PC_03-21-90_Meeting_MinutesMEETING MINUTES OF THE FREDERICK COUNTY PLANNING COMMISSION Held in the Board Room of the Old Frederick County Court House in Winchester, Virginia on March 21, 1990. PRESENT: Planning Commissioners present were: James W. Golladay, Jr., Chairman; Beverly Sherwood, Vice Chairman; John Marker, Back Creek District; Manuel C. DeHaven, Stonewall District; Carl M. McDonald, Gainesboro District; S. Blaine Wilson, Shawnee District; Roger L. Thomas, Citizen at Large; George L. Romine, Citizen at Large; Marjorie H. Copenhaver, Citizen at Large; Douglas Rinker, Citizen at Large; and Kenneth Y. Stiles, Board Liaison. Planning Staff present were: Robert W. Watkins, Secretary; Kris C. Tierney; and W. Wayne Miller. CALL TO ORDER Chairman Golladay called the p.m. The first order of business was minutes of March 7, 1990. Upon motion seconded by Mr. McDonald the minutes unanimously approved as presented. BIMONTHLY AND MONTHLY REPORTS meeting to order at 7:00 the consideration of the made by Mr. DeHaven and of March 7, 1990 were Chairman Golladay accepted the reports for the Commission's information. --------------- - - - - -- COMMITTEE REPORTS ECONOMIC DEVELOPMENT COMMISSION Mr. Romine reported that the E.D.C. is in the process of becoming recertified. ORDINANCE COMMITTEE • Mr. McDonald reported that the Ordinance Committee met on March 19 and discussed changes to the development review fees 3075 PA and proposed amendments to the subdivision ordinance concerning grading. He said that the committee also discussed an outline for overall changes to the subdivision ordinance. SANITATION AUTHORITY Mrs. Copenhaver reported that the Sanitation Authority met on March 19, 1990. The Sanitation Authority discussed the Route 277 water line, the Brucetown neighborhood water grant application, the Stephens City quarry water and water storage at the Stonewall Industrial Park. SUBDIVISIONS Subdivision Application for Stephens City Professional Complex to subdivide seven lots for professional services use in the Opequon District. Action - Approval Mr. Charles E. Maddox, Jr., project engineer, and Mr. Don Sager, the owner, were present to represent this subdivision application. The Commission wanted to be sure that screening between this project and the Plymm Owens subdivision was sufficient for protection of both developments. Mr. Maddox said that they plan to use an earth berm and mature evergreens to screen headlight interference and reduce noise. Mr. Thomas asked if the screening could be extended to join the screening at the McDonald's truck parking lot. Mr. Maddox felt they could accomplish Mr. Thomas' request at the site plan stage. Upon motion made by Mr. Thomas and seconded by Mr. Romine, BE IT RESOLVED, That the Frederick County Planning Commission does hereby unanimously approve the subdivision application for Stephens City Professional Complex for seven lots for professional services uses. This property is located north of the intersection of Routes 647 and 277 in the Opequon District. The following items will need to be addressed prior to final plat approval: • 1) Review agency comments as necessary. 3076 . 3 2) Additional details on erosion and sedimentation control must be submitted. --------------------- Subdivision Application for Pioneer Heights, Section 1, to subdivide 159 lots (59.124 acres) for single- family detached urban traditional units in the Shawnee District. Action - Approved Mr. H. Bruce Edens, project engineer, and Mr. James Wilkins, the owner, were present to represent this application. The usability of the open areas was discussed. Because the applicant had applied for bonuses by utilizing recreational facilities, the staff recommended that the plan be reviewed by the Parks and Recreation Department before final plat approval. Upon motion made by Mr. Wilson and seconded by Mr. DeHaven, BE IT RESOLVED, That the Frederick County Planning Commission does hereby unanimously approve the subdivision application for Pioneer Heights, Section 1, to subdivide 159 lots (59.124 acres) , zoned RP, for single - family detached urban traditional dwellings with the stipulation that all review agency comments are addressed prior to final plat approval. This property is located east of Winchester, on the east side of Route 656 and the south side of Route 7, in the Shawnee District. 1990 -1991 Capital Improvements Plan Mr. Watkins presented the 1990 -1991 Capital Improvements Plan (CIP) as recommended by the CIP Subcommittee. Mr. Stiles felt that Project #4, "Emergency Services Storage Facility" could be removed from the list because the hazardous materials response vehicles were currently being stored satisfactorily at the Round Hill Fire Company. He also recommended that Project #10, "Fruit Research Lab" be deleted because the cost of the facility was out of the County's price range. Chairman Golladay called for citizen comments and the following persons came forward: Ms. Marlene Cross, representing "Concerned Parents for • a Quality Education" and "R.E. Aylor Parent Group," endorsed the plans for immediate construction of the 1200- student high school and a new elementary school in eastern Frederick County. 3077 4 Mr. Thomas Malcolm, Frederick County School Superintendent, stated that he did not include the Frederick County Middle School Project or the Gainesboro Renovation Project in the School Board's project request list because he assumed that approval for those projects had already been given. He said that he also did not include the Bass- Hoover Elementary School Project because it would not be started until 1991. Mr. Malcolm added that the School Board is also pursuing the acquisition of land for relocation of the bus shop. The Planning Commission noted that the Gainesboro Renovation Project had already been funded, however, the remaining three projects should be included in the current CIP list. The Commission also felt that the Brucetown Water Line should be added to the Sanitation Authority's Sewer and Water Project Priority list, since the county is applying for grant money for the project. Upon motion made by Mr. Romine and seconded by Mr. Wilson, the Planning Commission unanimously endorsed the 1990 -1991 Capitol Improvements Plan Project Priority list with the changes noted above. INFORMAL DIS WITH PASTOR CALVIN LOWDER Staff noted that this property is located on the northwest side of Route 647, northeast of Stephens City, and across Route 647 from Albin Village, in the Opequon District. It was noted that this was the same property that was presented to the Commission under the Greenbriar North Master Development Plan. Mr. Stiles noted that the Board of Supervisors approved the Greenbriar North MDP subject to a 50' road efficiency buffer and a 10' dedication for future expansion of Route 647. Pastor Calvin Lowder, of the Valley Bible Church, described his plans for construction of a church at this location. Although there were some concerns about the shared driveways on the cul -de -sac, the Commissioners felt the church construction and parking could be addressed with site plan submittal. JOINT WORRSESSION WITH CITY OF WINCHESTER A joint worksession was scheduled with the Winchester • City Planning Commission for April 2, 1990 to discuss road planning and review procedures for common city /county projects. 3078 No further business remained to be discussed and the meeting adjourned at 8:15 p.m. Respectfully ubmitted, , 4 10 1- G >f Robert W.
