OF THE
FREDERICK COUNTY CONSERVATION EASEMENT AUTHORITY
Held in the Executive Session Room of the Frederick County Administration Building at
107 North Kent Street in Winchester, Virginia on February 22, 2007 at 9:00 a.m.
PRESENT:'Richie Wilkins, Chairman; Diane Kearns, Vice - Chairman; Phil Glaize; and
John Light
ABSENT: Supervisor Van Osten; John Gavin; Robert Solenberger; Jim Lawrence,
Treasurer; and Todd Lodge.
STAFF PRESENT: Kevin Henry, Planning Technician
PUBLIC MEETING:
Item l - Minutes
The members could not approve the January 25, 2007 minutes since there wasn't a
quorum.
Item 2 — Informal citizens meeting
Ms. Kearns had suggested that the CEA needs to have multiple informal citizen meetings
throughout the year and each meeting should bring together property owners with similar
interests in the way they would like to see their land preserved (open space, riparian, or
forested areas). Ms. Kearns then passed out the flyer for the event taking place at Ms.
Kearns residence.
Mr. Glaize mentioned that Mr. Bob Carpenter from Valley Farm Credit might be able to
gather some interested folks, and direct them to the informal CEA gathering at Ms.
Kearns property. Mr. Light recommended that staff consult with Ms. Eddy to determine
if there are any contacts that would be interested in attending a meeting such as this. Mr.
Light also encouraged inviting the Farm Bureau.
Ms. Kearns split up the names between the members in attendance, asking all members to
make contact with each person to invite them to the gathering. Mr. Bill Hinkle was
added to the list of people by Mr. Glaize. Ms. Kearns is going to contact Mr. Green. Mr.
Green recently placed an easement into conservation.
Item 3 — Other
Mr. Light suggested that Frederick County needs to find out how other counties finance
land preservation, and place similar strategies into Frederick County land preservation.

• The CEA members all agreed to change the meeting times to 8 A.M. And the CEA
agreed to not hold a formal March meeting.
ADJOURNMENT
There being no further business to discuss, the meeting adjourned at 10:00 a.m.
