1. THE CONTRACTOR SHALL FURNISH ALL MATERIALS, LABOR AND EQUIPMENT AND PERFORM
ALL WORK INCLUDING RESTORATION FOR THE COMPLETED FACILITY READY FOR USE.
UNLESS OTHERWISE NOTED, SPECIFICATIONS FOR ALL WORK TO BE IN ACCORDANCE WITH
APPLICABLE STANDARDS AND CONSTRUCTION SPECIFICATIONS OF THE VIRGINIA
DEPARTMENT OF HEALTH, VIRGINIA DEPARTMENT OF ENVIRONMENTAL QUALITY, FREDERICK
COUNTY SANITATION AUTHORITY, THE CONTRACT DOCUMENTS AND THE VIRGINIA
DEPARTMENT OF TRANSPORTATION ROAD AND BRIDGE SPECIFICATIONS DATED JANUARY

2. THE ENGINEER HAS ATTEMPTED TO LOCATE EXISTING SUBSURFACE UTILITIES; HOWEVER,
SUCH MAY EXIST THAT ARE NOT SHOWN. THE CONTRACTOR SHALL EXERCISE CARE IN THIS
WORK SO AS TO AVOID DAMAGE TO ANY UTILITIES. ANY DAMAGE SHALL BE THE
CONTRACTOR'S RESPONSIBILITY. THE CONTRACTOR SHALL NOTIFY ALL COMPANIES 72
HOURS PRIOR TO CONSTRUCTION. CALL "MISS UTILITY" 1-800-257-7777.
3. THE CONTRACTOR SHALL BE RESPONSIBLE FOR ALL CONSTRUCTION STAKEOUT. ALL
DIMENSIONS, ELEVATIONS, AND LOCATIONS SHALL BE VERIFIED IN THE FIELD BY EACH
CONTRACTOR PRIOR TO BEGINNING THE WORK.
4. ANY UNUSUAL SUBSURFACE CONDITIONS ENCOUNTERED DURING THE COURSE OF THE WORK
SHALL BE IMMEDIATELY BROUGHT TO THE ATTENTION OF THE ENGINEER.
5. ALL GRADING FOR IMPROVEMENTS TO BE CONFINED TO THE PROJECT AREA. ANY WORK
PERFORMED OFFSITE IS THE CONTRACTOR'S RESPONSIBILITY.
6. CONTRACTOR SHALL OBTAIN, AT THEIR EXPENSE, PERMITS FROM FREDERICK COUNTY FOR
LAND DISTURBANCE AND VIRGINIA DEPARTMENT OF TRANSPORTATION FOR WORK WITHIN
VIRGINIA DEPARTMENT OF TRANSPORTATION RIGHT-OF-WAY AND SHALL FAITHFULLY ADHERE
TO THE PERMIT CONDITIONS IMPOSED.
7. TEMPORARY AND PERMANENT EROSION CONTROL STRUCTURES AND METHODS TO BE IN
ACCORDANCE WITH THE VIRGINIA EROSION CONTROL GUIDELINES AND LOCAL ORDINANCES
AND TO BE UTILIZED DURING THE CONSTRUCTION PERIOD.
8. ALL EROSION CONTROL STRUCTURES SHOWN OR AS REQUIRED DURING CONSTRUCTION
SHALL BE CONTINUOUSLY MAINTAINED THROUGHOUT THE PERIOD IN WHICH AREAS ARE
DENUDED. AREAS SHOWN TO BE SURFACED ARE TO HAVE STONE BASE INSTALLED AT THE
EARLIEST POSSIBLE DATE AFTER ESTABLISHING GRADE. NO AREA IS TO REMAIN DENUDED
FOR MORE THAN SEVEN CALENDAR DAYS WHEN CONSTRUCTION IS NOT IN PROGRESS.
9. ALL UNPAVED AREAS OF THE SITE WHICH ARE DISTURBED BY THIS CONSTRUCTION SHALL BE
PROVIDED WITH FOUR INCH TOPSOIL, FERTILIZED, SEEDED, COMPACTED AND MULCHED.
SEED BED TO BE WATERED AND CARED FOR AS NECESSARY TO PROVIDE A GOOD LAWN
QUALITY GRASS COVER. AREAS NOT GRADED SHALL BE DISCED, LEVELED AND SEEDED TO
ACHIEVE LAWN CONDITIONS.
10. PUBLICLY OWNED SANITARY GRAVITY SEWER, FORCE AND WATER MAINS ARE TO BE
CONSTRUCTED IN ACCORDANCE WITH THESE PLANS AND SPECIFICATIONS AND SHALL
ADDITIONALLY MEET ALL REQUIREMENTS OF THE UTILITY OPERATOR'S STANDARDS AND
SPECIFICATIONS. THE CONTRACTOR SHALL COORDINATE WITH THIS AGENCY AND ARRANGE
FOR INSPECTION BY THE AUTHORITY.
11. CONTRACTOR SHALL CLEAN UP AND RESTORE DISTURBED AREAS IMMEDIATELY UPON
COMPLETION OF PIPE-LAYING IN THE AFFECTED AREA.
12. THE CENTERLINE OF ALL NEW SANITARY GRAVITY SEWER, FORCE AND WATER SHALL BE
MAINS STAKED BY CONTRACTOR AT ALL 100 FOOT STATIONS AND AT ALL BENDS. THE
CONTRACTOR SHALL NOT PROCEED WITH CONSTRUCTION UNTIL THE ALIGNMENT HAS BEEN
APPROVED BY THE OWNER. 13. DISINFECTION OF SANITARY GRAVITY SEWER AND FORCE
MAIN ARE NOT REQUIRED.
13. ALL FIRE HYDRANTS SHALL CONFORM TO THE CITY OF WINCHESTER'S DESIGN STANDARDS
MANUAL, CURRENT AT THE TIME OF CONSTRUCTION.
14. CONTRACTOR SHALL RESTORE ALL EXISTING RESIDENTIAL DRIVEWAYS AND BUSINESS
ENTRANCES TO THEIR ORIGINAL STATE, IF DAMAGED DURING CONSTRUCTION.
15. ALL UTILITIES WILL BE UNDERGROUND.
TRAFFIC CONTROL NOTES:
1. THE CONTRACTOR SHALL MAINTAIN VEHICULAR ACCESS TO ALL RESIDENCES AND
BUSINESSES FOR THE DURATION OF THE CONTRACT.
2. TRAFFIC SHALL BE MAINTAINED IN TWO DIRECTIONS ON ALL PUBLIC AND PRIVATE STREETS
