Proposed Use: Two homes already have been built on a 1.96 acre lot. Review Comments: Virginia Department of Highways - Approved. Frederick -Winchester Health Department - Drainfields for two existing dwellings were inspected on April 12, 1978 and no evidence of malfunctioning was found. The Health Department has no objection to the proposed division of this property. Zoning - R-3 zoning requires 40,000 square feet, lot "B" only -has 32,258 so disapproval is suggested. Planning - The two houses already exist so there is no planning issue here. Staff Comment: The staff recommends approval. The reason for the recommendation is that Health and Highway requirements may be met and the houses already exist so there is no increased impact of traffic, sewage or water usage. The Carrolls should understand, however, that what now meets requirements will not if this division is approved. Because of the outbuildings lot A is oversize and lot B is nonconforming and this is a self indused hard- ship for which there is no relief.
