HomeMy WebLinkAboutPC_04-18-84_Meeting_MinutesMINUTES OF THE MEETING OF THE FREDERICK COUNTY PLANNING COMMISSION Held in the Board of Supervisors' Meeting Room, 9 Court Square, Winchester, Virginia, on April 18, 1984. PRESENT: Frank H. Brumback, Chairman; James Golladay, Jr., Vice - Chairman; George L. Romine; W. French Kirk; A. Lynn Myers; Manuel C. DeHaven; Kenneth Y. Stiles; Carl M. McDonald; Marjorie H. Copenhaver; John T. P. Horne, secretary; Stephen M. Gyurisin, advisory CALL TO ORDER Chairman Brumback called the meeting to order at 2:00 p.m. The first order of business was the consideration of the minutes of April 4, 1984. Upon motion made by Mr. Golladay and seconded by Mr. Kirk, the minutes were unanimously approved as presented. (Mr. Stiles and Mr. Romine were not present for this vote.) MONTHLY AND BIMONTHLY REPORTS The Commissioners reviewed pending applications with the staff. SITE PLANS Amended Site Plan #012 -83 of Walter Aikens for revisions on the building location and parking lot pattern for the Aikens Pancakes and Steaks located on the southwest corner of the intersection of Route 50 East and Route 522 South in the Shawnee Magisterial District. ACTION - Approved Mr. Horne gave the background material. Mr. Horne stated that the staff recommends parallel parking at the north end of the site to increase the travel lane from 12' to 20' -22' and curb stops or some type of low physical barrier along the property line between Aikens Pancakes and Steaks and the Travel Lodge. Mr. Walter Aikens, owner, came forward and introduced himself to the Commission. Mr. Aikens objected to the recommendation proposed. He stated :: -2- that parking blocks belonging to Travel Lodge are already placed along the northwestern property line and serve as a barrier for both lots. He felt extra blocks would only be conducive to customer parking and would prohibit the flow of travel. Mr. Aikens also felt that the parallel parking would cause him to lose two or three valuable parking spaces. He was also concerned about the safety aspect of parallel parking alongside a steep slope. Mr. Dwayne Brown, representing the engineering firm of G. W. Clifford and Associates, came.forward and introduced himself to the Commission. Mr. Brown proposed moving the parking away from the building completely out to the side of the parking lot with the spaces 90 degrees to the curb. This would leave a travel way of 14' minimum width behind the parking spaces. Mr. Brown felt the 14' should be sufficient because of the one -way travel flow. The Commissioners were concerned about the parking space to the left of the space closest to the corner of the building. Under this proposal the travel way is very narrow and has a blind spot when backing out. Mr. Aikens proposed rounding off the sidewalk here, which would increase the width of the travel -way to 15' Mr. Stiles moved to approve the amendments to include parking stops on the three parking spaces on the west side and the proposal for parking around the north and northeast corner of the building. This motion was seconded by Mr. DeHaven and passed unanimously. BE IT RESOLVED, That the Frederick County Planning Commission does hereby approve Amended Site Plan #012 -83 of Walter Aikens for the Aikens Pancakes and Steaks in the Shawnee Magisterial District. Site Plan #008 -84 of MCI Telecommunications Corporation for a communications tower and equipment building on the summit of North Mountain in the Back Creek Magisterial District. ACTION - Approved W.11.14 -3- Mr. Horne gave the background material. Chairman Brumback asked for the square footage of the enclosure and Mr. Horne replied that the enclosure is 100' x 100' or 10,000 square feet. Mr. Robert McGinnis, Land Agent for MCI Telecommunications Corporation, came forward. Mr. McGinnis stated that his company is attempting to extend communications from Winchester, Virginia to Parkersburg, West Virginia. He said that this will be a repeater site which means that it will receive, amplify, and send to the next repeater site, which is in Romney, West Virginia. Mr. Stiles asked how often it would be necessary to service the equipment and Mr. McGinnis replied that there will be routine maintenance once a week. Mr. McGinnis said there will be two 11' x 18' Butler -type prefab buildings and one 8' x 10' generator building with a 1,000 gallon propane tank. The tower will be a free standing 150' tower. He added that the diesel unit will only be run in an emergency. Mr. Pat Kelly, Civil Engineer for MCI, came forward. He stated that the generator is designed to run for seven days on emergency use only; but in order to be assured that the generator will start if emergency'power is needed, they will run it one time a week for one hour. Mr. Kelly added that everything at the tower is monitored at a regional surveilance center in West Orange, New Jersey. Mrs. Copenhaver moved for approval of this site plan. This motion was seconded by Mr. Stiles and passed unanimously. BE IT RESOLVED, That the Frederick County Planning Commission does hereby approve Site Plan #008 -84 of MCI Telecommunications Corporation in the Back Creek Magisterial District. :: -4- - REVISIONS TO THE COMMERCIAL ZONING DISTRICTS The staff and Commission discussed proposals for changes, to the ordinance regarding commercial zoning districts. The Commission and staff discussed screening for adjacent commercial uses as well as residential uses; whether or not the "number" of vehicles should be taken into consideration for an auto sales and service use; and if the activity or end product on the site should be the determining factor in describing the primary use of the site. The Commission approved of the revisions presented by the staff and instructed them to present a final proposal prior to advertisement for the next public hearing.