FOR THE DURATION OF THE CONTRACT. THE CONTRACTOR SHALL PROVIDE TRAFFIC
CONTROL SIGNS, BARRIERS, FLAGMEN AND OTHER CONTROLS.
3. ALL TRAFFIC CONTROL PRACTICES SHALL BE IN ACCORDANCE WITH THE MUTCD AND THE
VIRGINIA DEPARTMENT OF TRANSPORTATION WORK AREA PROTECTION MANUAL
4. THE CONTRACTOR SHALL CLOSE ALL OPEN TRENCHES IN PAVED AREAS AT THE END OF EACH
WORK DAY WHEN POSSIBLE. IN AREAS WHERE THE TRENCH CANNOT BE CLOSED AT THE END
OF THE WORK DAY DUE TO SEQUENCING OF WORK OR OTHER CONSTRAINTS, THE TRENCH
MAY BE PROTECTED BY PROVIDING STEEL PLATING AND WARNING SIGNS. PLATING OF OPEN
TRENCHES WILL NOT BE PERMITTED IN AREAS IN RISK OF COLLAPSING DUE TO UNSTABLE
SOIL CONDITIONS. ALL STEEL PLATING OF TRENCHES SHALL BE APPROVED BY THE VIRGINIA
DEPARTMENT OF TRANSPORTATION.
5. TRENCHES IN PAVED AREAS MAY BE TEMPORARILY MAINTAINED IN THE FOLLOWING MANNER
UNTIL FINAL PAVEMENT RESTORATION IS COMPLETE:
5.1. RESIDENTIAL AREAS
METHOD: STONE BACKFILL FLUSH WITH PAVEMENT SURFACE
TIME LIMIT: 5 CALENDER DAYS
METHOD: BITUMINOUS COLD PATCH, 2 INCH MINIMUM THICKNESS
TIME LIMIT: 30 CALENDER DAYS BUSINESS
5.2. COMMERCIAL AND INDUSTRIAL AREAS
METHOD: BITUMINOUS COLD PATCH, 2 INCH MINIMUM THICKNESS
TIME LIMIT: 14 CALENDER DAYS
ALL TEMPORARY PAVEMENT REPAIRS SHALL BE REGULARLY INSPECTED BY THE
CONTRACTOR AND MAINTAINED IN A SAFE MANNER. TEMPORARY PAVEMENT REPAIRS
SHALL BE SMOOTH AND REGULAR WITHOUT CREATING HAZARD TO VEHICULAR OR
PEDESTRIAN TRAFFIC.
6. PAVEMENT REMOVAL SHALL BE ACCOMPLISHED BY CREATING A STRAIGHT LINE SAW CUT OF A
MINIMUM OF TWO INCHES IN DEPTH AT THE LIMITS OF THE REMOVAL. CONCRETE SURFACES
MAY BE REMOVED TO THE NEAREST JOINT IN LIEU OF SAW CUTTING IF A CLEAN STRAIGHT
EDGE CAN BE CREATED PRIOR TO REPAIR INSTALLATION.
EROSION & SEDIMENT CONTROL NOTES:
1. PRIOR TO INITIATING ANY LAND DISTURBING ACTIVITY, IT WILL BE NECESSARY TO SCHEDULE AN
ON-SITE PRE-CONSTRUCTION MEETING WITH PUBLIC WORKS STAFF TO DISCUSS THE APPROVED
EROSION AND SEDIMENT CONTROL PLAN. NO PRE-CONSTRUCTION MEETINGS WILL BE SCHEDULED
PRIOR TO ISSUANCE OF THE LAND DISTURBANCE PERMIT FOR THE SUBJECT PROJECT. THE LAND
DISTURBANCE PERMIT WILL BE ISSUED BY THE FREDERICK COUNTY DEPARTMENT OF PUBLIC WORKS.
2. CONTRACTOR TO CONTACT THE PUBLIC WORKS DEPARTMENT TO SCHEDULE THE REQUIRED
EROSION AND SEDIMENT CONTROL MEASURES INSPECTIONS AS INDICATED BY THE PROGRAM
ADMINISTRATOR. IF THE EROSION AND SEDIMENT CONTROL MEASURERS HAVE BEEN INSTALLED IN
ACCORDANCE WITH THE APPROVED PLAN, THE DEPARTMENT OF PUBLIC WORKS WILL GRANT
APPROVAL TO INITIATE LAND DISTURBING ACTIVITIES.
3. PRIOR TO RELEASE OF BUILDING PERMITS, THE FOLLOWING ITEMS SHALL BE COMPLETED: A)
SUBDIVISION SHALL BE STABILIZED IN ACCORDANCE WITH THE APPROVED PLAN (I.E., ROAD SURFACE,
STORMWATER CONVEYANCE SYSTEM, CURB AND GUTTER, SIDEWALKS, CHANNEL LININGS,
VEGETATIVE COVER, STC.) B) SUBMITTAL OF CERTIFIED AS-BUILT OF THR SUBDIVISION WHICH
CONTAINS THE FOLLOWING ITEMS: STORMWATER CONVEYANCE SYSTEM, CURB AND GUTTER,
DRAINAGE CHANNELS AND DITCHES, STORMWATER POND. A LETTER FROM THE
ENGINEER-OF-RECORD SHALL BE INCLUDED WITH THE AS-BUILT WHICH STATES THAT THE
SUBDIVISION HAS BEEN CONSTRUCTED IN ACCORDANCE WITH THE APPROVED PLAN. C) INDIVIDUAL
SUBDIVISION LOT GRADING PLANS SHALL BE SUBMITTED BY THE BUILDER AT THE TIME OF THE
BUILDING PERMIT APPLICATION FOR EACH LOT PROPOSED FOR CONSTRUCTION.
4. TEMPORARY AND PERMANENT EROSION CONTROL STRUCTURES AND METHODS TO BE IN
ACCORDANCE WITH THE VIRGINIA EROSION CONTROL GUIDELINES AND LOCAL ORDINANCES AND TO
BE UTILIZED DURING THE CONSTRUCTION PERIOD.
5. ALL EROSION CONTROL STRUCTURES SHOWN OR AS REQUIRED DURING CONSTRUCTION SHALL BE
CONTINUOUSLY MAINTAINED THROUGHOUT THE PERIOD IN WHICH AREAS ARE DENUDED. AREAS
SHOWN TO BE SURFACED ARE TO HAVE STONE BASE INSTALLED AT THE EARLIEST POSSIBLE DATE

