It appears all of our earlier review comments have been satisfactorily addressed. Please advise the owner of our approval. Also please provide four (4) sets of the approved construction plans with signed seal for VDOT distribution. I offer the following comments: 1. A preconstruction conference must be held by the engineer and/or developer with the attendance of the contractor, various County agencies and VDOT prior to initiation of work. 2. Materials used and method of construction shall apply to current observed VDOT Road & Bridge Specifications applicable during construction of this development. 3. Our review and comments are general in nature. Should conditions in the field exist such that additional measures are warranted, such measures shall be completed to the satisfaction of the Department prior to inclusion into the Secondary Road System. 4. Attached is a copy of the minimum requirements and information needed prior to acceptance of subdivision streets into the Secondary System. This is the responsibility of the developer. 5. All drainage is to be carried within the right-of-way in ditch lines or gutters along the street to a pipe or drainage easement. 6. The contractor shall notify VDOT when work is to begin or cease for any undetermined length of time. VDOT will also require 48 hours notice for inspections. 7. The appropriate land use permits shall be obtained before any work is performed on the State's right-of-way. The permit is issued by this office and will require a minimum processing fee, surety bond coverage, and the salary & expenses of a State assigned Inspector. 8. Any signs to be installed will be in accordance with attachments. 9. I suggest any utilities and/or storm sewer placed within the proposed right-of-way be backfilled completely with C.R. Type 21-B Stone. It appears that no subdivision of land is actually occurring with the submission of these plans; Please explain. If further subdivision of 64-A 29 or 64-A 30 is to occur, show the newly proposed lots. Sheet 2 of the plans refers to a site development plan. There is no further subdivision of lots 29 or 30 taking place, but there will be a R.O.W. dedication to VDOT for Crossroads Drive. 2. Signature Line. The approval block should read "Frederick County Zoning & Subdivision Administrator", and subdivision design plans do not expire. The approval block has been revised. 3. Vicinity Map. Provide the vicinity map at the scale of 1:2000. The vicinity map was previously shown at a scale of 1:2000. The text was inaccurate. It has been revised to show the correct scale. 4. Proffers. Include a copy of the approved proffers for this site, similar to the master development plan. The proffers have been added to sheet 14 of the plans. 5. Notations. Provide a note which states that Crossroads Drive will be bonded prior to final plat approval. In addition, all notes and details from the master development plan for this project should be shown on this subdivision plan. This includes the notation about the approved waiver, buffer details, etc. The note regarding the structures to remain needs to match the MDP note. The note regarding bonding has been added to sheet 3 of the plans. All notes and details from the MDP have also been added to the plans. The note regarding the existing structures to remain has been revised. 6. Sidewalks. Provide sidewalks for the full length of the potential road on both sides of Crossroads Drive as shown on the plans. Consider moving the Crossroads Drive label as shown on the plans for clarity. Sidewalks have been shown on both sides of Crossroads drive and are shown along the future extension of the road. The label has been moved to provide clarity on the plans. 7. Inter -parcel Connection. Show the inter -parcel connection for the Shenandoah Mobile Home Court property. The other connections shown on the MDP can be shown on the individual site plans. PR+_ /� The inter -parcel connection has been added to the plan as well as an H\1 1 access easement. A note has been added about the individual site plans showing the inter -parcel connections from the MDP. 8. Proposed Entrance. These plans show a new entrance for the Shenandoah Mobile Home Court which does not appear to meet the spacing requirements from Justes Drive. Also, Shenandoah Mobile Home Court has an existing entrance (which should be shown on these plans) and, therefore, a new entrance onto Front Royal Pike is unnecessary. In actuality, this is not a new entrance. This is in fact the existing entrance which you refer to. We are improving the entrance because of our Route 522 widening section. The location will not change from the previous entrance location. 9. Crosswalk Provide a crosswalk across Crossroads Drive. I have added the crosswalk across the entrance at Crossroads Drive. 10. Landscaping. White Pines are not a Canadian Hemlock. Also, the Eastern Redbud is not listed among the permitted tree types by the Frederick County Zoning Ordinance. Verify whether baffles shall be required during the operation of the pond as a sediment basin, as it appears that short circuiting may occur. 4. Revise the schedule summary of work to ensure the proposed sewer line from manhole three (3) to manhole two (2) is constructed during construction of the stormwater/sediment basin. The sediment basin shall be constructed as a first step as stated in your Erosion and Sediment plans.
