PC_05-15-85_Meeting_MinutesMINUTES OF THE MEETING OF THE FREDERICK COUNTY PLANNING COMMISSION Held in the Board of Supervisors' Meeting Room, 9 Court Square, Winchester, Virginia, on May 15, 1985. PRESENT: Frank H. Brumback, Chairman; James Golladay, Jr., Vice — Chairman; George L. Romine; W. French Kirk; A. Lynn Myers; Kenneth Y. Stiles; Carl M. McDonald; Marjorie H. Copenhaver; John T. P. Horne, secretary; Stephen M. Gyurisin, advisory ABSENT: Manuel C. DeHaven CALL TO ORDER Chairman Brumback called the meeting to order at 2:00 p.m. BIMONTHLY REPORT The Commission briefly discussed an upcoming site plan by Westminster/ Canterbury of Winchester. COMMITTEE REPORTS Economic Development Commission George L. Romine, Economic Development Coordinator, reported that there is substantial activity with two or three people that he has been working with and it is very possible that a new plant will locate in this area. Fire Company Committee James Golladay, member of the Fire Company Committee, stated that his committee is continuing to meet, but will not have a report to the Comission for about 60 -90 days. Sanitation Authori Marjorie Copenhaver, Planning Commission Liaison to the Sanitation Authority, reported on the Authority's May 13th meeting. Mrs. Copehaver said that the Lakeside problems are being corrected and the flows have been brought under control very well. She said that the Updyke Mobile Home Park and the water line out Route 7 were also discussed. Mrs. Copenhaver said that it was determined Monday night that Messrs. Updike and Gillespie did not have the permits or zoning to put in any additional mobile homes. She said that Messrs. Updyke and Gillespie had stated that they would have 300 hookups 2061 -2— for the Authority. She added that they have been instructed to come before the Commission for the correct zoning and permits before proceeding further. SITE PLANS Amended Site Plan #008 -85 of T. G. Scully and Jefferson National Bank to place a temporary mobile home adjacent to the existing parking lot as a branch bank. ACTION — Tabled Mr. Horne said that the proposal is to place a branch mobile home bank to the western side of the front of the parking lot. The entrance would be off Route 277 with some diffusion of traffic through the parking lot with the drive —in window extending through some painted striped areas. Mr. Horne said that the permanent facility is planned for the northeast corner of the site. He added that the location of the fire hydrants should not be finalized until the exact design of the permanent facility is determined. Mr. Stiles asked for the distance of the drive — through lane from the entrance. Mr. Horne replied that it would be 20' -30' from the point at which the lane curves to the inside edge of the curve. Mr. Stiles noted that people pulling out would have to cross two —way traffic coming in and out of the parking lot and persons coming solely for banking purposes would have to make a 360 turn. Mr. Golladay felt it would be a very confusing situation concerning the traffic. Mr. Robert Dale, officer at Jefferson National Bank, came forward and introduced himself and Duane Brown, Engineer at Gilbert and Clifford Associates. Mr. Brown said that normally the parking lot is not full, so they do not feel there will be enough congestion to create a problem. There next ensued a discussion of some possible solutions for the traffic flow. 2062 -3- Mr. Stiles moved to amend the proposal so that the mobile home would set on the northeast corner of the property, which is south of the area designated for the new bank. This motion died due to a lack of a second. Mr. Golladay then moved to table the request until June 5th in order to give the applicant and staff time to work out the traffic flow problem. This motion was seconded by Mr. Stiles. BE IT RESOLVED, That the Frederick County Planning Commission does hereby table the amended site plan of T. G. Scully and Jefferson National Bank until the meeting of June 5, 1985. The vote on this application was: YES: Mrs. Copenhaver and Messrs. Brumback, Golladay, Kirk, Myers, Stiles, DeHaven NO: Mr. Romine Amended Site Plan #006 -85 of Shockey Brothers, Inc. to construct a 15,360 square foot warehouse and accessory roadway. ACTION - Approved Mr. Horne gave the background material. Mr. Ralph Shockey stated that Dovetail Furniture is located in a building that Shockey Brothers owns. Mr. Shockey said that his company now occupies 18,000 square feet of that building. He stated that Dovetail Furniture is expanding and would like to use the extra 18,000 square feet and, therefore, Shockey's would like to construct this new warehouse for their facilities to allow Dovetail to expand into the 18,000 square feet. He added that Shockey's will also be extending their paved road. Mr. Stiles moved to approve this amended site plan and this motion was seconded by Mr. Romine. 2063 -4- Mr. Stiles said that he wanted to compliment Mr. Shockey because they have gone through considerable time and trouble, and not at insignificant expenses, to make their operation less objectionable to the neighbors. Mr. Stiles said that he certainly appreciated this and he knows that the people who live there do also. He said that Shockey's has been a tremendous asset to the area. BE IT RESOLVED, That the Frederick County Planning Commission does hereby unanimously approve amended site plan #006 -85 of Shockey Brothers, Inc. to construct a 15,360 square foot warehouse and an access roadway on Route 11 North at the Shockey property in the Stonewall Magisterial District. Site Plan #010 -85 of Red Star Express Lines to -construct a 9,787 square foot truck terminal and maintenance building with required site improvements. ACTION - Tabled Upon motion made by Mr. Stiles and seconded by Mr. Kirk, BE IT RESOLVED, That the Frederick County Planning Commission does hereby unanimously vote to table site plan #010 -85 of Red Star Express Lines until June 5, 1985 due to lack of representation. LONG TERM PLANNING OF INDUSTRIAL PARKS Mr. Stiles moved to direct the staff to draft a proposal, whether through worksessions or some other means, for the submission of general master plans for designated industrial parks that would deal with the overall drainage, roadways, and supply of utilities to those parks. This motion was seconded by Mr. Golladay and unanimously approved. ADJOURNMENT Upon motion made by Mr. Golladay and seconded by Mr. Stiles, the meeting adjourned. Respectfully submitted, 2064
