PC_02-15-89_Meeting_MinutesMEETING MINUTES COUNTY PLANNING COMMISSION Held in the Board Room of the Old Frederick County Courthouse in Winchester, Virginia on February 15, 1989. PRESENT James W. Golladay, Jr., Chairman; Beverly Sherwood, Vice Chairman; Manuel C. DeHaven, Stonewall District; S. Blaine Wilson, Shawnee District; Carl M. McDonald, Gainesboro District; Douglas Rinker, Citizen at Large; Marjorie H. Copenhaver, Citizen at Large; George L. Romine, Citizen at Large; Kenneth Y. Stiles, Board Liaison. Planning Staff Present: Robert W. Watkins, Secretary; and Kris C. Tierney. • q Chairman Golladay called the meeting to order at 7:00 p.m. OF DOUGLAS RINKER CITIZEN AT LARGE Chairman Golladay introduced the newly appointed Citizen at Large member of the Commission, Mr. Douglas Rinker. MINUTES Upon motion made by Mr. Romine and seconded by Mr. Wilson, the minutes of February 1, 1989 were unanimously approved as presented. BIMONTHLY REPORT The Commission and staff discussed pending applications. COMMITTEE REPORTS Sanitation Authority Mrs. Copenhaver said that the Sanitation Authority met on Monday, February 13, 1989 and she reported the 2846 - 2 - following: An eight -inch water line is being installed along Purdue Drive for Pembridge Heights. Pembridge Heights has agreed to pay the costs and a contract has been signed. The Sanitation Authority has drafted a five -year plan for their work. Mrs. Copenhaver noted that this plan might be a helpful tool for the Planning Commission to use in their planning. Mrs. Copenhaver added that the Sanitation Authority is running out of office space and this should be considered under the Capital Improvements Plan. SUBDIVISIONS Final Subdivision Plat of Jamesway Plaza for the creation of a 1.2492 acre parcel from a 20+ acre parent parcel in the Opequon District. Action - Approved Mr. Michael Clark, with Crossroads Development Company, a joint venture partner in this shopping center, was available to answer questions from the Commission. Mr. Clark said that Parcel B was the only parcel that has been sold. He said that they did not want to subdivide all the parcels at one time, in case a purchaser needed to make a boundary adjustment. Mr. Clark also noted that access to this particular parcel would be via existing entrances. Sherwood, Upon motion by Mrs. Copenhaver and second by Mrs. BE IT RESOLVED, That the Frederick County Planning Commission does hereby unanimously approve the final subdivision plat of Jamesway Plaza, zoned B -4, for the creation of one 1.2492 acre parcel out of the 20+ acre parent tract situated at the southeast corner of the plaza tract. This property is located at the intersection of Routes 277 and 641 in the Opequon District. 1989 -90 CAPITAL IMPROVEMENTS PLAN Mr. Romine presented the proposed 1989 -90 Capital Improvements Plan as recommended by the CIP Subcommittee. Upon motion made by Mr. Romine and seconded by Mrs. Copenhaver, the 1989 -90 Capital Improvements Plan for Frederick County was approved by unanimous vote. 28-17 - 3 - OF CHANGES TO THE PROPOSED COMPREHENSIVE PLAN The Commission and staff discussed some modifications to the proposed Comprehensive Plan. There was a discussion between the Commissioners on the designated urban development areas in the county. Upon motion made by Mr. Rinker and seconded by Mrs. Copenhaver, the Commission voted to add the changes to the Comprehensive Plan, by the following vote: YES (TO APPROVE CHANGES Copenhaver, McDonald, Sherwood, Golladay, DeHaven, Romine, Rinker NO: Wilson III Upon motion made by Mrs. Copenhaver and seconded by Mr. Wilson, the Commission unanimously adopted a Resolution of Appreciation for Frank Brumback, as follows: Resolution of Appreciation FRANK 13RU14BACK WHEREAS, Frank Brumback served on the Frederick County Planning Commission from March 20, 1975 to February 14, 1989; and, WHEREAS, Frank Brumback served as Chairman of the Frederick County Planning Commission from November 18, 1981 to January 1, 1989; and, WHEREAS, Frank Brumback served with great dedication and made outstanding contributions to planning for the future of Frederick County, Virginia; NOW, THEREFORE, BE IT RESOLVED, That on this fifteenth day of February, 1989, the Frederick County Planning Commission voices its appreciation and gratitude to Mr. Brumback for his service to the county.
