Held in the Board Room of the Old Frederick County Court House in Winchester,
Virginia on October 3, 1990.
PRESENT: Planning Commissioners present were: James W. Golladay, Jr., Chairman;
Beverly Sherwood, Vice - Chairman; Carl M. McDonald, Gainesboro District;
John Marker, Back Creek District; Manual C. DeHaven, Stonewall District;
S. Blaine Wilson, Shawnee District; Marjorie H. Copenhaver, Citizen at
Large; Douglas Rinker, Citizen at Large; George L. Romine, Citizen at
Large; and Roger L. Thomas, Citizen at Large.

CALL TO ORDER /MINUTES
Chairman Golladay called the meeting to order at 7:00 p.m. The first order
of business was the consideration of the minutes of September 5, 1990. Mr. Thomas
pointed out corrections on pages two and six. Upon motion made by Mr. McDonald and
seconded by Mrs. Copenhaver, the minutes of September 5, 1990 were unanimously
approved as presented.
BIMONTHLY REPORT
Chairman Golladay accepted the Bimonthly Report for the Commission's
information.
COMMITTEE REPORTS
Economic Development Commission
• Mr. Romine reported on a recent presentation by a data bank which
gathers information for communities such as Frederick County, similar to the type given

• to the state, which identifies this area in great detail. He said that this data bank works
with engineering firms who locate sites for large industrial companies. The information
is also available to private industry. Mr. Romine noted that for a community such as
ours, there may be a $5,000 charge; however, this amount is probably less expensive and
more effective than advertising.
Comprehensive Plan Subcommittee - 9/11/90 Mtg,
Mrs. Sherwood reported that the subcommittee discussed recommendations
and discussions that took place at the Historic Resources Advisory Board and the Rural
Issues Subcommittee.
Transportation Committee - 10/1/90 Mtg.
Mr. Teirney reported that the committee reviewed and endorsed a new
routing proposal for the Route 642 realignment.
RECOMMENDATIONS FROM THE HISTORICAL RESOURCES ADVISORY BOARD
(HRAB) ON THE WISEMAN /SHIHO REZONING #008 -90 AND THE SHAWNEELAND
LODGE
Mr. Tierney reported that on September 18, 1990, the HRAB recommended
that the following steps be taken in order to preserve the remains of the Civil War
Redoubt located on the Wiseman /Shiho property: 1) a minimum of one acre should be
set aside around the redoubt; 2) the Carysbrooke house should be measured and
drawings made by a qualified architect prior to demolition or decay for recordation; and
3) the Carysbrooke name should be used in conjunction with the future development of
the site.
Mr. Tierney also reported that the HRAB's recommendation on the
Shawneeland Lodge was that if the lodge must be demolished, the Board of Supervisors
should employ a qualified individual or group to dismantle the building in such a way
that the historical core of the structure can be evaluated to determine the feasibility of
preserving it. If it is determined that the building cannot reasonably be preserved, there
should be some documentation of the structure.
Some Commissioners questioned whether the county should request
developers to employee qualified architects or individuals to dismantle or study buildings
that may be of historical significance. They felt that documentation was important, but
• they were opposed to delaying demolitions for months at a time for lengthy studies or
dismantling.

With regards to the Shawneeland Lodge, the Commissioners agreed that
some documentation of the structure should take place before it is demolished.
Preliminary Master Development Plan #008 -90 of Valley Fertilizer and Chemical
Company for general M2 uses on 20.181 acres located on the north side of State Route
837 in the Stonewall District.
Action - Approved
Chairman Golladay and Mr. Wilson abstained from discussion and vote, due
to a possible conflict of interest.
Mr. David Bushman, with Shenandoah Engineering of Woodstock, came
forward to present this master plan to the Commission. Mr. Bushman said that the
owner /developer of this subdivision was Valley Fertilizer of Mt. Jackson. He said that
they are proposing a four -lot industrial park to be named Valley Industrial Park. Mr.
Bushman noted that they will tie into the existing water line that runs along the north
side of Route 837 and extend the line down to the new road. It is also intended that
the existing facility will tie into this water line. Mr. Bushman said that the developer
will upgrade the existing entrance.
The Commissioners discussed stormwater management and water supply for
the proposed lots.
Upon motion made by Mr. DeHaven and seconded by Mr. Romine,
BE IT RESOLVED, That the Frederick County Planning Commission does hereby
approve Preliminary Master Development Plan #008 -90 of Valley Fertilizer and Chemical
Company for M2 (Industrial General) uses on 20.181 acres on the north side of State
Route 837 in the Stonewall District.
The vote for approval was unanimous with Mr. Wilson and Chairman Golladay
abstaining.
CANCELLATION OF THE NOVEMBER 21 PLANNING COMMISSION MEETING
Upon motion made by Mr. Romine and second by Mr. Rinker,
BE IT RESOLVED, That the Frederick County Planning Commission does hereby
unanimously agree to cancel the second Planning Commission meeting in November,
• November 21, 1990, due to the Thanksgiving holiday.

NEW ROUTE PROPOSAL FOR ROUTE 642 -- SUMMARY OF ACTION OF
TRANSPORTATION COMMITTEE MEETING ON 10 11/90
Mr. Tierney reported that on October 1, 1990, the Transportation
Committee considered a new proposed route for 642, referred to as the "brown route"
that more closely followed the existing right -of -way of 642. He said that the
Transportation Committee discussed the route and endorsed the proposal with the
stipulation that a path between the new proposed route and the previous southern route
be examined from the 647 intersection to near the eastern edge of the Wakeman
property. This path would eliminate additional driveways on the new road, as well as
reduce the amount and degree of curvature in the road.
Mr. Charles Maddox, Jr., of G. W. Clifford & Associates, presented the new
proposed route to the Commission. Mr. Maddox said that the properties in question
are owned by persons who are willing to dedicate the roadway and not cause
condemnation.
There were no public comments.
Upon motion made by Mr. Romine and seconded by Mr. Wilson,
BE IT RESOLVED, That the Frederick County Planning Commission does hereby
unanimously endorse the new proposed "brown route' for Route 642 as recommended
by the Transportation Committee. The new route follows the same path as the southern
route "green route' from the intersection of 81 to the Route 647 intersection. At 647,
the southern route dips slightly south, and then continues east, eventually intersecting
with Route 522. At this point, the brown route splits from the green and follows more
closely the existing right -of -way for 642, past the 636 itersection, to the point where the
existing 642 takes a sharp bend to the north. The brown route continues east at this
bend and then turns south, picking up the green route again and intersecting at the same
point on Route 522.
ADJOURNMENT
No further business remained to be discussed and the meeting adjourned
at 8:00 p.m. by unanimous vote.
