Dear Devon:
Thank you for providing the opportunity to review this Master Development Plan (MDP).
Please adequately address each of the comments listed below prior to resubmission of the
Master Development Plan:
Review Comments:
(1) Cover Sheet:
a) Reference Number. Add the Master Development Plan reference #03-
25.
b) Previous Plan Approvals. Add reference to any other plan or master
development plan approved by the County for the site. Please indicate the
previous Site Plan [SP# 01-22] and specify Master Development Plan
(MDP) applications [MDP #06-93].
(2) Conceptual Plan:
a) Conceptual Plan and adjacent parcels. The MDP shall include the
subject property, as well as all contiguous land under single or common
ownership. (§165-801.02 (B)). Property Identification Number (PIN) # 64-
10-1 is a vacant parcel and has been noted as a phase of construction which
will require a separate MDP for the stated Phase 2. The additional parcel,
PIN # 64-A-89, also under common ownership shall be included in the MDP
design as well. All property line setback measurements shall be added to
all parcels.
b) Utilities. The proposed location and arrangement of all proposed and
existing utility systems to serve the properties (interior). (§165-
801.05(C)(3)).
c) Topography. The existing contours are identified but the future
topography or proposed topography is not identified on the plan. (§165-801-
05(A)(6)).
d) Roads, Streets, and Right-of-way. The MDP shall reflect all existing,
approved, or planned public roadways, streets or rights-of-way within 2,000
feet of the boundaries of the project. The MDP shall reflect the required
area and include US Route 50 (Millwood Pike), Costello Drive, and Prince
Frederick Drive roadways, as well as the existing entrances.
e) WinFred Metropolitan Plan. The goal of the US 522 realignment project
is to move the majority of current 522 traffic from the interchange area to
Prince Frederick Drive. Provide a note on PIN #64-10-1 western boundary
of the future inter-parcel connections to PIN #64 -8-2 and a separate inter-
parcel connection onto PIN # 64-A-4A.
f) Prince Frederick Drive. The Comprehensive Plan identifies Prince
Frederick Drive as an improved minor arterial road and location of the
future Route 522 realignment. Whenever a property proposed for
development abuts one side of an existing or platted public street, the
developer shall dedicate ½ of the total right-of-way necessary to meet the
right of way expansion. (§144-17(E)). Please also provide the necessary
right-of-way dedication for Prince Frederick Drive on both PIN #64 -A-89
and PIN #64-10-2. See also sidewalk/trail requirements below.
g) The location and extent of proposed buffers. The location and extent of
proposed buffers required by this chapter, with statements, profiles, cross
sections or examples, clearly specifying the screening to be provided shall
be provided on the MDP. (§165-801-05 (C)(6)). The additional plantings
are in addition to the landscaping requirements specified in §165-
202.02.01(D)(13) of the Frederick County Zoning Ordinance. The
additional landscaping shall include flowering plants and ornamental grass
planted in mulch beds along the north side of the property line.
h) Sidewalks and Pedestrian Walkways. Safe pedestrian walkways shall be
provided to all uses on land included in a master plan or site plan approved
by Frederick County. Sidewalks and multi-use trails shall be provided in
conformance with adopted Comprehensive Plan policies for present and
future roadway classifications and/or approved master development plans.
Sidewalks shall be installed in the right-of-way and adjacent to the boundary
of the right-of-way of all proposed and existing streets and shall contain
adequate handicapped ramps at all intersections at intervals acceptable to
the Virginia Department of Transportation. There shall be a minimum of a
two-foot-wide grass strip or swale between the street edge and the sidewalk,
where sidewalks are required. Sidewalks shall be a minimum of five (5) feet
wide; multi-use trails shall be a minimum of ten (10) feet wide (§165-
203.02(D)). A 5-foot (FT) wide sidewalk is required along Costello Drive
and Prince Frederick Drive. Additionally, the Comprehensive Plan
identifies Prince Frederick Drive as a roadway requiring a multi-use trail.
Ensure the location of the enhanced landscaping, the 10’ wide hike/bike
trail, the utility area, and the grass area can be placed within the right-of-
way and adjacent to the boundary of the right-of-way as required. The
responsibility and the cost and construction are borne by the property
owner/developer. Remove the note that the trail is “by others”.
Agency Approvals
Comment sheets (approvals) are required from the following agencies: the Frederick
County Engineer (Public Works), Building Inspections, the Fire Marshal, the GIS
Department, Frederick Water, Winchester Regional Airport, and the Virginia Department
of Transportation (VDOT).
Additional comments may be provided on subsequent submission.
After you have revised the MDP, please resubmit one (1) hard copy so that staff may verify
the plan address the above comments along with all review agency comments (approvals).
Once the revised MDP has been reviewed, staff will notify you to submit at least five (5)
hard copies of the final plan set and a digital (PDF) copy for final approval and signature.
