PC_03-20-91_Meeting_MinutesI MEETING MINUTES OF THE FREDERICK COUNTY PLANNING COMMISSION Held at the Frederick County School Board Offices at Amherst Street in Winchester, Virginia on March 20, 1991. PRESENT: Planning Commissioners present were: James W. Golladay, Jr., Chairman; Beverly Sherwood, Vice - Chairman; John Marker, Back Creek District; Manuel C. DeHaven, Stonewall District; Carl M. McDonald, Gainesboro District; Douglas Rinker, Citizen at Large; Marjorie H. Copenhaver, Citizen at Large; Roger L. Thomas, Citizen at Large; George L. Romine, Citizen at Large; and Kenneth Y. Stiles, Board Liaison. ABSENT: S. Blaine Wilson, Shawnee District Planning Staff taff present were: Robert W. Watkins, Secretary; Evan A. Wyatt, Planner II; and W. Wayne Miller, Zoning Administrator CALL TO ORDER Chairman Golladay called the meeting to order at 7:00 p.m. MINUTES The minutes of February 20, 1991 were unanimously approved as presented. BIMONTHLY REPORT Chairman Golladay accepted the Bimonthly Report for the Commission's information. 3270 1 COMMITTEE REPORTS 2 Historic Resources Advisory Board - 3/19/91 Mtg. Mr. Thomas reported that the HRAB reviewed the proposed ordinance and will have a presentation in late May or June. ORDINANCE COMMITTEE - 3/18/91 Mt2. Mr. McDonald reported that the Ordinance Committee received a letter from the Top of Virginia concerning revisions to the subdivision ordinance and are reviewing their recommendations. TRANSPORTATION COMMITTEE Mr. Watkins said that the Transportation Committee is reviewing Primary Road ' Allocations. They will be bringing their recommendations to the Commission and Board in April and then to the hearings in Staunton on April 15. Chairman Golladay said that a letter was sent to the City and County Planning Commissions from both himself and the City Liaison, Jim Barnett, with their recommendation that a joint City /County Transportation Committee be formed. Chairman Golladay said that he would appoint committee members from Frederick County in April. Mr. Watkins said that this committee would not replace the county's Transportation Committee, however, he felt there was a need to bring together the two jurisdictions. Mr. Watkins said that both the Secretary of Transportation and Delegate Alson Smith felt that by working together, the two jurisdictions could better accomplish their goals. SUBDIVISIONS Subdivision Application of Fort Collier Industrial Park, Lot 40 (20 acres), zoned Ml, located near the intersection of the proposed Park Center Drive and West Brooke Road in the Stonewall District. Action - Approved Mr. Miller gave the following background information: Lot 40 will be the site of the new General Foods Processing Center. The division of Lot 40 is in conformance with the 3271 3 ' MDP with one exception. The MDP shows Park Center Drive to be a 50' right -of -way and VDOT has requested the applicant to provide a 60' right -of -way. The applicant has complied with the request. Park Center Drive and West Brooke Road are required to be dedicated streets and action to accomplish this is underway. Mr. Bruce Edens, project engineer with Greenway Engineering Company, was representing the subdivision request. Upon motion made by Mr. DeHaven and seconded by Mr. Romine, BE IT RESOLVED, That the Frederick County Planning Commission does hereby unanimously approve the subdivision of Lot 40 in the Fort Collier Industrial Park. This property is located at the intersection of the proposed Park Center Drive and West Brooke Road in the Stonewall District. Subdivision Application of Fort Collier Industrial Park, Lot 41 (10 acres), zoned Ml, located near the intersection of the proposed Park Center Drive and West Brooke Road. ' Action - Approved Mr. Miller gave the following background information: Lot 41 adjoins Lot 40 and is being purchased to allow for possible expansion of the General Foods Processing Plant, if necessary. This lot conforms with the MDP with the exception that Park Center Drive is to be a 60' right -of -way instead of a 50' right -of -way per VDOT's request. Lot 41 will abut a dedicated street. Both Park Center Drive and West Brooke Road are required to be dedicated streets and action to accomplish this is underway. This property is located near the intersection of the proposed Park Center Drive and West Brooke Road in the Stonewall Magisterial District. 3272 I 1 ADJOURNMENT Chairman Golladay adjourned the meeting at 7:20 p.m. and the Commission held a public worksession on the proposed revisions to the Subdivision Ordinance.
