OF THE
COUNTY PLANNING COMMISSION
Held in the Board Room of the Old Frederick County Court House in Winchester, Virginia on
August 21, 1991.
PRESENT: Planning Commissioners present were: James W. Golladay, Jr., Chairman; John
Marker, Back Creek District; Manuel C. DeHaven, Stonewall District; Carl M.
McDonald, Gainesboro District; Roger L. Thomas, Citizen at Large; George L.
Romine, Citizen at Large; James Barnett, City Liaison.
Planning Staff present were: Robert W. Watkins, Secretary; W. Wayne Miller,
Zoning Administrator; and Evan A. Wyatt, Planner II

CALL TO ORDER
Chairman Golladay called the meeting to order at 7:00 p.m.
MINUTES - JULY 17 1991
Upon motion made by Mr. Romine and seconded by Mr. DeHaven, the minutes
of July 17, 1991 were unanimously approved as presented.
MONTHLY & BIMONTHLY REPORTS
Chairman Golladay accepted the reports for the Commission's information.
COMMITTEE REPORTS
Ordinance Subcommittee - 8/19/91 Mtg.
Mr. McDonald said that the Ordinance Subcommittee reviewed some county

zoning laws and reviewed a subdivision road dedication.
Rural Issues Committee - 8/12/91 Mtg.
Mr. Watkins reported that the Rural Issues Committee met with the Top of
Virginia Building Association. Mr. Watkins said that the Rural Issues Committee will have a
public hearing on September 9 at the James Wood Amherst Campus.
Transportation Committee - 8/05/91 Mtg,
Mr. Wyatt reported that the Transportation Committee and Mr. Wiegand of the
Winchester Regional Airport discussed relocation alternatives for a portion of Victory Lane
(Route 728).
Winchester- Frederick Count/ Joint Transportation Committee - 8/20/91 Mtg,
Mr. Watkins reported that this committee's purpose is to study broad area -wide
planning issues. At their first meeting, they established a framework for attacking the issues.

A PROPOSAL TO RELOCATE
A PORTION
OF ROUTE 728 (VICTORY
ROAD),
Action - Approval of Relocation Proposal
Mr. Wyatt said that Mr. Kenneth F. Wiegand, Executive Director of the
Winchester Regional Airport, would like to discuss a proposal to relocate a portion of Route 728
that adjoins the airport property. He explained that the relocation of this road section is
necessary for public safety due to the 1,000 foot runway extension project. The Airport
Authority has worked closely with VDOT and the Transportation Committee to select an
alternative that met all VDOT requirements while being cost effective. Mr. Wyatt said that cost
is an important consideration for this project, as the Federal Government will pay 90% of the
cost associated with the least expensive alternative. 'Mr. Wyatt continued, stating that the
Winchester Regional Airport Authority requested that this item be brought before the Planning

Commission for endorsement. In order to receive Federal funding, a project endorsement from
the Board of Supervisors is necessary.
Mr. Wiegand, Executive Director of the Winchester Regional Airport, explained
that the road relocation will accomodate a 1,000 foot safety area extension which is needed to
put into place a full instrument landing system for Fiscal Year 1993. Mr. Wiegand explained
that a full instrument landing system is the key to getting commercial service (corporate and
commuter aircraft) into our community.
Upon motion by Mr. Romine and second by Mr. Thomas,
BE IT RESOLVED, That the Frederick County Planning Commission does hereby unanimously
endorse the proposed relocation of Route 728 (Victory Road) as endorsed by the Transportation
Committee and recommended by William H. Bushman, Resident Engineer for VDOT. The
proposal calls for the relocation of approximately 1/4 mile of Victory Road starting at Route 645
and proceeding in a northern direction. The relocation will create a new road section that curves
slightly to the east and ends in a "T- intersection' approximately 500 feet east of the existing
intersection on Route 645.
ADJOURNMENT
By unanimous vote, the meeting adjourned at 7:30 p.m. to a worksession on
property owners associations with David Mercer of Hazel & Thomas.
