PC_10-19-88_Meeting_MinutesMEETING MINUTES of the I FREDERICK COUNTY PLANNING COMMISSION Held in the Board of Supervisors' Meeting Room in the Old Frederick County Court House, Winchester, Virginia, on October 19, 1988. PRESENT: Planning Commissioners present were: Frank H. Brumback, Chairman; James W. Golladay, Jr., Vice - Chairman; S. Blaine Wilson; Manuel C. DeHaven; Beverly Sherwood; Carl M. McDonald; Kenneth Y. Stiles; Marjorie H. Copenhaver; and George L. Romine. Also present were: Robert W. Watkins, Secretary; and Bray Cockerill, Advisory CALL TO ORDER Chairman Brumback called the meeting to order at 7:00 p.m. MINUTES The first order of business was the consideration of the minutes of October 5, 1988. Upon motion made by Mr. Romine and seconded by Mr. Golladay, the minutes of October 5, 1988 were unanimously approved as presented. BIMONTHLY REPORT The Commission and staff discussed pending applications. COMMITTEE REPORTS Comprehensive Plan Subcommittee Mr. Golladay said that the first public meeting on the Comprehensive Plan will be Thursday, October 20th, at 7:30 p.m., at the VFW Hall in Stephens City. Sanitation Authority Mrs. Copenhaver reported the following information from the Sanitation Authority: 1) All plants were operating within permit limits. 2781 - 2 - 2) The Authority has recognized that they will have to add to their staff because of the tremendous increase in connections. 3) The Authority authorized their director to proceed with the extension of the Route 277, 12 -inch water line to the County border in Wheatlands and to proceed with the construction of a water tank to serve the Stephens Run and Lakeside area, pending execution of contracts with the parties involved and approval by the Planning Commission and Board of Supervisors. Mr. Diehl, a member of the Sanitation Authority, was also present to discuss the Route 277 water line with the Commission. SUBDIVISION Final Subdivision Plat of the Clarence W. Shiley Estate for the subdivision of three single - family lots in the Shawnee District. Action - Approved Mr. Watkins noted that the applicant is requesting that the master plan and open space requirements be waived, as allowed for small subdivisions in the RP ordinance. Mr. Golladay asked if the site would be served by central water and sewer and Mr. Watkins replied that it would. Mr. Watkins noted that all Sanitation Authority requirements will have to be met. Mr. Kimerly Henry, applicant, said that the plat was drawn so that it would conform with surrounding uses. Shiley Estate for three single family lots: Lot 1 (50,121 square feet or 1.1506 acre); Lot 2 (13,908 square feet or 0.3193 acre); and Lot 3 (12,056 square feet or 0.2768 acre). This property is located on Senseny Road, west of Greenwood Road, in the Shawnee Magisterial District. PRE - APPLICATION CONFERENCE Pre - application conference for a preliminary master development plan of Pioneer Heights, a 106 -acre parcel, located on the east side of Route 656 and the south side of Route 7, in the Shawnee Magisterial District. 2782 No Action Necessary The Commissioners generally concurred with the layout presented. Strong concerns were expressed for road layout, traffic impacts, and entrance design on Greenwood Road and Route 7. DISCUSSION ON THE COMPREHENSIVE PLAN Mr. Watkins previewed the presentation for the public meetings on the Comprehensive Plan.
