OF THE
FREDERICK COUNTY PLANNING COMMISSION
Held in the Board of Supervisors' Meeting Room in the Old Frederick County
Court House, 9 Court Square, Winchester, Virginia, on June 15, 1988.
PRESENT: Planning Commissioners present were: Frank H. Brumback, Chairman;
James W. Golladay, Jr., Vice - Chairman; Manuel C. DeHaven;
Beverly Sherwood; Marjorie H. Copenhaver; George L. Romine; and
S. Blaine Wilson
Also present were: Robert W. Watkins, Secretary; and
Stephen M. Gyurisin, Advisory;
ABSENT: Carl M. McDonald; Kenneth Y. Stiles
CALL TO ORDER
Chairman Brumback called the meeting to order at 7:00 p.m. The
first order of business was the consideration of the minutes of June 1,
1988. Upon motion made by Mr. Golladay and seconded by Mr. Wilson, the
minutes of June 1, 1988 were unanimously approved as presented.
BIMONTHLY AND MONTHLY REPORTS
The Commission and staff discussed pending and approved
applications.
SITE PLANS FOR ADMINISTRATIVE APPROVAL
Mr. Gyurisin presented a plan from Unlimited Home Improvement
located in RoundhilL. Mr. Gyurisin said that this was the site of a
building contractors business and they will be adding a 30' X 60' addition
to the rear of their existing building.
COMMITTEE REPORTS
Economic Development Commission
Mr. Romine said that the Commission continues to receive inquiries
from a variety of prospects.

Comprehensive Plan Subcommittee
Mr. Golladay said that the Comprehensive Plan Subcommittee finished
their work on the Transportation Section of the Comprehensive Plan. Mr.
Golladay said that the committee hopes to finish the final three sections- -
Historic Preservation, Environment, and Community Facilities - -by the middle
of August.
Sanitation Authori
Mrs. Copenhaver said that the Authority had two meetings in June.
She reported that at a special meeting on June 2, the Authority adopted a
resolution to insure that the Service Authority understood the roles of
both the Sanitation Authority and the Service Authority regarding the
Parkins Mills Plant.
Mrs. Copenhaver reported that at the second meeting, held on June
13, it was noted that the biggest problem resulting from the heavy rainfall
was Abrams Creek. She reported that Stephens Run and Lakeside showed a
marked improvement over heavy rains in the past, which was probably due to
the grouting, repair work, and removal of some sump pumps.
Mrs. Copenhaver said that there was a discussion on the operation of
the Regional Plant in Parkins Mill. It was noted that the regional plant
should be the hub for activities, such as repairs, maintenance, personnel,
staff, etc. She reported that right -of -ways are being acquired for the
Wrights Run Interceptor and a contract will be awarded at the next meeting.
She said that Parkins Mill property had been acquired for the interceptor.
Mrs. Copenhaver presented a map of the Route 50 Extension and noted
that the Authority had tentatively approved extending sewer to both sides
of Route 50 subject to a property owners agreement, acceptable costs, and
an agreement from Grove Heights to pay $74,000 up front.
Mrs. Copenhaver added that the Sanitation Authority has arranged to
have a trench box constructed for $2,000 which would be placed inside
ditches to protect workers.
Final Subdivision Plat of Lenoir City Company of Virginia for two five -acre
industrial sites, zoned M -1, in the Stonewall Magisterial District.
Action - Approved
Mr. Tom Gilpin, with Lenoir City Company of Virginia, was present to
answer questions.
Upon motion made by Mr. Romine and seconded by Mr. DeHaven,
BE IT RESOLVED, That the Frederick County Planning Commission does hereby

unanimously approve the final subdivision plat of Lenoir City Company of
Virginia for two industrial sites, Lot 5 (5.000 acres) and Lot 6 (5.0159
acres). This property is located on the south side of Tyson Drive in the
Stonewall Industrial Park, Stonewall Magisterial District.
INFORMATION ITEM - CUP #009-88 OF READING LANDSCAPES, INC.
Conditional Use Permit #009 -88 of Reading Landscapes, Inc.lfor a
landscaping contracting business and retail nursery sales business located
on the west side of U.S. Route 522 North at Albin in the Gainesboro
Magisterial District.
Mr. Watkins said that this item was tabled at the Commission's last
meeting in order to allow the Board of Supervisors to act on the amendment
allowing business and retail nursery stock, related products, and landscape
contracting businesses as a conditional use. He said that the Board
adopted that amendment and also approved Conditional Use Permit #009 -88 of
Reading Landscapes, Inc. with conditions.
DISCUSSION WITH RAYMOND BRILL ON HIS REQUEST TO AMEND CUP #005 -88
Mr.. Watkins said that Mr. Brill was present to discuss his request
to amend condition #7 on his Conditional Use Permit #005 -88: 7) No mining
excavation shall occur within 100 feet of the boundaries of adjoining
properties not owned by the applicant or within 100 feet of Gravel Springs
Run. Mr. Watkins said that Mr. Brill would like to mine closer than 100
feet to the stream, but is willing to undertake other measures to insure
that materials are not washed into the stream. Mr. Watkins noted that the
staff felt that the condition could be modified in a way that would meet
the original intent. He noted that a public hearing would 'need to be held
to officially change the conditional use permit.
Mr. Brill discussed his intentions with the Commission.
Chairman Brumback requested that the staff contact the Bureau of
Mines regarding their regulations concerning this proposal before bringing
the conditional use permit back to the Commission for public hearing.
TRANSPORTATION COMMITTEE REPORT
Mr. Golladay reported on the following items discussed by the
Transportation Committee:
1) Route 522 South Speed Limit Reduction: A study is being done by VDOT to
determine if a reduction of speed limit is needed on a segment of Route
522 from Route 50 to Bufflick Road.

2) Route 657 ( Senseny Road): VDOT will take actions to improve site
distance and signage at the curve on Senseny Road where Mead Drive
intersects.
3) Lee Avenue: VDOT's drainage study indicates that 28' of opening is
needed on Lee Avenue to accomodate anticipated drainage. The Committee
requested that VDOT consider placing Lee Avenue on their maintenance
schedule for improvements to remedy the drainage problems in the area.
4) Route 600 - Guardrail Request: VDOT will be installingguardrails on
Route 600, north of Route 689, this summer.
5) Route 682 - Guardrail Request: Guardrail installation anticipated for
spring of 1989.
6) Routes 671 and 654: VDOT and Mr. Carlton Dyke are working together to
improve sight distance problems at this intersection.
7) Route 641 (Lone Oak Subdivision): A VDOT study has determined that a
stop island at the entrance of Lone Oak Subdivision is needed.
8) Request to Improve Route 679: The Committee received a request to
improve Route 679, from approximately 1/2 mile east of Route 600 for a
distance of approximately one mile, from residents of the area.
9) Discussion on the Transportation Section of the Comprehensive Plan and a
Thoroughfare Plan for both Winchester and Frederick County

OTHER
Mr. DeHaven commented on how severe the gypsy moth problem was
throughout the forest areas of Virginia and there was a short discussion on
this matter.
