PC_08-20-86_Meeting_MinutesMINUTES OF THE MEETING OF THE FREDERICK COUNTY PLANNING Held in the Board of Supervisors' Meeting Room in the Old Court House, 9 Court Square, Winchester, Virginia, on August 20, 1986 PRESENT: Frank H. Brumback, Chairman; James W. Gollada Jr., Vice — Chairman; George L. Romine; Marjorie H. Copenhaver; Kenneth Y. Stiles; A. Lynn Myers; Carl M. McDonald; S Blaine Wilson; Manuel C. DeHaven; Robert W. Watkins, Secretary; Stephen M. Gyurisin, Advisory. CALL TO ORDER Chairman Brumback called the meeting to order at 2:00 p.m. BIMONTHLY REPORT Mr. Gyurisin presented an amended site plan for IWeber's Nursery. He said that Mr. Weber would like to add approximately 2,000 square feet to an existing building on the Lee Avenue side of the property. There was a brief discussion on the drainage problems on Route 11 and Lee Avenue. Chairman Brumback instructed the staff to administratively review and approve this amended site plan. I Mr. Gyurisin next presented a site plan for Arthur Fulton Trucking Company located on Route 277. Mr. Gyurisin stated that a site plan was recently approved for Mr. Fulton to incorporate a new office building that essentially enclosed his existing operations. He said that site plan included parking and improving the existing entrance. ;Mr. Gyurisin stated that Mr. Fulton would like to replace an existing office area with a 90' X 54' one —story office addition. Mr. Gyurisin said that the staff's main concern would be any impacts on the existing septic system and this would need approval by the Health Department. Chairman Brumback gave the staff authority to administratively review and approve this amended plan for Arthur Fulton. COMMITTEE REPORTS Sanitation Authority Mrs. Copenhaver, liaison to the Sanitation Authority, stated that the Sanitation Authority had ask the Board of Supervisors to forgive the $1,106,500 loan on the Abram's Creek System. The Board said that they 2273 - 2 - would not forgive the loan, but would delay any payment for 20 years with interest to accrue. Mrs. Copenhaver reported that the Sanitation Authority will proceed with the Bufflick Road Plan and had also adopted a policy on Third Party Inspections. Transportation Committee Mr. Gyurisin stated that the Transporation Committee will be meeting in September. Mr. Gyurisin stated that this meeting would start the process for updating the Six -Year Road Improvement Plan. Ordinance Subcommittee Mr. Gyurisin stated that the Ordinance Subcommittee will tour some of the RP Subdivisions in the County on September 17, 1986 at 8:00 a.m. SITE PLANS Site Plan #030 -86 of Baker Lane Industrial Park for offices and warehouses in the Stonewall Magisterial District. (This item was tabled from the last meeting). Action - Approved Mr. Watkins stated the proposal is for a 14,400 square foot warehouse with offices with entrances on Baker Lane and Imboden Drive. He said that 48 parking spaces and a loading area to the rear of the building have been provided. Mr. Watkins said that the applicant proposes to rent separate portions of the building for individual uses and those uses will have to meet all requirements of the M -1 District. Mr. Watkins added that the site plan has been modified to include all staff recommendations. Chairman Brumback inquired if a sprinkler system was required. Mr. Gyurisin said that the building will be divided by fire walls. Mr. J. P. Darlington, owner, said that the Highway Department has approved the entrances. Mr. Darlington said that with regards to fire walls, he did not know what use the units would be put to at this time, however, he would meet all fire codes once uses were determined. Upon motion made by Mr. Stiles and seconded by Mr. Romine, BE IT RESOLVED, That the Frederi k unty Planning Commission does hereby unanimously approve Site Plan 1 - of Baker Lane Industrial Park, located at the corner of Baker Lane and Imboden Drive in the Stonewall Magisterial District, for offices and warehouses. 2274 - 3 - Site Plan $019 -86 of Shawnee Canning Company for a general country store on Route 522 North at Cross Junction in the Gainesboro Magisterial District. Action - Approved Mr. Watkins stated that the proposal is for a 52' X 130' building for a general produce and fruit market with an entrance on 522 North and with adequate parking. Mr. Watkins said that review requirements have been met. Mr. George Whitacre, President of Shawnee Canning Company, was present to answer questions. In answer to Col. Myers' question, Mr. Whitacre stated that the cross -over and entrance are already in and hard surfaced. Upon motion made by Col. Myers and seconded by Mr. McDonald, BE IT RESOLVED, That the Frederick County Planning Commission does hereby unanimously approve Site Plan 11019 -86 of Shawnee Canning Company for a general country store located on Route 522 North in the Gainesboro Magisterial District. MASTER DEVELOPMENT PLANS Final Master Development Plan $010 -86 of Battle View Subdivision for 3- bedroom duplexes, single - family semi - detached residential units, open space, and street and utility improvements. Action - Approved Mr. Watkins said that the plan now showed where vegetative screening was planned along Baker Lane and between the residential and industrial uses. Mr. Scott Marsh, engineer with G. W. Clifford& Associates, was present as the representative for this application. Mr. Wilson said that during review of the preliminary plan, he asked if it would be feasible to join all the connecting roads into one road. Mr. Marsh replied that this was found to be difficult based on the buffer, location of the fire hydrants, and road radius. Upon motion made by Mr. Stiles and seconded by Mr. DeHaven, BE IT RESOLVED, That the Frederick County Planning Commission does hereby unanimously approve Final Master Development Plan 11010 -86 of Battle View Subdivision for 3- bedroom duplexes, single - family semi- detached residential units, open space, and street and utility improvements (approximately 40 structures in 80 units) located on the west side of Baker Lane, adjacent to Arcadia Mobile Home Park, in the Stonewall Magisterial District. 2275 — 4 — ADJOURNMENT There being no further business to discuss, the meeting adjourned.