MOWING: ALL GRASSES SHOULD BE MOWED AT LEAST TWICE EACH YEAR. GRASSES SUCH AS TALL FESCUE SHOULD BE
MOWED IN EARLY SUMMER AFTER EMERGENCE OF THE HEADS ON COOL SEASON GRASSES. THEY SHOULD BE MOWED
AGAIN IN THE EARLY FALL TO PREVENT SEEDS OF ANNUAL WEEDS FROM MATURING. MOWING OF LEGUMES SUCH AS
SERICEA LESPEDEZA AND CROWN VETCH CAN BE PERMITTED TO GROW ON THE DAM OR IN ANY PART OF THE EMERGENCY
SPILLWAY.
LIMING AND FERTILIZING: THE SOIL SHOULD BE SAMPLED ACCORDING TO RECOMMENDED PROCEDURES AT LEAST ONCE
EVERY 4 YEARS. THE SAMPLE SHOULD BE TESTED AT A QUALIFIED SOIL TESTING LABORATORY (SUCH AS THE ONE AT
VPI&SU). LIME AND FERTILIZER SHOULD BE APPLIED IN ACCORDANCE WITH RECOMMENDATIONS BASED ON THE TESTS.
REPLANTING AND OVER SEEDING: IF VEGETATION COVERS LESS THAN 40% OF THE SOIL SURFACE, LIME, FERTILIZE AND
SEED IN ACCORDANCE WITH CURRENT RECOMMENDATIONS FOR NEW SEEDING. IF VEGETATION COVERS MORE THAN 40%
BUT LESS THAN 70% OF THE SOIL SURFACE, LIME FERTILIZE AND OVER SEED IN ACCORDANCE WITH CURRENT

REMOVING TRASH AND DEBRIS: TRASH, LITTER AND VEGETATION (OTHER THAN GRASS) WILL BE REMOVED AS NEEDED
(BUT NO LESS THAN TWO TIMES PER YEAR) TO PREVENT OBSTRUCTION TO THE FLOW OF WATER, TO PREVENT MOVEMENT

