I have recently been contacted by a representative of Eugene Grove who plans to develop property adjacent to Fort Collier Farms for residential purposes. The developer is requesting a right-of-way at the junction of Ft. Collier Road leading to Baker Lane. We will consider the request, but wanted to ensure the free flow of traffic from the industrial park before commiting to an intersection that will create.added traffic to the park's current road system. I would like to register this issue with the Planning Commission at your next scheduled meeting of April 20, 1988 where the matter of plan approval for the development is to be discussed. We would appreciate your response to the following questions: 1.What provisions will be made by the County'or Developer for traffic control at the intersection? Riley, Secretary, Planning Commission SUBJECT: STINE INDUSTRIAL PARK The Planning Commission at its regular meeting of June 4, 1980 reviewed and evaluated the Stine proposals for the Stine Industrial Park. The Planning Commission recommends that the following conditions be placed upon any site plan request for the Stine Industrial Park: . 1. Allow him to market the property. 2. Review site plan requests, with no temporary or permanent occupancy permits granted on new con- struction until a second access road has been completed. 3. If that portion of road requested for Industrial Access Funds is not approved by the Va. Dept. of Highways and Transportation, Mr. Stine will construct that portion of road. . 4. All construction of the access road will be completed by October 31, 1981. 5. Fort Collier, represented by I. Fred Stine, Jr. reviewed the following items: 1. The status of development in the Fort Collier Park was summarized relative to sewer, water, roadway, engineering and promotional services accomplished to date. Fort Collier has assumed the primary responsibility for the financing of these services. 2. The property size and industry transactions to date show a net property of 398.708 A originally available for industrial development. From 1970-79 a total of 43.081 acres were sold to (7) companies.. This averages 6.154 A/Company and only 4.3 A/year. The most recent transaction occumed 3/79 with Coca Cola Company for which a site plan was approved; the site is not expected to be operational for at least another year according to Company principals. The remaining acerage available for development is 355.627 A. It is intended to develop this in several phases over the next 5 to 10 years. 3. The current site marketing plan deals with Phases I and II. Phase I is composed of Lots 1, 4, 5B/5C and 25B. All of the Phase I Lots provide required services except in the case of Lots 5C and 25B which need limited extension of roadway and water. Phase I acerage is 33.26 A. Phase II lots are defined as larger tracts composed of Lots 40,41,42 and 6, consisting of 64.05 acres. These lots require water and sewer line extensions and a 2nd Access Roadway. 4. They have approved the design; CBR tests are pending to finalize the pavement specifications. Survey and engineering of the 2nd Access Road as well as the Road extension within the Park have been completed. A preliminary engineering drawing has been enclosed with this letter. Second Access Road construction will be underway in the 3rd quarter of this year and is targeted for completion this year. Extensions from Brooke Road leading to a link -up w:Nh the 2nd Access will be dependent upon State approval of Fort Collier's request for Industrial Access Funds to service Harris Intertype and the Northwestern Workshop. This request now has the endorsement of the Frederick. County Board of Supervisors. Subject to a decision by the State and construction bids, the roadway extension from Brooke Road could be initiated this year. 5. Based upon the acquisition of rights of way and the commitment to a road construction schedule which will ultimately provide a fully linked 1st and 2nd Access to the Fort Collier Park, the following request is made: a. Site Plan Approval be favorably considered for the continuation of development of Phase I lots 1, 4, 5B/C and 25B. The approval would be conditioned bys (a) Construction of a second access road in 1980. �b� Current entrance roadway to serve only Phase I1ots. c Brooke Road extension to proceed upon Va. State Highway Department decision on industrial access road funding. Otherwise Fort Collier to assume responsibility. (d) Full linkage of the lst and 2nd access by the time any Phase I new sites are operational and/or by July 1981. b. Site Plan approval be favorably considered for Phase II lots conditioned by the construction of a 2nd access roadway by the time any new Phase II sites are operational. I believe this outlines fully the discussions held with the Board on 5/28/80. Fort Collier is not requesting blanket site plan approval as each plan must stand on its own and be subject to review by the Planning Commission. It is asking for assurances from the Planning Commission that it will entertain site plans submitted by companies interested in locating in the Fort Collier Park. The conditions stated relative to site development will also be contained within any sales contract between a site buyer and Fort Collier. I am requesting that the Board allow me to discuss our current situation with them at their meeting after next which would be September 26, 1979 ibis would allow further time for us to resolve the matter with Mr. Baker and for the Board to consider some other alternates. Among these would be another access that would cirmumvent- the Hughes property and also the prospect of condemnation of only a small portion located in the vicinity of the City/County line. Those comments are as follows: "The use of the proposed right-of-way to the east should be encouraged. This could eventually connect to Baker Lane, and could be a controlled access collector street, thereby limiting traffic conflicts. This would allow a much better traffic flow to the east, which would not encroach upon existing residential neighborhoods in the City."
