FREDERICK COUNTY PLANNING COMMISSION
WORKSESSION
Held in the Board of Supervisors' meeting room, 9 Court Square, Winchester,
Virginia, on January 22, 1985 at 7:00 p.m.
PRESENT: Frank Brumback, Chairman; James Golladay, Vice - Chairman;
Carl M. McDonald; A. Lynn Myers; Manuel C. DeHaven; Kenneth Y.
Stiles; Marjorie H. Copenhaver; W. French Kirk; and John T. P.
Horne, secretary. Also in attendance were Dave Holliday, Ronnie
Ward, Stanley Bauserman and Catherine Monte from the Rural
Ordinance Subcommittee; and Bruce Edens.

DISCUSSION OF THE RURAL ORDINANCE SUBCOMMITTEE PROPOSALS FOR AMENDMENT TO
THE RURAL DEVELOPMENT ORDINANCES
Chairman Brumback opened the meeting with an introduction and review
of the activities of the Subcommittee and began a brief review of various
components of the proposal for amendment of the rural development ordinances
in Frederick County. Mr. Stiles voiced concern as to possible standards for
Board of Supervisors approval of minor subdivisions where five or greater
lots are on a private right -of -way. He stated that he felt the ordinance may
need to be specific as to the items that the Board would take into
consideration in approving these subdivisions. There was a discussion of
this item and it was generally agreed that the staff should draft a very
brief statement to be included in the ordinance to lay out possible factors
that would be considered by the Board in this decision. Mr. DeHaven had
questions as to the lot size for family lots and the three -lot minor
subdivisions. Subcommittee members stated that there would in fact be no
minimum lot size

for these types of lots and that the lot size would be dictated by yard
regulations and health regulations.
Mr. Brumback continued his review of the various components of the
development system. There was a brief discussion of the upper end acreage
cutoff and after some discussion, it was agreed that the Commission should
review the entire system and come back to this question. At this point, Mr.
Horne began to review the system for evaluation and approval of special
exceptions for major subdivisions. There were various questions as to the
components of that system. After a general discussion of other components of
the review system, there was general agreement that another meeting would be
needed to discuss these items. The Commission set an additional worksession
for February 4, 1985 at 7:00 p.m. in the Board of Supervisors meeting room
for continued discussion on this matter.

Chairman Brumback adjourned the meeting.