ATTRACTIVE APPEARANCE AND TO MINIMIZE WATER POLLUTION.
REMOVING SEDIMENT: SOIL MATERIALS (INCLUDING CLAY, SILT, SAND AND GRAVEL) WILL BE REMOVED BEFORE THE
DETENTION POOL LOSES 10% OF THE DESIGNED STORAGE CAPACITY.
SEDIMENT DISPOSAL: SEDIMENT DISPOSAL SHOULD BE IN ACCORDANCE WITH CURRENT PROCEDURES FOR DISPOSAL OF
SEDIMENT. WHERE REQUIRED BY THE APPROPRIATE AUTHORITIES, THE SEDIMENT WILL BE TESTED FOR APPROPRIATE
POLLUTANTS AT THE OWNER'S EXPENSE BEFORE IT IS REMOVED FROM THE POND.
REPAIRS: REPAIR SLIDES, SLUMPS AND ERODED AREAS PROMPTLY AND IN A WORKMANLIKE MANNER TRASH RACKS, PIPES,
HEADWALLS, ETC. WILL BE MAINTAINED, REPAIRED AND/OR REPLACED AS NEEDED TO MAINTAIN THE INTEGRITY OF THE
STRUCTURE. EXPOSED METAL SURFACES WILL BE PAINTED TO MINIMIZE DAMAGE DUE TO RUST.
MAINTENANCE INSPECTIONS: THE OWNER WILL BE RESPONSIBLE FOR INSPECTING EACH STORMWATER MANAGEMENT
STRUCTURE AFTER EACH SIGNIFICANT RAINFALL. ONCE EACH YEAR A REPRESENTATIVE OF DEQ WILL JOINTLY INSPECT
EACH STORMWATER MANAGEMENT STRUCTURE. APPROPRIATE ACTION WILL BE TAKEN TO ENSURE APPROPRIATE
MAINTENANCE. ALL MAINTENANCE COSTS WILL BE BORNE BY THE OWNER. WHERE STRUCTURES ARE TO BE MAINTAINED BY

PROJECT DESCRIPTION
THIS PROJECT IS LOCATED IN FREDERICK COUNTY, VIRGINIA, JUST NORTH OF THE TOWN OF MIDDLETOWN. THE SITE IS
SITUATED WEST OF I-81 AT THE END OF MUSTANG LANE. THE SITE AREA IS 15.00 ACRES AND THE PROPOSED DISTURBED
AREA IS APPROXIMATELY 1.15 ACRES. THE PROJECT PROPOSES TO CONSTRUCT A 10,010 SF MODULAR CLASSROOM
BUILDING CONTAINING 10 CLASSROOMS AND 2 BATHROOMS. IN ADDITION TO THE MODULAR BUILDING THIS PROJECT
PROPOSES A NEW FIRELINE AND FIRE HYDRANT, NEW WATER SERVICE AND A SANITARY FORCEMAIN AND PUMPSTATION
TO SERVICE THE NEW CLASSROOMS. ADDITIONAL IMPROVEMENTS INCLUDE NEW CONCRETE SIDEWALK AND RAMPS TO
ACCESS THE CLASSROOMS, FENCING, PROPOSED LANDSCAPING, AND A 16 GRAVEL FIRE LANE TO PROVIDE ADEQUATE FIRE
ACCESS AROUND THE REAR OF THE MODULAR BUILDING.
EXISTING SITE CONDITIONS
THE EXISTING SITE IS MIDDLETOWN ELEMENTARY SCHOOL. THE SITE GENERALLY DRAINS FROM THE BUILDING NEAR THE
MIDDLE OF THE SITE OUTWARDS IN ALL DIRECTIONS. THE DRAINAGE WEST OF THE BUILDING, LARGELY THE PARKING LOT
RUNOFF, COLLECTS IN A STORM DRAIN SYSTEM WHICH FLOWS TO THE SWM MANAGEMENT FACILITY LOCATED INSIDE THE
BUS LOOP. THAT FACILITY OUTFALLS INTO A CHANNEL AT THE NORTHWEST PROPERTY LINE. THE DRAINAGE EAST OF THE
BUILDING SHEET FLOWS OUTWARD IN ALL DIRECTIONS. THERE IS A DEFINED CHANNEL RUNNING ALONG THE SOUTHWEST
PROPERTY LINE WHICH COLLECT A PORTION OF THAT WATER.

THE PROJECT IS BORDERED TO THE NORTHEAST BY AGRICULTURAL PROPERTY, TO THE SOUTHEAST BY INTERSTATE 81,
AND TO THE WEST BY A COMMUNITY COLLEGE.

THERE ARE NO OFFSITE AREAS PROPOSED FOR DEVELOPMENT OR CONSTRUCTION AS A PART OF THIS PROJECT.

CRITICAL AREAS
CRITICAL AREAS, IF ANY, CONSIST OF 2.5 OR 3:1 SLOPES. THESE SLOPES HAVE THE POTENTIAL FOR GREATER EROSION
AND SHALL BE IMMEDIATELY STABILIZED AFTER REACHING FINAL GRADE. NONE HAVE BEEN IDENTIFIED.

