PC_08-15-84_Meeting_MinutesMINUTES OF THE MEETING OF THE FREDERICK COUNTY PLANNING COMMISSION Held in the Board of Supervisors' Meeting Room, 9 Court Square, Winchester, Virginia, on August 15, 1984. PRESENT: Frank H. Brumback, Chairman; James Golladay, Jr., Vice — Chairman; W. French Kirk; A. Lynn Myers; Manuel C. DeHaven; Kenneth Y. Stiles; Carl M. McDonald; Marjorie H. Copenhaver; John T. P. Horne, secretary; Stephen M. Gyurisin, advisory ABSENT: George L. Romine CALL TO ORDER Chairman Brumback called the meeting to order at 2:00 p.m. The first order of business was the consideration of the minutes of August 1, 1984. Upon motion made by Col. Myers and seconded by Mr. Golladay, the minutes were unanimously approved as presented. BIMONTHLY AND MONTHLY REPORTS The Commission reviewed the Monthly and Bimonthly Reports. STTR PT.ATIS Site Plan #019 -84 of Poly Processing for a manufacturing plant in the Stonewall Magisterial District. ACTION — Approved Mr. Horne read the background information. He added that there will be an application made to the Virginia Department of Highways and Transportation through the Board of Supervisors, if the Board chooses, to construct a section of the roadway as an industrial access road to be built with Highway Department money. If this road application does not go through, the road will be built as a private accessway. Mr. Ralph Shockey of Howard Shockey and Sons, Inc. was the representative for this application. Mr. Shockey stated that Poly Processing 1950 dA manufactures all types of heavy duty plastic containers and their manufacturing process is very clean. They will start out with 15 people, but have plans for some additions at some point in the future. Upon motion by Mr. Stiles, seconded by Mr. DeHaven, and passed unanimously, BE IT RESOLVED, That the Frederick County Planning Commission does hereby approve Site Plan #019 -84 of Poly Processing for a manufacturing plant located on Route 663, Lenoir Drive, in the Stonewall Industrial Park, Stonewall Magisterial District. Site Plan #020 -84 of Robert C. Tullius for a 9,920 square foot airplane hanger at the Winchester Airport in the Shawnee Magisterial District. ACTION - Approved Mr. Horne gave the background information and noted that there will be no additional entrances to the airport from the road. Mr. Robert C. Tullius came forward and stated that he planned to build an airplane hanger which could be as large as 12,000 square feet, if approved by the building inspector. Mr. Tullius stated that initially he wanted to build the hanger for his own use after he discovered that Winchester Airport did not have a hanger large enough to house his aircraft. He then decided that a hanger should be available for corporate aircraft so that any prospective businesses would not be forced away from the area because of the lack of airport facilities. Upon motion made by Mr. Kirk, seconded by Mr. Golladay, and passed unanimously, BE IT RESOLVED, That the Frederick County Planning Commission does hereby approve Site Plan #020 -84 of Robert C. Tullius for a 9,920- 12,000 square foot airplane hanger to be located at the Winchester Airport in the Shawnee Magisterial District. 1951 -3- SUBDIVISIONS Lenoir City Company of Virginia to subdivide one 10.3053 acre lot for industrial use in the Stonewall Magisterial District. ACTION - Approved Mr. Horne read the background material. He said that the plat he signs will remove the division line between the .3053 acre site and the 10 acre site. He said that the line will be reinstated when and if the Virginia Department of Highways and Transportation constructs a roadway there. He added that the Highway Department will not construct on privately owned sites and this action is being done to insure that there is road access to a public road. Mr. Benjamin Butler came forward and stated that he was the attorney representing Able Corporation, who will be owning the land and working in conjunction with Poly Processing. Upon motion made by Mr. DeHaven, seconded by Mr. Stiles, and passed unanimously, BE IT RESOLVED, That the Frederick County Planning Commission does hereby approve the Lenoir City Company of Virginia Subdivision of one 10.3053 acre lot for industrial purposes located south of Lenoir Drive in the Stonewall Industrial Park, Stonewall Magisterial District. MASTER DEVELOPMENT PLANS Final Master Development Plan of Henry Apartments for 54 garden apartment units in