Re: Review Comments for Site Plan #22-25 – SU Wincrest Drive Lot 4A -
Warehouse

Dear Ms. Lewis:
Planning Staff has reviewed the above-referenced minor site plan to determine if
administrative approval can be granted. At this time, administrative approval cannot be
granted. This site plan cannot be approved until the issues in this letter, as well as all issues
of the other review agencies, have been adequately addressed. Please review Staff’s
comments listed below and then prepare a revised site plan which adequately addresses
each concern.
Review Comments
1. General Notes:
a. Legend. A legend describing all symbols and other features that need
descriptions shall be provided on the site plan. (§165-802.03(C)(7)).
2. Cover Sheet.
a. Site Plan Reference. Add the Site Plan Reference number SP# 22-25.
b. Previous Rezoning Plan. Change SP #20-88 to REZ #20-88 as a previously
approved land use plans.
c. Parking Tabulation. Identify each area of use within the structure and provide
parking calculations as it relates to each area. Then provide a total of parking
spaces provided verses the parking spaces required. The cover sheet does not
include any office area for the warehouse.
3. Site Plan Notes.
a. Building Height. The allowable height of the building in the B3 (Industrial
Transition) Zoning District is 35 feet in height. The site plan identifies the
building height as 40 feet.
b. Parking aisles and travel ways. Provide a dimension of the access aisle on
the east side facility.
c. Sidewalks and Pedestrian Walkways. Safe pedestrian walkways shall be
provided to all uses on land included in a master plan or site plan approved by
Frederick County. Sidewalks and multi-use trails shall be provided in
conformance with adopted Comprehensive Plan policies for present and future
roadway classifications and/or approved master development plans. Sidewalks
shall be installed in the right-of-way and adjacent to the boundary of the right-
of-way of all proposed and existing streets and shall contain adequate
handicapped ramps at all intersections at intervals acceptable to the Virginia
Department of Transportation. There shall be a minimum two-foot-wide grass
strip or swale between the street edge and the sidewalk, where sidewalks are
required. Sidewalks shall be a minimum of five (5) feet wide; multi-use trails
shall be a minimum of ten (10) feet wide (§165-203.02(D)). A 5-foot (FT) wide
sidewalk should be depicted along Wincrest Drive.
4. Landscaping.
a. Headlight Screening. A three-foot high evergreen hedge, fence, berm, or wall
shall be provided to prevent headlights from shining onto the public right-of-
way and adjoining properties. Headlight screening is required in front of all
parking spaces along the west side. Provide a note stipulating that the 36” tall
evergreen plantings shall continue to a point that the berm will serve the 36”
height screening.
b. Perimeter Landscaping. The impervious area of the parking lot is indicated
as 296,542 square feet and 244 parking spaces are provided. The total tree
count is 115 [90 for the impervious area and 25 spaces for parking].
c. Interior landscaping. A minimum of 5% of the interior portions of the parking
lots shall be landscaped for the purpose of providing shade trees. Such interior
landscaping shall be provided on raised islands and in continuous raised strips
extending the length of the parking bay. (§165-202-01(D)(13)(b). The
calculations of 5% are based on the impervious area less the roof area of the
buildings. (165-101.02). The calculations provided for the impervious parking
area is 296,542 square feet resulting in 14,828 square feet of interior
landscaping.
5. Wincrest Drive.
a. The master development plan requires Wincrest Drive to be designed and
constructed under VDOT Standards. Provide a cross section of the roadway
identifying the VDOT standard and provide the necessary details that include
the required sidewalk (see also 3.c. above). Wincrest Drive shall be designed,
built, and bonded prior to site plan approval.
b. The master development plan requires that all utilities be placed underground.
Provide the necessary routing of all electrical lines and electrical easements
required for the two facilities.
Agency Approvals. Comment sheets (approvals) are required from the following
agencies: the Frederick County Inspections Department, the Frederick County Fire
Marshal, the Frederick County Engineer (Public Works), Frederick County G.I.S.,
Winchester Regional Airport, and Frederick Water.
Additional Comments may be provided on subsequent submissions.
After you have revised the site plan, please resubmit one (1) hard copy so that Staff may
verify the information contained on the plan addresses the above comments. Staff will also
need all the approved review agency comments. Once the revised hard copy of the site
plan has been reviewed, staff will notify you to submit at least five (5) copies of the final
plan set and a digital (PDF) copy for final approval. Do not hesitate to contact me should
