback, Golladay, Kirk, DeHaven, Myers, Romine,
McDonald, and Mrs. Copenhaver
ABSTAIN: Mr. Stiles
(NOTE: Mr. Stiles abstained from voting because he is a member of the
Frederick - Winchester Service Authority.)

Site Plan #025 -85 of Glaize and Brothers to construct a roof truss
manufacturing facility.
ACTION - AnnLOVed
Mr. Horne said that the applicant has submitted a letter to the
Planning Department proposing to apply for an industrial access roadway.
There was some discussion on the dedication of right -of -way for this pipe
stem lot. Mr. Horne said that an agreement is currently in effect among the
adjoining property owners stating that if funding becomes available, they
would agree to allow the County of Frederick the right -of -way so that the
County could transfer to the Highway Department.
Mr. Gary Luttrell, representative for Glaize and Brothers, was
present to answer questions.
Mr. Golladay expressed concern about the Inspections Department
comments. Due to insufficient water pressure at the site, a sprinkler system
cannot be installed and, therefore, the Inspections Department required
3 -hour firewalls. Mr. Golladay asked the applicant if this was conducive to
truss manufacturing.
Mr. Luttrell said that they can get a material flow through the
building with the layout proposed.
Upon motion by Mr. Romine, seconded by Mr. Kirk,
BE IT RESOLVED, That the Frederick County Planning Commission does hereby
unanimously approve Site Plan #025 -85 of Glaize and Brothers to construct a
200' x 140' (28,000 square foot) roof truss manufacturing facility with
required site improvements, located west of Route 728 and south of Route 50
East in the S.I.C. Industrial Sites.
SEWAGE TREATMENT OPTIONS FOR CLEARBROOK /STEPHENSON
Mr. Horne presented the Rural Community Center Subcommittee's
recommendations on a package treatment plant for the Clearbrook /Brucetown and
Stephenson area. Mr. Horne also presented the Rural Community Center
Policies for this area and stated that these policies were approved by the
Board of Supervisors on August 28, 1985. Mr. Horne said that the Sanitation

Authority has requested that the Planning Commission and /or the Board of
Supervisors take action on this item to determine whether a sewage treatment
facility in the Clearbrook area would be in conformance with the
Comprehensive Plan.
The Commission realized that their action was not necessarily to
recommend one sewage system option over another, but to decide if this
proposal was in conformance with the Comprehensive Plan. However, some
Commissioners felt it would be wise to take care of existing homes in that
area with a history of malfunctioning septic systems along with those
commercial establishments requesting a treatment facility. After discussing
some of the economic problems involved, the Commission felt that more
consideration was needed on this item and that a worksession should be held
before a decision is made.
Upon motion made by Mr. Stiles, seconded by Mr. DeHaven,
BE IT RESOLVED, That the Frederick County Planning Commission does hereby
table action on the sewage treatment options for Clearbrook /Stephenson in
order to allow the Commission and other parties involved to hold a
worksession to consider all of the options, economics, and long range
planning for the area.
Mr. Stiles left the meeting at this point.
COMPREHENSIVE PLAN WORK ITEMS
Mr. Horne said that on September 11, 1955, the Board of Supervisors
reviewed the Planning Commission's Review of the Comprenhensive Plan. Mr.
Horne said that at that time, the Board emphasised two items for prompt Board
of Supervisors and Planning Commission action:
1. The issue of sewer and water extensions outside of the current urban
development areas.
2. The issue of stormwater management in our urban development areas.

After some general discussion on each of these two items, Chairman
Brumback accepted the staff's report for the Commission's information.
ADJOURNMENT
There being no further items to discuss, the Chairman adjourned the
meeting.