ALL CUT AND FILL SLOPES ARE TO BE SEEDED AND MULCHED WITHIN FIVE (5) DAYS OF COMPLETION OF GRADING. CUT AND
FILL SLOPES SHALL BE DESIGNED AND CONSTRUCTED IN A MANNER THAT WILL MINIMIZE EROSION. SLOPES THAT ARE
FOUND TO BE ERODING EXCESSIVELY WITHIN ONE YEAR OF PERMANENT STABILIZATION SHALL BE PROVIDED WITH
ADDITIONAL SLOPE STABILIZING MEASURES UNTIL THE PROBLEM IS CORRECTED.

TREATED TO REMOVE SEDIMENT.
WHERE CONSTRUCTION VEHICLES ACCESS ROUTES OR INTERSECT PAVED OR PUBLIC ROADS, PROVISIONS SHALL BE MADE
TO MINIMIZE SEDIMENT TRANSPORT BY VEHICULAR TRACKING ONTO THE PAVED SURFACE. WHERE SEDIMENT IS
TRANSPORTED ONTO A PAVED OR PUBLIC ROAD SURFACE, THE ROAD SURFACE SHALL BE CLEANED THOROUGHLY AT THE
END OF EACH DAY. SEDIMENT SHALL BE REMOVED FROM THE ROADS BY SHOVELING OR SWEEPING AND TRANSPORTED TO
A SEDIMENT CONTROL DISPOSAL AREA. STREET WASHING SHALL BE ALLOWED ONLY AFTER SEDIMENT IS REMOVED IN THIS
MANNER.
ALL TEMPORARY EROSION AND SEDIMENT CONTROL MEASURES SHALL BE REMOVED WITHIN 30 DAYS AFTER FINAL SITE
STABILIZATION OR AFTER THE TEMPORARY MEASURES ARE NO LONGER NEEDED, UNLESS OTHERWISE AUTHORIZED BY THE
LOCAL PROGRAM AUTHORITY. TRAPPED SEDIMENT AND DISTURBED AREAS RESULTING FROM THE DISPOSITION OF
TEMPORARY MEASURES SHALL BE PERMANENTLY STABILIZED TO PREVENT FURTHER EROSION AND SEDIMENTATION.
DEVICES LISTED ABOVE ARE CONSIDERED MINIMUM EROSION AND SEDIMENT CONTROLS. ADDITIONAL CONTROL
MEASURES MAY BE NECESSARY DUE TO CONTRACTOR PHASING OR OTHER UNFORESEEN CONDITIONS. IT IS THE

STRUCTURAL MEASURES ARE TO BE REPAIRED BY THE END OF THE DAY. SEEDED AREAS SHALL BE CHECKED REGULARLY
TO ENSURE THAT A GOOD STAND OF GRASS IS MAINTAINED. ALL AREAS SHALL BE FERTILIZED AND RESEEDED AS NEEDED
UNTIL GRASS IS ESTABLISHED.
TRAPPED SEDIMENT IS TO BE REMOVED AS REQUIRED TO MAINTAIN 50% TRAP EFFICIENCY AND DISPOSED OF BY

