Planning Review Comments
Dear Mr. Klein:
The following represents Dice Engineering, PLC responses to your comments provided via
letter, dated September 29, 2021, concerning the Stonewall 4 site plan review. This plan now
incorporates Arch/MEP design info that was not available for the previous submission. Review
comments are shown in bold italics. I am responding on a point -by -point basis to correlate with
your comments.
1. Site Plan Reference. Add the site plan number, SP# 26-21, to the plan set. The
site plan number is provided on all sheets.
2. Proffers. Staff notes inclusion of the letter from the Department of Interior dated
February 13, 2020, satisfies the requirements for HABS contained in proffer 4.1.
Proffer 4.2 will need to be addressed, and documentation provide to the
Department of Planning and Development, prior to any permit approval for
demolition. Comment noted; an additional note pertaining to the architectural historian
study is now included (see sheet C-03).
3. Photometric Plan. A site lighting plan containing the applicable standards
contained in the Zoning Ordinance §165-201.07, Outdoor Lighting Standards is
required for review. Building -mounted and pole -mounted lighting fixtures type,
location, mounting height and minimum/maximum/average illumination levels
should be provided. Specify a note on the plan conformance with the above
Zoning Ordinance section number requirements. The site lighting plan with
photometric information is now included (see sheets C-16 & C-17) with the associated
lighting details (see sheet C-39).
4. Site Plan — Phase I & II. The following comment should be addressed on Sheets C-
08 and C-12, as appropriate:
o Curb & Gutter: Concrete curbing and gutters shall be installed around the
perimeter of all parking lots (§165-202.01(D)(3)). The Zoning Administrator may
allow for the elimination of curb and gutter for parcels located inside of the
Sewer and Water Service Area when necessary to implement low -impact

development design. This shall only be permitted where practices such as
bioretention, infiltration trenches, and rain gardens are used and only where it
can be demonstrated that soil conditions are favorable, or if an adequate
underdrain is included in the design and only when approved by the Director of
Public Works (§165-202.01(D)(3)(c)). If it is the intent of the designer to
implement LID for portions of the employee parking areas, add a note to this
effect. The stormwater management design has been revised in these areas, and
while there are still grass channels running parallel to the parking areas, these are no
longer designed specifically as LID areas for water quality purposes. However, it is
still preferable to have the parking areas sheet flow into these proposed grass swales
and for runoff to be collected by a series of storm inlets located in the swales in lieu
of a typical curb and gutter with curb inlets arrangement. Therefore, a sawtooth
curb with gutter is proposed in these areas to promote the conveyance to the grass
swales via sheet flow (see plan sheets C-08 & C-12, and detail sheet C-45).
5. A_gency Approvals. Comment sheets (approvals) are required from the following
agencies: Building Inspections, Public Works, Geographic Information Systems
(G1S), the Fire Marshall, Frederick Water, and the Virginia Department of
Transportation (VDOT). Comment noted; approvals from GIS and Building
Inspections are attached, and the remaining approvals will be provided once all have
been received.
