CEA_07-26-07_Meeting_MinutesMEETING MINUTES OF THE FREDERICK COUNTY CONSERVATION EASEMENT AUTHORITY Held in the Executive Session Room of the Frederick County Administration Building at 107 North Kent Street in Winchester, Virginia on July 26, 2007 at 8:00 a.m. PRESENT: Ritchie Wilkins, Chairman; Jim Lawrence, Treasurer; Barbara Van Osten; and John Gavitt. ABSENT: Diane Kearns, Vice Chairman; Robert Solenberger; Todd Lodge; John Light; and Phil Glaize. STAFF PRESENT: Eric R. Lawrence, Director. PUBLIC MEETING: Item 1 - Minutes The minutes of the June 14, 2007, meeting could not be approved because there was not a quorum present. Item 2 - Minutes The minutes of the June 28, 2007, meeting could not be approved because there was not a quorum present. Item 3 — Purchase of Development Rights (PDR) Funding Barbara Van Osten briefed the Authority about the planning she and Member Kearns are pursuing for a fund raising event at the Museum of the Shenandoah Valley on Saturday, October 27, 2007. This PDR fund raising event would offer an opportunity to showcase the products of our farming community: local produce, meats, and wines; highlight importance to preserve agricultural lands. The Museum has graciously offered to accommodate the event as a Corporate Sponsor. The Authority discussed using the event as an annual funding effort to fund the County's PDR program. Future components of the event may include a silent auction. Specifics of this funding raising event that warrant additional consideration and coordination are: the event's size (not to exceed 90 persons); rental requirements for tables and chairs; identifying a catering company who could generate a dinner menu based on local products (produce, meats, and wines); marketing of the event. Jesse Deelo, of Virginia Tech's Agricultural Research & Extension Center, offered to assist the Authority with efforts toward promotion and preservation of agricultural activities. Frederick County Conservation Easement Authority -43— Minutes of July 26, 2007 • An Organizing Committee would meet on August 7, 2007 @ noon in the County Government Complex to further plan for the event. Item 4 — Conflict of interest Policy Due to time limitations, the draft Conflict of Interest Policy agenda item was not discussed. It will be placed on August's agenda.
