Retaining walls supporting less than 3 feet (914 mm) of unbalanced fill that are not constructed for the purpose of impounding Class I,
II or III-A liquids or supporting a surcharge other than ordinary unbalanced fill.
Handrails serving flights of stairways,ramps, stepped aisles and ramped aisles shall be adequate in strength and
attachment in accordance with Section 1607.9. Building permit required for handrail and retaining wall greater than 3ft from grade.