GRAVEL OUTLETS SHALL BE CHECKED REGULARLY FOR SEDIMENT BUILD-UP. IF THE GRAVEL OUTLET IS CLOGGED BY

PERMANENT STABILIZATION

4. SEDIMENT BASINS AND TRAPS, PERIMETER DIKES, SEDIMENT BARRIERS, AND OTHER MEASURES

12. WHEN WORK IN A LIVE WATERCOURSE IS PERFORMED, PRECAUTIONS SHALL BE TAKEN TO
MINIMIZE ENCROACHMENT, CONTROL SEDIMENT TRANSPORT, AND STABILIZE THE WORK AREA TO
THE GREATEST EXTENT POSSIBLE DURING CONSTRUCTION. NONERODIBLE MATERIAL SHALL BE
USED FOR THE CONSTRUCTION OF CAUSEWAYS AND COFFERDAMS. EARTHEN FILL MAY BE USED
FOR THESE STRUCTURES IF ARMORED BY NONERODIBLE COVER MATERIALS.
13. WHEN A LIVE WATERCOURSE MUST BE CROSSED BY CONSTRUCTION VEHICLES MORE THAN TWICE
IN ANY SIX-MONTH PERIOD, A TEMPORARY VEHICULAR STREAM CROSSING CONSTRUCTED OF
NONERODIBLE MATERIAL SHALL BE PROVIDED.
14. ALL APPLICABLE FEDERAL, STATE, AND LOCAL REQUIREMENTS PERTAINING TO WORKING IN OR
CROSSING LIVE WATERCOURSES SHALL BE MET.
15. THE BED AND BANKS OF A WATERCOURSE SHALL BE STABILIZED IMMEDIATELY AFTER WORK IN
THE WATERCOURSE IS COMPLETED.
16. UNDERGROUND UTILITY LINES SHALL BE INSTALLED IN ACCORDANCE WITH THE FOLLOWING
STANDARDS IN ADDITION TO OTHER APPLICABLE CRITERIA:
a. NO MORE THAN 500 LINEAR FEET OF TRENCH MAY BE OPENED AT ONE TIME.
b. EXCAVATED MATERIAL SHALL BE PLACED ON THE UPHILL SIDE OF TRENCHES.
c. EFFLUENT FROM DEWATERING OPERATIONS SHALL BE FILTERED OR PASSED THROUGH AN
APPROVED SEDIMENT TRAPPING DEVICE, OR BOTH AND DISCHARGED IN A MANNER THAT
DOES NOT ADVERSELY AFFECT FLOWING STREAMS OR OFF-SITE PROPERTY.
d. MATERIAL USED FOR BACKFILLING TRENCHES SHALL BE PROPERLY COMPACTED IN ORDER TO
MINIMIZE EROSION AND PROMOTE STABILIZATION.
e. RESTABILIZATION SHALL BE ACCOMPLISHED IN ACCORDANCE WITH THIS CHAPTER.
f. APPLICABLE SAFETY REQUIREMENTS SHALL BE COMPLIED WITH.
17. WHERE CONSTRUCTION VEHICLE ACCESS ROUTES INTERSECT PAVED OR PUBLIC ROADS,
PROVISIONS SHALL BE MADE TO MINIMIZE THE TRANSPORT OF SEDIMENT BY VEHICULAR
TRACKING ONTO THE PAVED SURFACE. WHERE SEDIMENT IS TRANSPORTED ONTO A PAVED OR
PUBLIC ROAD SURFACE, THE ROAD SURFACE SHALL BE CLEANED THOROUGHLY AT THE END OF
EACH DAY. SEDIMENT SHALL BE REMOVED FROM THE ROADS BY SHOVELING OR SWEEPING AND
TRANSPORTED TO A SEDIMENT CONTROL DISPOSAL AREA. STREET WASHING SHALL BE ALLOWED
ONLY AFTER SEDIMENT IS REMOVED IN THIS MANNER. THIS PROVISION SHALL APPLY TO
INDIVIDUAL DEVELOPMENT LOTS AS WELL AS TO LARGER LAND-DISTURBING ACTIVITIES.
18. ALL TEMPORARY EROSION AND SEDIMENT CONTROL MEASURES SHALL BE REMOVED WITHIN 30
DAYS AFTER FINAL SITE STABILIZATION OR AFTER THE TEMPORARY MEASURES ARE NO LONGER
NEEDED, UNLESS OTHERWISE AUTHORIZED BY THE VESCP OR VESMP AUTHORITY. TRAPPED
SEDIMENT AND THE DISTURBED SOIL AREAS RESULTING FROM THE DISPOSITION OF TEMPORARY
MEASURES SHALL BE PERMANENTLY STABILIZED TO PREVENT FURTHER EROSION AND
SEDIMENTATION.
19. PROPERTIES AND WATERWAYS DOWNSTREAM FROM DEVELOPMENT SITES SHALL BE PROTECTED
FROM SEDIMENT DEPOSITION, EROSION, AND DAMAGE DUE TO INCREASES IN VOLUME, VELOCITY,
AND PEAK FLOW RATE OF STORMWATER RUNOFF FOR THE STATED FREQUENCY STORM OF
24-HOUR DURATION IN ACCORDANCE WITH THE FOLLOWING STANDARDS AND CRITERIA. STREAM
RESTORATION AND RELOCATION PROJECTS THAT INCORPORATE NATURAL CHANNEL DESIGN
CONCEPTS ARE NOT MANMADE CHANNELS AND SHALL BE EXEMPT FROM ANY FLOW RATE
CAPACITY AND VELOCITY REQUIREMENTS FOR NATURAL OR MANMADE CHANNELS:
a. CONCENTRATED STORMWATER RUNOFF LEAVING A DEVELOPMENT SITE SHALL BE
DISCHARGED DIRECTLY INTO AN ADEQUATE NATURAL OR MANMADE RECEIVING CHANNEL,
PIPE, OR STORM SEWER SYSTEM. FOR THOSE SITES WHERE RUNOFF IS DISCHARGED INTO A
PIPE OR PIPE SYSTEM, DOWNSTREAM STABILITY ANALYSES AT THE OUTFALL OF THE PIPE OR
PIPE SYSTEM SHALL BE PERFORMED.
b. ADEQUACY OF ALL CHANNELS AND PIPES SHALL BE VERIFIED IN THE FOLLOWING MANNER:
(1) THE APPLICANT SHALL DEMONSTRATE THAT THE TOTAL DRAINAGE AREA TO THE POINT OF
ANALYSIS WITHIN THE CHANNEL IS 100 TIMES GREATER THAN THE CONTRIBUTING DRAINAGE AREA OF
THE PROJECT IN QUESTION; OR
(2) (A) NATURAL CHANNELS SHALL BE ANALYZED BY THE USE OF A TWO-YEAR STORM TO VERIFY THAT
STORMWATER WILL NOT OVERTOP CHANNEL BANKS NOR CAUSE EROSION OF CHANNEL BED OR BANKS.
(b) ALL PREVIOUSLY CONSTRUCTED MANMADE CHANNELS SHALL BE ANALYZED BY THE USE OF A
10-YEAR STORM TO VERIFY THAT STORMWATER WILL NOT OVERTOP THE STORMWATER'S BANKS AND BY
THE USE OF A TWO-YEAR STORM TO DEMONSTRATE THAT STORMWATER WILL NOT CAUSE EROSION OF
