Re: Review Comments for Site Plan #16-25 – TSM – 1B Warehouse

Dear Mr. Oates:
Planning Staff has reviewed the above-referenced minor site plan to determine if administrative
approval can be granted. At this time, administrative approval cannot be granted. This site plan cannot
be approved until the issues in this letter, as well as all issues of the other review agencies, have been
adequately addressed. Please review Staff’s comments listed below and then prepare a revised site plan
which adequately addresses each concern.
Review Comments
1. Site Plan Reference. Add the Site Plan Reference number: SP# 16-25.
2. Cover Sheet.
a. Previous Site Plan. Add SP# 55-04; SP# 65-07; and SP# 16-12 to the previous approved
site plans for this parcel.
b. Land Developer. Identify the land developer for the project.
3. Site Plan.
a. Parking width. Identify the parking spaces widths of the parking spaces
b. Accessible Parking. Provide the length and width of the accessible parking spaces and
accessible unloading areas.
c. Loading Areas. The overall total of loading areas is identified as four. Please identify the
location and size of the fourth loading space.
d. Outdoor uses. Confirm that there are no proposed outdoor areas/storage for the property.
e. Raised Islands. Raised islands shall be installed at the ends of all parking bays. The raised
islands shall be bordered by six-inch concrete or rolled asphalt curb. The new building
parking and the new 10 proposed parking spaces shall be provided with the required
concrete/rolled asphalt curb.
4. Landscaping. (165-202-01(D)(13)). The breakdown of each of the following items shall be
added to the landscaping calculation.
a. Minimum landscaped area. The total area of the parcel is 6.58 acres (286624 square
feet). The required open space/green space is required to be 0.25 percent of the overall
area. Please clarify the total area of green space provided (87,121 square feet).
b. Interior Landscaping. Based on the impervious area of 199,504 square feet provided, the
minimum 5% of the interior portion of the parking area shall be landscaped for the purpose
of providing the shade trees. Please provide the location of the 9,975 square feet required.
c. Headlight Screening. Verify the headlight screening and species as it relates to what the
legend identifies. Headlight screening is required along the Southeast side of the 10 new
parking spaces.
d. Planting Procedure. Trees shall not be planted within the easements for water, sewer,
electric, or gas. (§165-203.01(B)(2)(e)). The proposed fence in lieu of headlight screening
must also be outside the easement area. Clarify that the plantings and/or fencing are not
inside the easement area along McGhee Road.
Agency Approvals. Comment sheets (approvals) are required from the following agencies: the
Frederick County Inspections Department, the Frederick County Fire Marshal, the Frederick County
Engineer (Public Works), Frederick County G.I.S., and Frederick Water.
Additional Comments may be provided on subsequent submissions.
After you have revised the site plan, please resubmit one (1) hard copy so that Staff may verify the
information contained on the plan addresses the above comments. Staff will also need all the approved
review agency comments. Once the revised hard copy of the site plan has been reviewed, staff will
notify you to submit at least five (5) copies of the final plan set and a digital (PDF) copy for final
