Russell, Chairman Lord Fairfax Soil S Water Conservation District « 2400 Valley Ave. Winchester, VA. 22601 Dear Mrs. Russell: This is with reference to your letter dated September 25, 1979, concerning the drainage on Route 654 (Woodchuck Lane) at the property of Mr. Soy Walker. In 1976 Mr. Garland Cather developed several lots on the west side of Route 654. At that time there was some slight pondi.ng of water after ex- tremely heavy rains, but as this was agricultural land and the water soaked into the ground in one or two days, there ryasr.. no real problems. When the lots were laid -out it was considered desirable to improve the drainage:. We made a verbal agreement with Mr. Cather that if he -would secures a drain- age easement from Route 654 to a pond on the Stuart M. Perry property, and furnish the culvert, we would install it. We were Willing to share to this improvement, but felt public funds should not be used exclusively to ,assist in the development of a subdivision. When Mr. Cather secures the easement and provides the pipe, se will install it. It may appear to you that the road is acting as a dam, but there is no fill at this point.
