ALL PRELIMINARY MASTER PLAN REQUIREMENTS HAVE BEEN INCORPORATED IN THE FINAL PLAN REVIEW EVALUATIONS: VA Dept. of Highways & Transportation - No objection to the master development plan. Before making any additional comments, we would want to review the proposed subdivision plans. Sanitation Authority - Water and sewer layout is in accordance with standards. Water line on Baker Lane is owned by the City of Winchester and cannot be used. Tie-in must occur on line along north/east side of property. Clearbrook Fire Company - No comment. Planning and Zoning - The final master development plan is in conformance with the approved preliminary master development plan. This proposal is a revision of the Preliminary Master Development Plan for the Dominion Knolls, that was originally denied by the Planning Commission, because the full buffer area was not shown. This plan approved by the Board of Supervisors which shows the reduced buffer area with screening along the north and south site boundary lines. The final plan is for approximately 180 two -bedroom townhouses on approximately 20.282 acres. The townhouse units are permitted in the RP (Residential Performance) District. The site is relatively level with no r -2- FINAL MASTER DEVELOPMENT PLAN Dominion Knolls environmental requirements, such as steep slopes, woodlands, or flood plains. 39% open space is proposed or 7.91 acres throughout the development and along the north and south property lines. All recreational requirements are shown and have been discussed with the County Planning and Recreation staff. Final recreational details will be shown on a site development plan. The plan appears to meet all dimensional and parking requirements of the zoning ordinance. These will be shown in detail on the final subdivision plats and site plans. There are no bonus regulations being proposed. A distance buffer is required along the north and south property lines for the adjoining single-family and duplex units. The curb and gutter should be extended around the intersection with Route 1322 to provide a 12'x100' right turn lane with 100' taper as noted. The plans were previously denied by the Board of Supervisors and the applicants have redesigned the plan according to the Board's comments. The proposed plan shows a reduction in the buffer yard from the full 200 feet to 100 feet with a total screen. An earlier plan with a reduced buffer yard was recommended for denial by the Planning Commission because they felt a full buffer was needed. At their most recent review, the Planning Commission recommended approval of a plan with a full buffer. Therefore, this version, with the reduced buffer, cannot be considered to be approved by the Planning Commission. In terms of other RP master plan requirements, this plan has not changed substantially. The total screening proposed will have to be further reviewed at the site plan stage to insure that requirements have been met. REVIEW EVALUATIONS: VA Dept. of Highways & Transportation - No objection to the master development plan. Before making any additional comments, we would want to review the proposed subdivision plans. Sanitation Authority - Water and sewer layout is in accordance with standards. Water line on Baker Lane is owned by the City of Winchester and cannot be used. Tie-in must occur on line along north/east side of property. Clearbrook Fire Company - No comment. Planning and Zoning - This proposal is a revision of the Preliminary Master Development Plan for the Dominion Knolls, that was originally denied by the Planning Commission, because the full buffer area was not shown. This plan was revised to show the full buffer distance area along the north and south site boundary lines. The revised plan is for approximately 182 two -bedroom townhouses on approximately 20.282 acres. The townhouse units are permitted in the RP (Residential Performance) District. The site is relatively level with no environmental requirements, such as steep slopes, woodlands, or flood plains. 31% open space is proposed or 6.29 acres throughout the development and along the north and south property lines. All recreational requirements are shown and have been discussed with the County Planning and Recreation staff. Final recreational details will be shown on a site development plan. A u REVISED PRELIMINARY MASTER DEVELOPMENT PLAN Dominion Knolls The plan appears to meet all dimensional and parking requirements of the zoning ordinance. These will be shown in detail on the final subdivision plats and site plans. There are no bonus regulations being proposed. A distance buffer is required along the north and south property lines for the adjoining single-family and duplex units. Again, the applicant has revised the plan to show the full buffer distance. Landscaping is proposed in the buffer areas, but is not required since the full buffer distance is shown. Through traffic is not proposed, however, a gravel fire lane has been incorporated into the plan to permit a secondary access in the event of an emergency. Overall, this plan appears to meet the Preliminary Master Development Plan requirements. The drawing I have enclosed is an artist's rendering of a typical tonwhouse section. Since we are in the planning stage of this development it should be pointed out that this is a conceptual drawing. The standard exterior features are offsets of 2' - 4', decorator coordinated exterior Williamsburg colors, and shutters. The brick fronts would be offered as an optional feature.