CHANNEL BED OR BANKS; AND
(c) PIPES AND STORM SEWER SYSTEMS SHALL BE ANALYZED BY THE USE OF A 10-YEAR STORM TO
VERIFY THAT STORMWATER WILL BE CONTAINED WITHIN THE PIPE OR SYSTEM.
c. IF EXISTING NATURAL RECEIVING CHANNELS OR PREVIOUSLY CONSTRUCTED MANMADE
CHANNELS OR PIPES ARE NOT ADEQUATE, THE APPLICANT SHALL:
(1) IMPROVE THE CHANNELS TO A CONDITION WHERE A 10-YEAR STORM WILL NOT OVERTOP THE
BANKS AND A TWO-YEAR STORM WILL NOT CAUSE EROSION TO THE CHANNEL, THE BED, OR THE BANKS;
(2) IMPROVE THE PIPE OR PIPE SYSTEM TO A CONDITION WHERE THE 10-YEAR STORM IS CONTAINED
WITHIN THE APPURTENANCES;
(3) DEVELOP A SITE DESIGN THAT WILL NOT CAUSE THE PREDEVELOPMENT PEAK RUNOFF RATE FROM
A TWO-YEAR STORM TO INCREASE WHEN RUNOFF OUTFALLS INTO A NATURAL CHANNEL OR WILL NOT
CAUSE THE PREDEVELOPMENT PEAK RUNOFF RATE FROM A 10-YEAR STORM TO INCREASE WHEN
RUNOFF OUTFALLS INTO A MANMADE CHANNEL; OR
(4) PROVIDE A COMBINATION OF CHANNEL IMPROVEMENT, STORMWATER DETENTION, OR OTHER
MEASURES THAT IS SATISFACTORY TO THE VESCP OR VESMP AUTHORITY TO PREVENT DOWNSTREAM
EROSION.
d. THE APPLICANT SHALL PROVIDE EVIDENCE OF PERMISSION TO MAKE THE IMPROVEMENTS.
e. ALL HYDROLOGIC ANALYSES SHALL BE BASED ON THE EXISTING WATERSHED
CHARACTERISTICS AND THE ULTIMATE DEVELOPMENT CONDITION OF THE SUBJECT PROJECT.
f. IF THE APPLICANT CHOOSES AN OPTION THAT INCLUDES STORMWATER DETENTION, THE
APPLICANT SHALL OBTAIN APPROVAL FROM THE VESCP OR VESMP AUTHORITY FOR A PLAN
FOR MAINTENANCE OF THE DETENTION FACILITIES. THE PLAN SHALL SET FORTH THE
MAINTENANCE REQUIREMENTS OF THE FACILITY AND THE PERSON RESPONSIBLE FOR
PERFORMING THE MAINTENANCE.
g. OUTFALL FROM A DETENTION FACILITY SHALL BE DISCHARGED TO A RECEIVING CHANNEL, AND
ENERGY DISSIPATORS SHALL BE PLACED AT THE OUTFALL OF ALL DETENTION FACILITIES AS
NECESSARY TO PROVIDE A STABILIZED TRANSITION FROM THE FACILITY TO THE RECEIVING
CHANNEL.
h. ALL ON-SITE CHANNELS MUST BE VERIFIED TO BE ADEQUATE.
i. INCREASED VOLUMES OF SHEET FLOWS THAT MAY CAUSE EROSION OR SEDIMENTATION ON
ADJACENT PROPERTY SHALL BE DIVERTED TO A STABLE OUTLET, ADEQUATE CHANNEL, PIPE,
OR PIPE SYSTEM OR TO A DETENTION FACILITY.
j. IN APPLYING THESE STORMWATER MANAGEMENT CRITERIA, INDIVIDUAL LOTS OR PARCELS IN
A RESIDENTIAL, COMMERCIAL, OR INDUSTRIAL DEVELOPMENT SHALL NOT BE CONSIDERED TO
BE SEPARATE DEVELOPMENT PROJECTS. INSTEAD, THE DEVELOPMENT, AS A WHOLE, SHALL
BE CONSIDERED TO BE A SINGLE DEVELOPMENT PROJECT. HYDROLOGIC PARAMETERS THAT
REFLECT THE ULTIMATE DEVELOPMENT CONDITION SHALL BE USED IN ALL ENGINEERING
CALCULATIONS.
k. ALL MEASURES USED TO PROTECT PROPERTIES AND WATERWAYS SHALL BE EMPLOYED IN A
MANNER THAT MINIMIZES IMPACTS ON THE PHYSICAL, CHEMICAL, AND BIOLOGICAL INTEGRITY
OF RIVERS, STREAMS, AND OTHER WATERS OF THE STATE.
l. ANY PLAN APPROVED PRIOR TO JULY 1, 2014, THAT PROVIDES FOR STORMWATER
MANAGEMENT THAT ADDRESSES ANY FLOW RATE CAPACITY AND VELOCITY REQUIREMENTS
FOR NATURAL OR MANMADE CHANNELS SHALL SATISFY THE FLOW RATE CAPACITY AND
VELOCITY REQUIREMENTS FOR NATURAL OR MANMADE CHANNELS IF THE PRACTICES ARE
DESIGNED TO (I) DETAIN THE WATER QUALITY VOLUME AND TO RELEASE IT OVER 48 HOURS; (II)
DETAIN AND RELEASE OVER A 24-HOUR PERIOD THE EXPECTED RAINFALL RESULTING FROM
THE ONE YEAR, 24-HOUR STORM; AND (III) REDUCE THE ALLOWABLE PEAK FLOW RATE
RESULTING FROM THE 1.5-YEAR, TWO-YEAR, AND 10-YEAR 24-HOUR STORMS TO A LEVEL THAT
IS LESS THAN OR EQUAL TO THE PEAK FLOW RATE FROM THE SITE ASSUMING THE SITE WAS IN
A GOOD FORESTED CONDITION, ACHIEVED THROUGH MULTIPLICATION OF THE FORESTED
PEAK FLOW RATE BY A REDUCTION FACTOR THAT IS EQUAL TO THE RUNOFF VOLUME FROM
THE SITE WHEN THE SITE WAS IN A GOOD FORESTED CONDITION DIVIDED BY THE RUNOFF
VOLUME FROM THE SITE IN THE SITE'S PROPOSED CONDITION, AND SHALL BE EXEMPT FROM
ANY FLOW RATE CAPACITY AND VELOCITY REQUIREMENTS FOR NATURAL OR MANMADE
CHANNELS AS DEFINED IN ANY REGULATIONS PROMULGATED PURSUANT TO § 62.1-44.15:28 OF
THE CODE OF VIRGINIA (VESMA) OR § 62.1-44.15:54 OR 62.1-44.15:65 OF THE CODE OF VIRGINIA
(ESCL).
m. FOR PLANS APPROVED ON AND AFTER JULY 1, 2014, THE FLOW RATE CAPACITY AND VELOCITY
REQUIREMENTS OF § 62.1-44.15:52 A OF THE CODE OF VIRGINIA (ESCL) AND THIS SUBDIVISION
19 SHALL BE SATISFIED BY COMPLIANCE WITH WATER QUANTITY REQUIREMENTS IN THE
VESMA AND ATTENDANT REGULATIONS, UNLESS SUCH LAND-DISTURBING ACTIVITIES (I) ARE IN

