Re: Review Comments for Site Plan #12-25 – 170 Shady Elm Road (Interstate 81
Winchester Property Owner LLC) Building Addition
Property Identification Number (PIN): 63-A-58
Dear Mr. Dunlap:
Planning Staff has reviewed the above-referenced site plan to determine if administrative
approval can be granted. At this time, administrative approval cannot be granted. This site
plan cannot be approved until the issues in this letter, as well as all issues of the other
review agencies, have been adequately addressed. Please review Staff’s comments listed
below and then prepare a revised site plan which adequately addresses each concern.
Review Comments:
1) Cover Sheet: The following revisions should be made to the sheet 1:
• Reference Number: Add new site plan reference #12-25. Add reference to
previously approved SP #55-99.
2) Site Plan: The following revisions should be made to the sheet C-06:
• Curbs & Gutters: No curbs or gutters are shown around the parking lot
spaces facing 260 Shady Elm Road. Wheel stops are shown in lieu of curbs
and gutters. §165-202.01(D)(3) states that “Concrete curbing and gutters
shall be installed around the perimeter of all parking lots…All curbing shall
be a minimum of six inches in height.” Is this for low-impact development
design in accordance with §165-202.01(D)(3)(c)? If Public Works
approves this design, planning will approve as well.
3) Agency Approvals: Comment sheets (approvals) are required from the following
agencies: Frederick County (FC) Building Inspections Department, FC Public
Works, Frederick Water, the FC Fire Marshal, and the Virginia Department of
Transportation.
Additional comments may be provided on subsequent submissions.

After you have revised the site plan, please resubmit one (1) hard copy so that staff may
verify the information contained on the plan addresses the above comments. Staff will also
need all the approved review agency comments. Once the revised hard copy of the site
plan has been reviewed, staff will notify you to submit five (5) copies of the final plan set
and a digital (PDF) copy for final approval. Do not hesitate to contact me should you have
