CEA_10-26-06_Meeting_MinutesMEETING MINUTES • OF THE FREDERICK COUNTY CONSERVATION EASEMENT AUTHORITY Held in the Executive Session Room of the Frederick County Administration Building at 107 North Kent Street in Winchester, Virginia on October 26, 2006 at 9:00 a.m. PRESENT: Richie Wilkins, Chairman; Diane Kearns, Treasurer; Robert Solenberger; Barbara Van Osten; and John Gavin, ABSENT: Todd Lodge; Phil Glaize; Jim Lawrence and John Light STAFF PRESENT: Susan Eddy, Senior Planner; Kevin Henry, Planning Technician PUBLIC MEETING: Item 1 - Minutes The members approved the minutes of the July 27, 2006 meeting with a grammatical correction that was pointed out by Ms. Kerns and the minutes of the August 24 meeting. Item 2 — Election of Officers Mr. Solenberger nominated Ms. Kerns for the vacant Vice Chairman position, which was seconded by Supervisor Van Osten. All members were in favor of appointing Ms. Kerns as the new Vice Chairman. Ms. Kerns then nominated Mr. Lawrence to fill the now vacant Treasurer position. This nomination was seconded by Supervisor Van Osten and passed unanimously. Item 3 — Community Outreach Ms. Kerns stated that there is a need in the CEA for strategic planning before the group moves forward. The CEA needs to identify holes that the County can fill that will help promote easements. It may simply be to provide a six month educational campaign, at the same time, determining what the CEA's focus should be. To help determine that holes that need to be filled, the CEA should invite the other easement groups in the state so that they can provide information on how they operate. Supervisor Van Osten agreed, but felt that the focus should be on education and information, and that this process cannot be delayed much longer due to loss of interest. Mr. Gavitt suggested that all the easement groups meet for 3 -4 hours and figure out how the County can help. Chairman Wilkins felt that the CEA still needs to set up community meetings, which help property owners understand that the County is here to help setup the easement. Planner Eddy suggested a' /2 day seminar, followed by future community meetings. Ms. Kerns read off several organizations that should attend the seminar: Potomac Conservation, VCC, VOF, Historic Resources, and Lord Fairfax Soil & Water Conservation. Planner Eddy recommended that if the seminar takes place in December then the 7 th or 12` would be Frederick County Conservation Easement Authority -28- Minutes of October 26. 2006 possible. Ms. Kerns suggested that Wesley Woods (appraiser) give a speech at the seminar. Mr. Gavin mentioned that the CEA members need to start working outside of the regularly scheduled meetings. Item 3 — Other Planner Eddy reminded Members about the financing land protection conference being held in November. She also noted that she had been working with the VOF on an easement for property owned by the Potomac Appalachian Trail Club.
