FREDERICK COUNTY PLANNING COMMISSION
Held in the Board Room of the Old Frederick County Court House in
Winchester, Virginia on October 18, 1989.
PRESENT: Planning Commissioners present were: James W. Golladay,
Jr., Chairman; Beverly Sherwood, Vice - Chairman; John
Marker, Back Creek District; Manuel C. DeHaven, Stonewall
District; Douglas Rinker, Citizen at Large; Marjorie H.
Copenhaver, Citizen at Large; Roger L. Thomas, Citizen
at Large; George L. Romine, Citizen at Large; and Kenneth
Y. Stiles, Board Liaison.
Planning Staff present were: Robert W. Watkins,
Secretary; Kris C. Tierney; and W. Wayne Miller.
ABSENT: S. Blaine Wilson, Shawnee District; and Carl M. McDonald,
Gainesboro District.
CALL TO ORDER
Chairman Golladay called the meeting to order at 7:00
p.m.
BIMONTHLY REPORT
Chairman Golladay accepted the Bimonthly Report for the
Commission's information.
COMMITTEE REPORTS
Ordinance Committee
Mr. Watkins reported that the Ordinance Committee met on
October 16, 1989 and completed their review of the proposed zoning
ordinance.
Sanitation Authority
Mrs. Copenhaver, Sanitation Authority Liaison, reported
that this committee met on October 10, 1989 and the following items
were discussed: 1) The engineer /director's report on operations
stated that customer base has doubled since 1985; 2) Regarding the

water storage tank in Stonewall Industrial Park, response from
property owners on cost participation has not been great; 3) The
possibility of extending a water line to Camp 7 is again being
explored; 4) The 1989 Financial Report and Annual Report was
presented; 5) A public hearing was held on the sewer to Stephenson
and they have referred this to the Planning Commission; 6) A
public hearing was held on increasing connection fees, however, no
citizens were present to speak regarding this subject.
Historic Resources Advisory Board
Mr. Tierney reported that this committee met on October
17 and have begun to compile a working list of potential sites for
countywide recognition and have agreed to use the criteria utilized
by the National Registrar to evaluate sites.
SUBDIVISIONS
Subdivision and Revised Master Development Plan for Lakeridge,
Section II, zoned RP, for 26 lots in the Shawnee District.
Action - Approved
Staff comments noted that a revised master development
plan was required because Lakeridge, Section II, was eliminated
and the old Section III was changed to the new Section II. Also,
the housing type was changed from townhouses to duplexes. It was
noted that this resulted in a reduction in density. The staff also
requested guidance on whether to charge a fee for the revised
master development plan - -the original plan was submitted before the
new fee schedule went into effect.
Mr. Charles Maddox, Jr., engineer for this project, said
that this plan was first presented approximately five years ago.
He said that they received considerable public input at that time,
made a lot of revisions and have followed the plan very closely.
Mr. Maddox felt that the purpose of a master development plan was
to create a conceptual drawing which could be deviated from
slightly.
There was a discussion on how much the original master
plan could be deviated from before it was considered a revision.
Mr. Watkins pointed out that so many changes were made that the
staff felt a revision to the master plan was necessary. It was
noted that most of the changes that occurred resulted in reductions
in density. The staff pointed out that there was not a lot of
administrative review time needed for this revision.

BE IT RESOLVED, That the Frederick County Planning Commission does
hereby unanimously approve the revised master development plan of
Lakeridge Estates, located in the Shawnee District.

Upon motion made by Mr. Romine and seconded by Mr.
BE IT RESOLVED, That the Frederick County Planning Commission does
hereby unanimously approve the Lakeridge, Section II, subdivision
request for 26 lots designated for duplex construction, pending
Board of Supervisors approval of the revisions to the master plan.
This property is located in Lakeridge Estates, north of Chinkapin
Drive, in the Shawnee District.

Upon motion made by Mr. DeHaven and seconded by Mr.
BE IT RESOLVED, That the Frederick County Planning Commission does
hereby unanimously agree to waive the master development review fee
for the revisions to the Lakeridge Estates Master Plan because the
original plan was submitted prior to adoption of master plan fees
and because administrative review of the revisions was not
extensive.
MASTER DEVELOPMENT PLANS
Master Development Plan #010 - 89 of The Towns of Village Green for
townhouses on 11.704 acres, zoned RP, and located in the Opequon
District.
Action - Approved
Mr. Charles E. Maddox, with G. W. Clifford and
Associates, was the engineer for this plan. Mr. Maddox said that
this site has an approved master development plan in effect;
however, the previous owner has sold this site to his client, who
is proposing a revision. Mr. Maddox pointed out the location of
the waste water treatment plants for the Town of Stephens City and
the Frederick County Sanitation Authority. Mr. Maddox presented
the plan to the Commission.
Commissioners asked if the proposed changes addressed
the comments by the staff and county engineer. Mr. Maddox reviewed
each of the comments with the Commission. A discussion followed
on the adjoining sewer treatment plants and the kind of buffering
and screening proposed by the applicant to buffer the residents of
the development.
A question was raised on whether this plan was sent to
the Town of Stephens City for comments. It was noted that the
original plan was sent to Stephens City. Chairman Golladay

requested that the staff send this plan to Stephens City for their
information.

Upon motion made by Mr. Thomas and seconded by Mr.
BE IT RESOLVED, That the Frederick County Planning Commission does
hereby unanimously approve Master Development Plan #010 -89 of The
Towns of Village Green for townhouses on 11.704 acres, zoned RP,
with the stipulation that the berm would be included around the
northeast through the southwest corner of the site and be a
combination of a berm with plantings and a buffer in areas where
a berm is impractical to construct. This property is located
southeast of I -81 and south of VA. Route 277, approximately 1/4
mile east of Stephens City in the Opequon District.
SIX - YEAR SECONDARY ROAD IMPROVEMENT PLAN
The staff presented the proposed Six - Year Secondary Road
Improvement Plan. Mr. Tierney noted that the Transportation
Committee held a public hearing on the plan on October 2, 1989 and
recommended approval of the plan to the Board of Supervisors.
