OF THE
FREDERICK COUNTY PLANNING COMMISSION
Held in the Board Room of the Old Frederick County Court House in Winchester, Virginia on
May 15, 1991.
PRESENT: Planning Commissioners present were: James W. Golladay, Jr., Chairman; John
Marker, Back Creek District; Manuel C. DeHaven, Stonewall District; S. Blaine
Wilson, Shawnee District; Douglas Rinker, Citizen at Large; Marjorie H.
Copenhaver, Citizen at Large; Roger L. Thomas, Citizen at Large; and Joseph E.
Kalbach, City Liaison.
Planning Staff present were: Robert W. Watkins, Secretary; Kris C. Tierney,
Deputy Director; and W. Wayne Miller, Zoning Administrator
ABSENT: Beverly Sherwood, Vice Chairman; Carl M. McDonald, Gainesboro District;
George L. Romine, Citizen at Large; Kenneth Y. Stiles, Board Liaison
CALL TO ORDER
Chairman Golladay called the meeting to order at 7:00 p.m. The first order of
business was the approval of the minutes of April 17, 1991. Upon motion by Mr. Marker and
seconded by Mr. Thomas, the minutes of April 17 were unanimously approved as presented.
BIMONTHLY REPORT
Mr. Miller of the Planning staff presented review copies of the Kraft General
Foods Plant site plan. Mr. Miller said that the staff found no significant problems during their
initial review of the site plan. The plan is currently being reviewed by the various review
agencies at this time.
Chairman Golladay inquired if Park Center Road, located on the north side, will
be completed all the way to Route 11. Mr. Miller responded that Park Center Road had already
been opened up to Route 11 and that industrial access funds and a contract had been arranged for
that portion of the road to the railroad. The remainder of the road is also under contract back
to where it intersects with West Brooke Road.
The Commission had no problems with the staff administratively approving the site
plan.

Comprehensive Plan - 5/6/91 Mtg
Mr. Watkins said that the Committee discussed stormwater implementation
recommendations which will be presented to the Planning Commission at their June 5 meeting.
Mr. Watkins said that a special Comprehensive Plan meeting will be held on May 23 at 11:00
a.m. with Hammer, Siler, George & Associates on the proffer impact study.
Transportation Committee - 5/6/91 Mtg.
Mr. Tierney said that the Transportation Committee endorsed a grant application
from Middletown to the Department of Motor Vehicles requesting funding for an additional
police officer. Mr. Tierney said that they also had a presentation from Chris M. Lloyd of
Maguire & Associates, Inc. regarding the scope of work for the 37 Corridor Study.
Site Plan #006 -91 for Stephens City Auto Laundry located on B1 property on Route 647 in
the Opequon district.
Action - Approved
Mr. Miller stated that the stormwater management pond is not designed to take any
water from the facility that is used for washing cars, but is designed for stormwater runoff from
the large paved area of the site. He said that car washing water will go through grates and filters
and enter into the Sanitation Authority's sewer facility. Mr. Miller said that the revisions on the
latest site plan deal mainly with buffer and screening for Plymn -Owens Estates.
Mr. Frank DeHaven, the applicant, guaranteed that the screening and buffer
adjoining Plymn -Owens Estates would be properly maintained.
Mr. Watkins said that Mr. DeHaven's landscaper felt that the spacing between the
trees of the buffer was not large enough for proper growth. Mr. Watkins said that the staff
would be willing to accept a statement from a qualified landscaper for this minor modification
to the plan.
Upon motion made by Mr. Wilson and seconded by Mr. DeHaven,

BE IT RESOLVED, That the Frederick County Planning Commission does hereby approve Site
Plan #006 -91 of Auto Laundry Car Wash to be located on Route 647 in Stephens City in the
Opequon Magisterial District.
(The vote was unanimous with Mr. Thomas abstaining.)
ADJOURNMENT
No further business remained to be discussed and the meeting adjourned at 7:30
p.m. by unanimous vote.
