SUBJECT: Request to Mix Residential Housing Types -
Granville M. and Diane L. Kerns
DATE: January 5, 1984
Enclosed you will see a plat of a proposed subdivision and
development of one duplex lot located on Broad Avenue in the Lockhart
Addition, south of Senseny Road in Frederick County. Under the
Residential Performance District regulations, this request would
qualify as a mix of residential housing types in a subdivision on
record in which there has not previously been a mix of housing types.
The Lockhart Addition and Burning Knolls Subdivision are purely
single-family detached neighborhoods and this duplex unit would be
the first duplex unit constructed in this area under the Residential
Performance District.
This property is adjoined on the northeast and west by single-family
detached dwellings. To the south, across the 20' right-of-way, is
property which has recently been subdivided by David Holiday for
three single-family detached cluster units. Lot A-2 of this
subdivision contains an existing one-story single-family house and
the proposed development would subdivide the property and place an
attached duplex unit on the north side of the existing dwelling unit.
The staff has reviewed this request and feels that due to the fact
that this would be the only attached unit in this neighborhood, that
this duplex would not be detrimental to the character of the existing
neighborhood. The mix of housing types for this one unit would
satisfy the intent of the Residential Performance District. Those
district regulations do not require any buffering between duplex
units and single-family units, thus no buffering is required on this
subdivision.
The Planning Commission unanimously approved this request at their
meeting of January 4th. If the Board of Supervisors should also
choose to approve this request to mix housing types, the
Administrator would propose to waive the requirement for a Master
Development Plan and would bring the subdivision plat to the Planning
Commission and Board for approval after the Board has acted on the
request to mix housing types.

SUBJECT: Request to Mix Residential Housing Types -

Enclosed you will see a plat of a proposed subdivision and
development of one duplex lot located on Broad Avenue in the Lockhart
Addition, south of Senseny Road in Frederick County. Under the
Residential Performance District regulations, this request would
qualify as a mix of residential housing types in a subdivision on
record in which there has not previously been a mix of housing types.
The Lockhart Addition and Burning Knolls Subdivision are purely
single-family detached neighborhoods and this duplex unit would be
the first duplex unit constructed in this area under the Residential
Performance District.
This property is adjoined on the northeast and west by single -.family
detached dwellings. To the south, across the 20' right-of-way, is
property which has recently been subdivided by David Holiday for
three single-family detached cluster units. Lot A-2 of this
subdivision contains an existing one-story single-family house and
the proposed development would subdivide the property and place an
attached duplex unit on the north side of the existing dwelling unit.
The staff has reviewed this request and feels that due to the fact
that this would be the only attached unit in this neighborhood, that
this duplex would not be detrimental to the character of the existing
neighborhood. The mix of housing types for this one unit would
satisfy the intent of the Residential Performance District. Those
district regulations do not require any buffering between duplex
units and single-family units, thus no buffering is required on this
subdivision.
If the Planning Commission should choose to approve this request to
mix housing types, the Administrator would propose to waive the
requirement for a Master Development Plan and would bring the
subdivision plat to the Planning Commission and Board for approval
after the Board has acted on the request to mix housing types.
