PC_09-17-86_Meeting_MinutesMINUTES OF THE MEETING OF THE FREDERICK COUNTY PLANNING COMMISSION Held in the Board of Supervisors' Meeting Room in the Old Court House, 9 Court Square, Winchester, Virginia, on September 17, 1986. PRESENT: Frank H. Brumback, Chairman; James W. Golladay, Jr., Vice — Chairman; George L. Romine; Marjorie H. Copenhaver; Kenneth Y. Stiles; Carl M. McDonald; S. Blaine Wilson; Robert W. Watkins, Secretary; Stephen M. Gyurisin, Advisory. ABSENT: Manuel C. DeHaven; A. Lynn Myers CALL TO ORDER Chairman Brumback called the meeting to order at 2:00 p.m. MINUTES The first order of business was the approval of the minutes of September 3, 1986. Upon motion made by Mr. McDonald and seconded by Mr. Golladay, the minutes were unanimously approved as presented. BIMONTHLY REPORT The staff presented the Monthly and Bimonthly Reports for the Planning Commission's information. Mr. Watkins said that a site plan had been submitted for Glaize and Brothers. Mr. Watkins explained that they would like to change the configuration of their building, but would not be increasing the square footage. Chairman Brumback instructed the staff to proceed with administrative approval on this site plan. COMMITTEE REPORTS Ordinance Subcommittee Mr. Gyurisin reported that the Ordinance Subcommittee and its Ad —Hoc members toured various County subdivisions in order to see the types of subdivisions that were being developed under the RP (Residential Performance) District. Mr. Gyurisin said that the Subcommittee looked at 2285 — 2 — the roads, lots sizes, and infra - structure to determine how they were affecting the County's residential subdivisions. Mr. Gyurisin said that the Ad -Hoc members included Bruce Edens, Engineer; Charles Maddox, Engineer; Floyd Hudson, Senseny Road resident; Andy Hershey, Fredericktowne resident; David Holliday, Builder /Developer, Ronnie Ward, Realtor. Sanitation Authority Mrs. Marjorie Copenhaver, liaison to the Sanitation Commission, stated that the newspaper reported that the moratorium on sewer hook -ups at Lakeside is expected to be lifted by the end of the year. SITE PLANS Site Plan #027 -86 of Quik Lube for a 33' X 47' automobile service facility on Route 11 South in the Back Creek Magisterial District. Action - Approved Mr. Watkins said that a revised site plan had been submitted and meets all requirements of the Highway Department and other reviewing agencies. Mr. Watkins added that there will be a single entrance on Route 11 and six parking spaces in the rear. Mr. 0. R. Jones, with Lantz Construction Company, was present to answer questions. Upon motion made by Mrs. Copenhaver and seconded by Mr. McDonald, BE IT RESOLVED, That the Frederick County Planning Commission does hereby unanimously approve Site Plan #027 -86 of Quik Lube for a 33' X 47' automobile service facility to be located on the east side of Route 11 South, 1/2 mile south of Route 37, in the Back Creek Magisterial District. #QV146 Site Plan # 3*-ft of Nottoway Townhouses for 137 townhouse dwellings in the Opequon Magisterial District. Action - Approved Mr. Watkins stated that this plan was designed under the former R -3 zoning requirements and meets all applicable codes. The Planning Commission and staff next discussed drainage and the number of ponds on the property. Mr. Richard Ruckman, of Dove and Associates, stated that the purpose for the retention areas is to control the stormwater runoff so that runoff after development does not exceed pre - development runoff. Mr. Ruckman said WTo - 3 - that during a storm, the pond will rise to contain the peak flow and as the storm dissipates, the pond will empty. Mr. Gyurisin added that some of the ponds are only one to two feet deep. Mr. Joseph W. Athey, property owner east of this development, was concerned about water runoff from the site. Next there was a discussion on the Sanitation Authority's review comment that this site was approved for water and sewer. The Commission was concerned about the amount of capacity still available at the Stephens Run plant. Upon motion made by Mr. Golladay and seconded by Mr. Romine, BE IT RESOLVED, That the Frederick County Planning Commission does hereby unanimously approve Site Plan 11032 -86 of Nottoway Townhouses for 137 townhouse dwellings to be located on Route 277, east of Route 641, in the Opequon Magisterial District. SUBDIVISIONS Subdivision request of Nottoway Townhouses, Section II, for 137 townhouse dwellings in the Opequon Magisterial District. Action - Approved Mr. Richard Ruckman, of Dove and Associates, was present as the representative for this subdivision. Upon motion made by Mr. Golladay and seconded by Mr. Wilson, BE IT RESOLVED, That the Frederick County Planning Commission does hereby unanimously approve the subdivision request of Nottoway Townhouses, Section II, for 137 townhouse dwellings to be located on Route 277, east of Route 641, in the Opequon Magisterial District. REVISIONS TO THE M -1 (INDUSTRIAL LIMITED) ZONING DISTRICT Mr. Watkins stated that at their meeting of September 10, 1986, the Board of Supervisors requested that the Planning Commission prepare revisions to the M -1 (Industrial Limited) Zoning District. Mr. Watkins said that the Board requested that the revisions address the following issues: 1. A requirement for master plans in M -1 areas. 2. Providing more appropriate buffers and screening to protect adjoining residential areas. The Planning Commission should consider using natural areas and vegetation. 2287 - 4 - Mr. Watkins said that the Board has requested that these revisions be completed in sixty days.
