Re: Review Comments for Minor Site Plan #22-24 – Lighthouse Baptist Church
Portico & Addition
Property Identification Number (PIN): 52-A-228A & 52-A-229
Planning Staff has reviewed the above-referenced minor site plan to determine if
administrative approval can be granted. At this time, administrative approval cannot be
granted. This minor site plan cannot be approved until the issues in this letter, as well as all
issues of the other review agencies, have been adequately addressed. Please review Staff’s
comments listed below and then prepare a revised site plan which adequately addresses each
concern.
Review Comments
1. Recordation Plat. The recordation of the plat for the proposed lot consolidation will
be required prior to site plan approval (§165-802.03(H)). The parcel Property
Identification Number (PIN) should be updated on the site plan.
2. Site Plan Reference. Add the Site Plan Reference number: SP 22-24.
3. Previous Plan Approvals. Add reference to any other plan or master development
plan approved by the County for the site. (§165-802.03(D)(6)). Add reference to Site
Plan’s (SP) #01-80, #32-89, #23-94, #20-99.
4. Magisterial District. Specify the property is located in the Back Creek Magisterial
District. (§165-802.03(D)(12)).
5. Setbacks. Specify the provided setbacks and the required setbacks.
6. Parking. Provide parking calculations to ensure the reduction of spaces still meet the
required number of parking spaces.
7. Utilities. Provide the location of all utilities and easements. (§165-802.03(C)(2).
Include any private sewer/private water supply locations.

8. Photometric Plan. A photometric plan shall be submitted and approved in
conjunction with the site plan. (§165-201.07(C)(1). All outdoor lighting fixtures
shall be designed, shielded, aimed, located, and maintained to shield adjacent
properties and to not produce glare onto adjacent properties or road right-of ways.
Add a note specifying that all site lighting will be in conformance with §165-201.07
and be full cutoff, fully downcast and shielded.
Agency Approvals. Comment sheets (approvals) are required from the following agencies:
the Frederick County Inspections Department, the Frederick County Fire Marshal, and the
Frederick County Engineer (Public Works).
Additional Comments may be provided on subsequent submissions.
After you have revised the site plan, please resubmit one (1) hard copy so that Staff may
verify the information contained on the plan addresses the above comments. Staff will also
need all approved review agency comments, at least five (5) copies of the final plan set and a
digital (PDF) copy of the approval. Do not hesitate to contact me should you have any
