FREDERICK COUNTY PLANNING COMMISSION
Held in the Board of Supervisors' Meeting Room in the Old Frederick County
Court House, 9 Court Square, Winchester, Virginia, on June 17, 1987.

CALL TO ORDER
Vice Chairman Golladay called the meeting to order at 2:00 p.m.

The first order of business was the consideration of the minutes of
June 3, 1987. Mr. Wilson noted that on page 12, the word "unanimously"
should be removed from the resolution as two members had voted against the
motion. Upon motion made by Mr. DeHaven and seconded by Mr. McDonald, the
minutes of June 3, 1987 were unanimously approved as amended.
BIMONTHLY REPORT
The Commission and staff discussed pending applications.
COMMITTEE REPORTS
Sanitation Authority
Mrs. Copenhaver, Commission's liaison to the Sanitation Authority,
reported on the discussion held at the last Sanitation Authority meeting
dealing with the operation of the new treatment plant.
Comprehensive Plan Subcommittee
Mr. Golladay reported that the Comprehensive Plan Subcommittee is
scheduled to meet the first Tuesday in July.

Transportation Committee
Mr. Golladay said that the Transportation Committee will hold a
public meeting on June 29, 1987 at 7:00 p.m. on the Six -Year Road Plan.
PUBLIC MEETING
Preliminary Master Development Plan 11003 -87 of Winchester- Frederick County
Industrial Development Corporation for industrial development.
Action - Approved
Mr. Watkins said that access to the site will be Route 651. He
added that the plan meets all the requirements of the ordinance.
Mr. Bruce Edens, representing this application, was present to
answer questions. Mr. Edens introduced Mr. Ralph Shockey, also with the
Industrial Development Corporation.
Mr. William Jeunette, resident of Back Creek, said that he had no
objection to the overall plan as it was presented, however, he did have a
problem with the vehicular /tractor trailer access through the residential
areas. Mr. Jeunette asked if the State could construct access ramps from
Route 651 to 37 into the industrial park. He said that some parts of Route
651 are only as wide as 40'.
Vice Chairman Golladay noted that the Transportation Committee is
involved in this type of problem and that they would pass Mr. Jeunette's
comments along to the Highway Department.
Mr. Stiles thought the State's position was not to use taxpayer's
money to benefit developers. Mr. Stiles also noted that the County could
not deny the use of a state road to a parcel of property that is zoned and
has access approved by the Highway Department.
Mr. Ralph Shockey, with the Industrial Development Corporation, said
that this particular development is by a non - profit, volunteer group. Mr.
Shockey said that the development is to help the community provide areas
for incoming industry at reasonable prices. He said that prospective
industries are screened so that the community gets industry with
employment. He added that they are not interested in warehousing.
Upon motion made by Mrs. Copenhaver and seconded by Mr. McDonald,
BE IT RESOLVED, That the Frederick County Planning Commission does hereby
unanimously approve Preliminary Master Development Plan 11003 -87 of
Winchester- Frederick County Industrial Development Corporation for
industrial development on 80.256 acres (11 lots) zoned M -1 (Industrial

Limited), located at the intersection of Routes 37 and 651, in the Back
Creek Magisterial District.
SUBDIVISIONS
Subdivision of Winchester - Frederick County Industrial Development
Corporation for the division of Parcel II -1 for the Tri- County Virginia
O.I.C., Inc. site in the Back Creek District.
Action - Approved
Mr. Wilson stated that he would abstain from discussion and vote on
this subdivision, due to a possible conflict of interest.
Mr. Watkins said that the division of this parcel is in conformance
with the overall master plan, however, it is exempt from master plan
requirements and can be divided prior to final master plan approval because
of its location on an existing road (Route 651).
Mr. Bruce Edens, representing this application, was present to

Mr. Stiles stated that because his wife was a member of the Board of
Directors for the Tri- County O.I.C., he would abstain from voting.
Upon motion made by Mrs. Copenhaver and seconded by Mr. McDonald,
BE IT RESOLVED, That the Frederick County Planning Commission does hereby
approve the subdivision request of Winchester - Frederick County Industrial
Development Corporation for the division of Parcel II -1 (5.083 acres) for
the Tri- County O.I.C. site. This parcel is zoned M -1 (Industrial Limited)
and is located at the intersection of Routes 37 and 651 in the Back Creek
Magisterial District.
The vote on this subdivision was as follows:
YES: Mrs. Copenhaver and Messrs. McDonald, Myers, Golladay, DeHaven
ABSTAIN: Messrs. Wilson, Stiles
Subdivision Request of C. Douglas and Fern L. Adams for the subdivision of
one 21.1113 acre parcel in the Shawnee District.
Action - Approved
Mr. Watkins noted that this subdivision is drawn in accordance with
all applicable standards and with the preliminary master development plan
submitted for review by the staff. He noted that this division is exempt

