OF THE
FREDERICK COUNTY CONSERVATION EASEMENT AUTHORITY
Held in the Executive Session Room of the Frederick County Administration Building at
107 North Kent Street in Winchester, Virginia on March 9, 2006.
PRESENT: Richie Wilkins, Chairman; Bud Good, Vice Chairman; Diane Kearns,
Treasurer; John Light, Phil Glaize, Jim Lawrence, Robert Solenberger and Barbara Van
Osten
ABSENT: Todd Lodge
STAFF PRESENT: Kris Tierney, Assistant County Administrator; Susan Eddy, Senior
Planner; and Kevin Henry, Planning Technician
PUBLIC MEETING:
Members approved the minutes of the January 26, 2006 meeting.
Members approved the minutes of the February 23, 2006 meeting.
Chairman Wilkins requested that members notify staff if they will not be attending a
meeting. Staff was asked to email reminders of the meeting two days in advance.
Planner Eddy reviewed the proposed memorandum of understanding with the Virginia
Outdoors Foundation (VOF). The VOF uses local authorities as the primary organization
for monitoring easements. Member Kearns made a motion to approve the memorandum.
Member Lawrence seconded the motion. The motion was unanimously approved.
Chairman Wilkins has been contacted by Groundcover, LLC, a local company that does
conservation easement baseline assessments and monitoring. Staff will contact the
company to get further information.
Planner Eddy updated Members on the informational meeting to be held on Monday,
April 3 rd at 7:30 p.m. in the Board Room. Chairman Wilkins will introduce Authority
Members and the speakers. Faye Cooper with the VOF will be the keynote speaker. A
panel of experts (Kathy Holm. John Eckman, Heather Richards, and Wesley Woods) will
answer questions after the keynote speech. Members will be available at the end to talk
privately, if desired, with landowners. Staff was directed to publicize the meeting.
Member Van Osten will mention the meeting at the next Board of Supervisors Meeting,
and Member Light will mention it at the next Planning Commission Meeting. Staff was
reminded to invite local organizations, including the Battlefield Foundation and the
Department of Forestry.

Member Good advised the Authority that he would soon be submitting an application for
an easement. His application with the VOF will be heard at their June Meeting. Member
Solenberger queried the cost of applying for a conservation easement. Member Good
listed title search, legal and appraisal costs. He noted that while funds are available from
the VOF to cover these costs, they are only available to those with a limited income.
Members discussed conservation easements held by others in Frederick County. A map
should be prepared showing these and Members updated of new easements.
Member Lawrence updated Members on community financing for local land and water
protection.
Members briefly discussed the proposed Rose Hill Facade easement. Chairman Wilkins
voiced a lack of knowledge of facades. Member Lawrence was concerned with diverting
resources from the core mission of land protection.

There being no further business to discuss, the meeting adjourned at 9:10 a.m.