nine buildings in the Shawnee Magisterial District. ACTION - Approved Mr. Horne gave the background material. Mr. Horne said that an additional fire hydrant has been placed on the south side of the parking lot. He added that a note has been placed on the plans showing the general location of the recreation facilities and noting that they will be in 1952 -4- conformance with the ordinance. The area designated for total screening is also shown. Mr. Kimerly Henry, owner, came foward to answer any questions. Mr. Kirk asked for the direction for run -off of stormwater. Mr. Horne stated that the run -off will go north along Williamson Road, and then west to Abram's Creek. Upon motion made by Mr. Kirk, second by Mr. McDonald, and unanimously approved, BE IT RESOLVED, That the Frederick County Planning Commission does hereby approve the Final Master Development Plan of Henry Apartments to construct 54 garden apartment units in nine buildings with required parking and recreational facilities adjacent to Senseny Heights Subdivision on Senseny Road in the Shawnee Magisterial District. INFORMAL DISCUSSION OF POSSIBLE ORDINANCE AMENDMENTS Mr. Horne stated that Ms. Rebecca Sue Hadley has requested time before the Planning Commission to discuss her need for an ordinance amendment to establish a retail service (commercial gymnastics training center) in an Industrial Zone. He said that Ms. Hadley has stated that she has been unable to locate or build a structure with a 20' or greater ceiling height in a B -2 (Commercial- General) District, the appropriate district for this type of retail service. Ms. Rebecca Sue Hadley came forward and stated that she is a national gymnastics coach. She said that Mr. Jim Wilson has agreed to build her the necessary structure in the appropriate zone; but until that time, she is requesting a temporary permit for one year to operate the gymnastic center in an industrial zone. Ms. Hadley then explained the nature of the business, estimated amount of traffic, and hours of operation. She added that her 1953 -5- family has been conducting a successful gymnastics center for the past ten years in an industrial zone in Fairfax County. Mrs. Kay Borror, Virginia State Chairman of Gymnastics, came forward to speak in favor of this request. She stated that she introduced gymnastics for the first time in the state of Virginia in Fairfax County where she operated "Crown Gymnastics Center" in an industrial park. Mrs. Borror described the safety procedures used there regarding traffic and children. Mr. Jim Wilson came forward and stated that he did agree to build a structure, but he was concerned about the need for a 20' high structure in a B -2 zone, if Ms. Hadley moved out. The Commission felt it would be beneficial to talk with other localities on their experience with tl They also felt it would be beneficial parks to get their input. ACTION - Approved Mr. Horne gave the background information. Chairman Brumback inquired about the sewage and Mr. Horne replied that they will have a septic system for the sewage and City water. Mr. Emerson Deitz, Sales Manager for Power Tech, came forward to answer any questions. Mr. Deitz said that there will be three offices for two outside salesmen and one inside person and there will be a warehouse in 1954 back. He added that Power Tech is a distribution center for gears, power transmission equipment, electric motors, and photoelectrics. Mr. Deitz said there will be no manufacturing at the site. Col. Myers expressed concern that this structure was located in a floodplain and inquired if this would cause a disturbance of the normal runoff. Mr. Horne stated that a structure is permitted in a floodplain as long as the finished floor elevation is above the floodplain level and the floodplain level itself is not effected more than one foot, which is the case in this situation. Col. Myers next inquired about the road serving this facility. Mr. Horne stated that he has confirmed with the Highway Department that this is a state - maintained roadway. Mr. DeHaven then moved for approval of this site plan and this was seconded by Mr. Kirk and unanimously approved. BE IT RESOLVED, That the Frederick County Planning Commission does hereby approve Site Plan #015 -84 of Power Tech for the construction of a 3,000 square foot office and distribution center to be located east of the Route 11 North /Route 37 intersection in the Stonewall Magisterial District.
