CEA_01-25-07_Meeting_MinutesMEETING MINUTES OF THE FREDERICK COUNTY CONSERVATION EASEMENT AUTHORITY Held in the Executive Session Room of the Frederick County Administration Building at 107 North Kent Street in Winchester, Virginia on January 25, 2007 at 9:00 a.m. PRESENT: Richie Wilkins, Chairman; Diane Kearns, Vice - Chairman; Todd Lodge; Supervisor Barbara Van Osten; and John Gavitt ABSENT: Phil Glaize; Robert Solenberger; Jim Lawrence, Treasurer; and John Light STAFF PRESENT: Kevin Henry, Planning Technician PUBLIC MEETING: Item l - Minutes The members approved the minutes of the October 26, 2006 meeting with a correction to be made to Ms. Kearns' name. Item 2 — Election of Officers Supervisor Van Osten nominated Mr. Wilkins for the Chairman position, which was seconded by Ms. Kearns. Ms. Kearns was then nominated by Supervisor Van Osten for Vice - Chairman, which was seconded by Mr. Gavitt. All members were in favor of reappointing Ms. Kearns as Vice Chairman. Ms. Kearns then nominated Mr. Lawrence for the Treasurer position. This nomination was seconded by Mr. Gavitt and passed unanimously. The position of Secretary was the next position up for appointment and Mr. Wilkins made a nomination for Mr. Henry to be appointed as Secretary, which was seconded by Mr. Lodge and unanimously approved by the Authority. Ms. Kearns motioned to adopt the by -laws, which was seconded by Supervisor Van Osten and approved unanimously. Item 3 — Community Outreach Ms. Kearns encouraged the Authority that this group needs to keep the ball rolling and continue to be a body that provides education to the community about conservation. Mr. Gavitt agreed and felt that there is a need for some of the conservation related organizations to cooperatively have a meeting. This meeting would be helpful for the members of the Authority, to grasp the concepts of other organizations' realm of land preservation. Supervisor Van Osten mentioned that in having this meeting, the Authority needs to request that the land preservation organizations share information on properties entering into conservation easements within Frederick County. Supervisor Van Osten went on to say that a night meeting is jointly needed between these organizations and 49 citizens. Mr. Wilkins felt that these meeting(s) would most appropriately be held in a Frederick County Conservation Easement Authority -30- Minutes of January 25, 2007 local forum. Ms. Kearns was thinking of requesting, Mr. Green, a recent easement holder, to speak at this meeting. The Authority collectively agreed upon holding an informal citizens meeting at Ms. Kearns house on March 22, 2007. This meeting will be used simply to get large land owners interested in conservation easements. The members decided to create a list of property owners they would like to invite to this gathering (excuse spelling): -Bobby & Claire Boyd - Potomac Conservancy - Johnny Marker - Theodore Resba -Marge Copenhaver -Mr. Green - Snapp's - McCain - Slaughter -Izaak Walton League - Whitacre's - McCallister's -John Good -Hugh Daily - Crowell - Bosennan - Holliday - Ruritan Club (Rt. 522) The members of the Authority agreed to contact the above listed people. Staff suggested that the Authority have their RSVP's by February 22 " so at the next meeting the Authority can start planning the criteria of the event.