from master plan requirements due to its location along Route 645 (Bufflick
Road). Mr. Watkins added that this is the land that is being transferred
to the Airport Authority for use in expansion of their facilities.
Mr. C. Douglas Adams, applicant, said that this is a part of the 11
acres which would be used to permit the relocation of the airport terminal
building, which would in turn allow for the location of roads and sewer
lines for the overall development of this area.
Upon motion made by Mr. Wilson and seconded by Mr. Stiles,
BE IT RESOLVED, That the Frederick County Planning Commission does hereby
unanimously approve the subdivision request of C. Douglas and Fern L. Adams
for the subdivision of one 21.1113 acre parcel (zoned M -1, Light
Industrial), located on Route 645, in the Shawnee Magisterial District.
SITE PLANS
Site Plan 11024 -87 of Tri- County Virginia O.I.C., Inc., for industrial
training facilities in the Back Creek Magisterial District.
Action - Approved
Mr. Wilson said that he would abstain from discussion and vote on
this site plan due to a possible conflict of interest.
Mr. Stiles said that he would also abstain from discussion and vote
on this site plan due to a possible conflict of interest.
Mr. Watkins said that the proposed use for industrial training
facilities is a permitted use in the M -1 zone. He stated that all
applicable site plan, zoning, and fire code requirements have been met and
all Virginia Department of Transportation and utility comments have been
incorporated in the plan.
John E. Poux, Executive Director of the Tri- County Virginia O.I.C.
Program, stated that the training facility will be composed of classrooms,
offices, two large shops, and a production area. Mr. Poux said that on any
given day, they would have 35 -40 trainees. He said that this number will
increase because they plan to add another program dealing with potential
high- school dropouts, which will incorporate another 20 students in the
afternoons. Mr. Poux said that the staff will consist of about ten
full-time people. Mr. Poux added that eligibility for the program requires
a person to be 17 years of age or older, unemployed but with a desire to
train for a job, and financially disadvantaged.
Upon motion made by Mrs. Copenhaver and seconded by Mr. McDonald,

square foot, one -story structure for industrial training facilities,
parking, access, and site improvements on 5.083 acres, zoned M -1 (Light
Industrial). This property is located at the intersection of Routes 37 and
651 in the Back Creek Magisterial District.
The vote on this site plan was as follows:
YES: Mrs. Copenhaver and Messrs. McDonald, Myers, Golladay, DeHaven
ABSTAIN: Messrs. Wilson, Stiles
Mr. Stiles left at this point of the meeting.
Site Plan 11030 -87 of Amoco Foam Products, Inc. for a 190,000 square foot
covered storage area (warehouse) in the Stonewall District.
Action - Approved
Mr. Golladay stated that he would abstain from voting due to a
possible conflict of interest.
Mr. Watkins said that the applicant is proposing to use the frontage
road that currently serves the Pent Land Industrial Park area as a
secondary access to the site. He said that the applicant is currently
working closely with the staff and the Virginia Department of
Transportation to resolve highway needs at this location. Mr. Watkins
noted that planning for this intersection area is currently being
undertaken by highway officials. Mr. Watkins added that industrial access
funds may be available to assist with improving the frontage road
connection.
Mr. DeHaven said that when Amoco first came to Frederick County, his
main concern was to get an entrance to Red Bud Road at 84 Lumber. Mr.
DeHaven felt this would solve a lot of traffic problems for the community.
Mr. Edward Susztak, Plant Engineer, said in response to Mr.
DeHaven's comment that their original plan was to have all of the traffic
go onto Red Bud, but they could not acquire the right-of -ways from the
neighbors. Mr. Susztak felt it would be safer for their employees, as
well as the overall climate of that particular interchange. In regards to
the present proposal, Mr. Susztak said that they currently have the product
that they would be storing in this proposed facility across the road,
further contributing to the congestion and traffic around the 37 and 11
interchange. He said that the proposal calls for a circular traffic plan,
where traffic egresses onto Route 11, as opposed to making a "U- turn" and
driving down the access road. He said people would use the common
entrance, circle the property on the one -way road, then only come onto
Route 11 in the flow of traffic. Mr. Susztak added that they are willing

to work with the Commission and Highway Department to work out an amicable
and compatible way of solving some of the traffic problems at the
interchange.
Upon motion made by Mr. DeHaven and seconded by Mr. Wilson,
BE IT RESOLVED, That the Frederick County Planning Commission does hereby
approve Site Plan #030 -87 of Amoco Foam Products, Inc. for a 190,000 square
foot covered storage area (warehouse) with access drives, fire hydrants,
and site improvements on 34.13 acres zoned M-2 (Industrial General). This
property is located on Route 11 North, at the southeast corner of the I -81
and Route 11 North intersection.
The vote on this site plan was as follows:
YES: Mrs. Copenhaver and Messrs. McDonald, Myers, DeHaven, Wilson
ABSTAIN: Mr. Gol.laday
REQUEST FOR OFFICE USE IN THE B -3 (INDUSTRIAL TRANSITION) ZONING DISTRICT
Mr. Watkins said that the staff has received a request from Mr.
Richard G. Hardison of Battlefield Partnership to add offices as a
permitted use in the B -3 (Industrial Transition) Zoning District. Mr.
Watkins said that the staff will advertise this proposed amendment for the
Commission's July meeting.
DISCUSSION OF ECONOMIC SECTION OF THE COMPREHENSIVE PLAN
Mr. Watkins said that the economic section of the Comprehensive Plan
was based, as was the previous version of this section, on the adopted
goals and strategies of the Economic Development Commission. Mr. Watkins
then highlighted the goals in the economic section for the Commission. Mr.
Watkins asked the Commissioners to forward any comments on the proposal to
the staff.

The Commission cancelled the June 23, 1987 worksession.
