OF THE
FREDERICK COUNTY PLANNING COMMISSION
Held in the Board Room of the Old Frederick County Court House in
Winchester, Virginia on May 16, 1990.
PRESENT: Planning Commissioners present were: James W. Golladay,
Jr., Chairman; Beverly Sherwood, Vice - Chairman; Manuel
C. DeHaven, Stonewall District; John Marker, Back Creek
District; Carl M. McDonald, Gainesboro District; Douglas
Rinker, Citizen at Large; Marjorie H. Copenhaver, Citizen
at Large; Roger L. Thomas, Citizen at Large; and Kenneth
Y. Stiles, Board Liaison.
ABSENT: George L. Romine, Citizen at Large; S. Blaine Wilson,
Shawnee District
Planning Staff present were: Robert W. Watkins, Secretary; Kris
C. Tierney; W. Wayne Miller; and Evan Wyatt.
CALL TO ORDER
Chairman Golladay called the meeting to order at 7:00
p.m. The first order of business was the consideration of the
minutes of April 18, 1990. Upon motion made by Mr. McDonald and
seconded by Ms. Sherwood, the minutes of April 18, 1990 were
unanimously approved as presented.
BIMONTHLY REPORT
Chairman Golladay accepted the Bimonthly Report for the
Commission's information.
COMMITTEE REPORTS
COMPREHENSIVE PLAN SUBCOMMITTEE
Mrs. Sherwood reported that the Comprehensive Plan
Subcommittee reviewed the preliminary stormwater management study
with the consultants and they have a tentative completion date for
July, 1990.

SANITATION AUTHORITY
Mrs. Copenhaver reported that the Sanitation Authority
met May 14, 1990 and initiated negotiations on the Stonewall water
storage tank.
Mrs. Copenhaver reminded the commissioners of the Parkins
Mill Treatment Plant tour scheduled for June 11, 1990.
TRANSPORTATION COMMITTEE - MAY 7, 1990 MEETING
Mr. Tierney reported that the Transportation Committee
met on May 7, 1990 and agreed to consider placing a warning light
at the crossroads of Red Bud Road this fall during review of the
County's six -year plan. No action was needed by the Planning
Commission.
Also discussed at the Transportation Committee meeting
was the need for flashing lights at county schools. Cost
feasibility and need for lights at various schools was discussed
with a representative from the school board and the top three
priorities for receiving flashing lights were the Robert E. Aylor
Middle School, Indian Hollow Elementary School, and Apple Pie Ridge
Elementary School. No action was needed by the Planning
Commission.
The Transportation Committee endorsed a proposed entrance
to the Urquhart property across from the ramp from Route 11 to
Route 37. The property is situated in the northeastern quadrant
of the Route 37 and Route 11 interchange. This would provide a "T"
intersection which could be signalized rather than three separate,
offset entrances within about 600' on Route 11. The Transportation
Committee also recommended to the Board of Supervisors that VDOT
be requested to do a speed limit study on Maloy Drive, which
connects Senseny Road and Greenwood Road and currently has no
posted speed. Upon motion made by Mr. McDonald and seconded by Mr.
Marker, the Planning Commission unanimously endorsed both items for
Board of Supervisors approval.
HISTORIC RESOURCES ADVISORY BOARD - MAY 15, 1990 MEETING
Mr. Tierney reported that the HRAB Committee met May 15,
1990 and adopted a work program for the remainder of the calendar
year aimed at a historic preservation component for the
Comprehensive Plan. He said that a proposal was given by Mr.
Warren Hofstra, a history professor at Shenandoah College, who
would like to apply for a grant from the Division of Historic

Resources to do an archeological survey in the southern portion of
the County.
Mr. warren Hofstra was present to explain the grant
proposal to the Commissioners.
Upon motion made by Mrs. Copenhaver and seconded by Mr.
Thomas,
BE IT RESOLVED, That the Frederick County Planning Commission does
hereby unanimously recommend that the Board of Supervisors adopt
the resolution presented by Mr. Hofstra, as follows:
RESOLUTION
FREDERICK COUNTY BOARD OF SUPERVISORS
WHEREAS, The Comprehensive Plan for Frederick County designates (1)
that an inventory and designation of historic sites in the County
is a goal of the County's historic preservation policy; and
WHEREAS, The Comprehensive Plan calls upon county government to (2)
study and adopt methods to preserve historic resources;
THEREFORE, BE IT RESOLVED, That the Board of Supervisors of
Frederick County will incorporate the information about historic
and prehistoric archeological sites gathered as outcome of the
proposed archeological survey and described in full in a final
report for the project into the historic preservation policy of the
County's Comprehensive Plan and utilize this information for the
purpose of protecting historic resources.
All commissioners voted in favor with Mr. Rinker abstaining because
he was not present for discussion of this matter.
INFORMAL DISCUSSION WITH REPRESENTATIVES OF THE ABUNDANT LIFE
CHRISTIAN CENTER CONCERNING BUFFER REQUIREMENTS
The staff said that the Abundant Life Christian Center
has requested a zoning amendment that would allow the waiving of
buffer requirements when the use in question is also allowed in the
adjoining zoning district. Staff noted that the Ordinance
Subcommittee discussed this request but did not recommend changing
the ordinance.

The commissioners concerns were how a new buffer would
be enforced should the use of the facility change. They were also
concerned about headlights shining into homes at the corner to
Fredericktowne. It was suggested that the church line up their
entrance to one of the existing entrances to Fredericktowne to help
mitigate any headlight problem. It was also suggested that the
distance buffer be adhered to if the screening was eliminated.
Mr. Malcolm H. Van de Riet, Pastor of the Abundant Life
Christian Center, felt that the buffers would create a physical
barrier between the church and the surrounding community. Mr. Van
de Riet also noted that portions of their property are zoned both
RP and B1, requiring them to provide buffers between their own
uses.
Mr. Maurice McGrew, Secretary to the Abundant Life
Christian Center, was concerned about the expense involved in
screening and /or rezoning the property.
Ms. Shirley Moreland, Member of the Building Committee,
was concerned about vandalism and drug traffic if trees were
planted along Route 647.
The consensus of the Commission was that the staff should
advertise for public hearing an amendment to the zoning ordinance
which would allow the Planning Commission to waiver buffers on a
site plan when all uses shown on the site plan were allowed in the
zoning district and the adjoining districts in which the
development is occurring.
No further business remained to be discussed and the
meeting adjourned at 8:00 p.m. by unanimous vote.
