Review comments are shown in bold italics. I am responding on a point-by-point basis to correlate with your comments. 1. Create and vacate FCSA/FW easement based on current practices. The easements to be vacated/recorded are included (see plan sheet C-08), and a note is also added to this effect (see FW Site Note #1, sheet C-08). 2. New FW easement as well as vacating the recorded FCSA easement shall be complete before the fire hydrant cut-in to the existing 10” water main will be placed in service or fire flow tests witnessed by FW in conjunction with the Frederick County Fire Marshal and other agencies. A note has been added to specify this requirement (see FW Site Note #2, sheet C-08). 3. Contractor shall cut-in 10” x 6” FH tee and 6” G.V. with new materials including fire hydrant. A new cut-in 10” x 6” tee is proposed for the new hydrant located in the employee parking lot (see sheets C-04 & C-08). 4. Place previously provided comments #7 and #13 notes and labels, etc. on plans. Comment noted, since the hydrant is now being replaced, those notes are added to the plan (see label on sheet C-04 and C-08, and FW Site Note #5 on sheet C-08). 5. Remove existing unused water main in grassy areas, portions under paving can remain in this case. The existing water main is shown to be removed within the landscaped areas (see sheet C-08). Frederick Water September 30, 2025 RE: 170 Shady Elm Road Building Addition Site Plan Page 2 6. Clearly show and label existing gate valve near building and other water features as applicable. The existing gate valve near the building is now shown and labeled (see sheets C-03 and C-08). 7. The tree relocated based on the 1st review comment is not required to be relocated based on other comments in this review. This tree is now shown to remain, however, another tree was identified within close proximity to the existing 10” water main and is thus shown to be removed (see sheet C-04). 8. FW review is generally limited to facilities owned or to be owned by FW. This note is now provided on the plans (see FW Site Note #3, sheet C-08). 9. Confirm location of the existing water and the item labeled “T” for consideration of current FW practices. If horizontal separation is inadequate, a 10” G.V. near the cut-in tee for the fire hydrant may be required and ownership transition occur at that location. The existing waterline locations are slightly modified on this plan based on additional site recon via access to the sprinkler room and additional documents. There appears to be 3’± horizonal clearance between the incoming 10” FW water line and the 10” fire line exiting the building, but there’s not much room for a new G.V. near the new cut-in tee (assuming the G.V. needs to be on the building side of the tee) and provide adequate separation to the private 10” fire line. Therefore, the current plan shows the FW easement extending beyond the existing G.V. located in the sidewalk adjacent to the building. If FW prefers a different layout, please let me know and I’ll make that plan adjustment (see sheet C-08). 10. Include clouded detail below on plans, modify as required for specific application. The Building Service Connection Detail is now provided (see sheet C-08). 11. Show private to FW ownership limits on plan and profile. There isn’t a transition in ownership for any of the proposed utility lines, but “private” is now provided with a leader above the extents of each profile (see sheet C-18). 12. Label fire and/or domestic meter size(s). The domestic and fire meter sizes are now provided (see Building Service Connection Detail Note #2, sheet C-08).
