MEETING MINUTES
OF THE
FREDERICK COUNTY PLANNING COMMISSION
Held in the Board Room of the Old Frederick County Court House in
Winchester, Virginia on June 21, 1989.
PRESENT Planning Commissioners present were: James W. Golladay, Jr.,
Chairman; Beverly Sherwood, Vice - Chairman; John Marker, Back Creek
District; Carl M. McDonald, Gainesboro District; Manuel C.
DeHaven, Stonewall District; S. Blaine Wilson, Shawnee District;
Douglas Rinker, Citizen at Large; Marjorie H. Copenhaver, Citizen
at Large; George L. Romine, Citizen at Large; Roger L. Thomas,
Citizen at Large; and Kenneth.Y. Stiles, Board Liaison.
Planning Staff present were Robert W. Watkins, Secretary; Kris C.
Tierney; and Evan Wyatt
CALL TO ORDER
Chairman Golladay called the meeting to order at 7:00 p.m.
INTRODUCTION OF ROGER L. THOMAS. CITIZEN AT LARGE
Chairman Golladay introduced the new Citizen at Large member of the
Planning Commission from the Opequon District, Mr. Roger L. Thomas.
BIMONTHLY REPORT
The Commission and staff discussed pending applications.
COMMITTEE REPORTS
Economic Development Commission
Mr. Romine reported that lots of activity is occurring in the way of
informational inquiries about the Winchester- Frederick County area.
Ordinance Subcommittee
Mr. McDonald reported that the Ordinance Subcommittee met on Monday,
June 19, 1989 to review conditional zoning, which will be advertised for

public hearing at the Planning Commission's July 5 meeting.
SUBDIVISIONS
Resubdivision Plat of Greenbrier Village, Section III, for 15 lots on
4.2216 acres, zoned RP, located in the Opequon District.
Action - Tabled (no representation)
There was no representative present for this request.
Upon motion made by Mr. McDonald and seconded by Mr. Wilson, the
Commission unanimously voted to table consideration of this request until
the end of the meeting in the hope that the applicant would arrive.
CONTINUATION OF A PUBLIC NEARING
Conditional Use Permit #004 -89 of William E. Gill for a Cottage Occupation
for a heating and air conditioning business in the Gainesboro District.
Action - Approved
Mr. Wilson abstained from discussion and vote, due to a possible
conflict of interest.
Mr. William E. Gill, the applicant, was present. The Commissioners
discussed the operation of the heating and air conditioning business with
Mr. Gill. The Commissioners pointed out to Mr. Gill that storage of
heating and air conditioning equipment could not be stored in the trailers
parked on the Adjacent lot, The Commissioners also discussed parking of
vehicles used in conjunction with the business. Outside employees were
also discussed and it was pointed out to Mr. Gill that the ordinance
permits only two outside employees on the site at one time.
Upon motion made by Mr. McDonald and seconded by Mr. Rinker,
BE IT RESOLVED, That the Frederick County Planning Commission does hereby
unanimously approve Conditional Use Permit 0004 -89 of William E. Gill for a
Cottage Occupation /Heating and Air Conditioning Business located on Lupton
Street, off of Route 852, in the Gainesboro District. The following
conditions will apply:
1. This is a one -year permit to be reviewed and renewed annually by the
staff, the Planning Commission and the Board of Supervisors.
2. If the use, occupancy or ownership of the property changes, this
conditional use permit will expire and a new conditional use permit will
be required.

3. No exterior storage of parts or equipment, unless screened from
surrounding property by a solid artificial or compact natural screen,
which shall be adequately maintained as long as such exterior storage
continues.
4. Hours of operation shall be Monday through Saturday from 7:00 a.m, until
7:00 p.m. only.
5. No equipment or parts shall be stored in anything other than permitted
structures.
6. Off- street parking shall be provided for business vehicles.
Continuation of Consideration of the Resubdivision Plat of Greenbrier
Village, Section III, for 15 lots on 4.2216 acres in the Opequon District.
Action - Tabled (no representation)
No one was present to represent this application.
Upon motion made by Mr. Romine and seconded by Mr. Wilson,
BE IT RESOLVED, THAT the Frederick County Planning Commission does hereby
unanimously agree to table consideration of the resubdivision plat of
Greenbrier Village, Section III, until the next Planning Commission meeting
due to lack of representation.

RECOGNITION OF APPRECIATION TO PERSONS INVOLVED IN THE 250TH CELEBRATION OF
The Planning Commission recognized the time, effort, and personal
funds that citizens contributed to the 250th Celebration of Frederick
County. The Commission,thanked everyone and, in particular, Mr. Samuel
Lehman, for an educational and beneficial celebration.
UDDATE ON WHEATLANDS DISCUSSIONS
Mr. Stiles updated the Commission on the Wheatlands discussions to
date.
