FREDERICK COUNTY CONSERVATION EASEMENT AUTHORITY
Held in the Executive Session Room of the Frederick County Administration Building at
107 North Kent Street in Winchester, Virginia on August 24, 2006 at 9:00 a.m.

PUBLIC MEETING:
Item I - Minutes
The members could not approve the minutes of the July 27, 2006 meeting for lack of a
quorum.
Item 2 — Community Outreach
• The nature of this meeting was to determine mechanisms in raising public awareness.
The majority of the meeting was spent informing some of the members who were unable
to attend the last meeting of the updates to the Authority. Mr. Gavitt was introduced to
the Authority as a new member, replacing Mr. Good of the Back Creek District. Mr.
Gavitt presented a policy manual that the Cacapon Easement Authority had adopted,
which gave the CEA the ability to see what may be needed in the future.
The CEA felt that it is extremely necessary to provide a mission statement for the
Authority. Mr. Gavitt explained to the members present that everyone on the CEA has to
be willing to work outside the meeting if there is to be success with this program.
Mr. Glaize felt that the CEA should concentrate efforts in certain geographic areas within
the County. Ms. Kerns suggested that one of the best ways to receive easements is by
having neighborhood awareness, allowing those providing easements a sense of comfort
because their neighbors have the same property interests.
Mr. Gavitt suggested that the CEA set up a stewardship fund, which could help develop a
land trust. This would help alleviate funding provided by the County towards
stewardship efforts of staff.
Before adjourning, Ms. Kerns mentioned that the CEA will have to elect officers at the
next meeting, and would also like to have a copy of the ordinance available for new
members to review.