STORMWATER MANAGEMENT NARRATIVE
PROJECT DESCRIPTION
THIS PROJECT IS LOCATED IN FREDERICK COUNTY, VIRGINIA, JUST NORTH OF THE TOWN OF
MIDDLETOWN. THE SITE IS SITUATED WEST OF I-81 AT THE END OF MUSTANG LANE. THE SITE
AREA IS 15.00 ACRES AND THE PROPOSED DISTURBED AREA IS APPROXIMATELY 1.15 ACRES. THE
PROJECT PROPOSES TO CONSTRUCT A 10,010 SF MODULAR CLASSROOM BUILDING CONTAINING
10 CLASSROOMS AND 2 BATHROOMS. IN ADDITION TO THE MODULAR BUILDING THIS PROJECT
PROPOSES A NEW FIRELINE AND FIRE HYDRANT, NEW WATER SERVICE AND A SANITARY
FORCEMAIN AND PUMPSTATION TO SERVICE THE NEW CLASSROOMS. ADDITIONAL
IMPROVEMENTS INCLUDE NEW CONCRETE SIDEWALK AND RAMPS TO ACCESS THE CLASSROOMS,
FENCING, PROPOSED LANDSCAPING, AND A 16 GRAVEL FIRE LANE TO PROVIDE ADEQUATE FIRE
ACCESS AROUND THE REAR OF THE MODULAR BUILDING.
EXISTING SITE CONDITIONS
THE EXISTING SITE IS MIDDLETOWN ELEMENTARY SCHOOL. THE SITE GENERALLY DRAINS FROM
THE BUILDING NEAR THE MIDDLE OF THE SITE OUTWARDS IN ALL DIRECTIONS. THE DRAINAGE
WEST OF THE BUILDING, LARGELY THE PARKING LOT RUNOFF, COLLECTS IN A STORM DRAIN
SYSTEM WHICH FLOWS TO THE SWM MANAGEMENT FACILITY LOCATED INSIDE THE BUS LOOP.
THAT FACILITY OUTFALLS INTO A CHANNEL AT THE NORTHWEST PROPERTY LINE. THE DRAINAGE
EAST OF THE BUILDING SHEET FLOWS OUTWARD IN ALL DIRECTIONS. THERE IS A DEFINED
CHANNEL RUNNING ALONG THE SOUTHWEST PROPERTY LINE WHICH COLLECT A PORTION OF
THAT WATER.
