their meeting of November 16, 1988:
Approval of Subdivision of the Winchester -Frederick County Industrial Development
Corporation land for the subdivision of two industrial lots, zoned M-1. This
property is located south of Route 87 and east of VA Route 651 in the Back Creek
Magisterial District.

Corporation
Dear Bob:
I am herewith enclosing two (2) copies of a minor subdivision
plat for approval by the Planning Commission.
The first parcel contains 40.838 acres and fronts on Virginia
Route 651 and is to be purchased by Fairfax Lumber and Millwork
Company, Incorporated, for an industrial facility.
The ten (10) acre tract, designated as Parcel A, is to be
purchased by Argo Instruments, for the purpose of relocating its
plant in Winchester.
After these purchases, the Industrial. Development Corporation
will have a six (6) acre parcel and an eleven (11) acre parcel left,
which will have access from Route 651 over an industrial access road,
60 feet in width, as shown on the plats.
However, at the present time we are only seeking approval for
the subdivision of the 40.838 acre, tract and th•e-...10.00 acre tract.

REVIEW EVALUATIONS:
VA Dept. of Transportation - No objection to subdivision. A detailed site
plan showing entrances, drainage facilities, types of business and traffic
generation will be required. Sight distances appear adequate.
Sanitation Authority - This area is serviced by the City of Winchester
Health Department - No objections as long as central sewer and water
connections are available and utilized.
City of Winchester - Water and sewer utilities are installed, including the
lift station. However, the lift station needs to be examined and some minor
additions made prior to operation. Also all W&S easements to the City have
to be on these plots.
Stephens City Fire Company - 1. No hydrants are shown for either tract.
2. A sprinkler system should be considered for tracts with alarm system
reporting to a central location that is monitored.
Frederick County Fire Inspector - Since this is a subdivision plan, no
hydrants, fire lanes, or water mains are required to be shown. I will do my
fire protection review when the construction drawings are processed.
Inspections - Comments shall be given at the time of the plans review to
determine the Use Group of the National BOCA Building Code 1987.
Planning and Zoning - No objection. The plans conform with the approved
master development plan. All review comments will have to be incorporated
into the plans. A twenty foot reservation of land for future widening of
Route 651 is shown. The proposed 60' right-of-way will be required to be
developed before additional subdivision occurs in the interior portions.

Dear Bob:
I am herewith enclosing two (2) copies of a minor subdivision
plat for approval by the Planning Commission.
The first parcel contains 40.838 acres and fronts on Virginia
Route 651 and is to be purchased by Fairfax Lumber and Millwork
Company, Incorporated, for an industrial facility.
The ten (10) acre tract, designated as Parcel A, is to be
purchased by Argo Instruments, for the purpose of relocating its
plant in Winchester.
After these purchases, the Industrial Development Corporation
will have a six (6) acre parcel and an eleven (11) acre parcel left,
which will have access from Route 651 over an industrial access road,
60 feet in width, as shown on the plats.
However, at the present time we are only seeking approval for
the subdivision of the 40.838 acre tract and the 10.00 acre tract.
I hope this matter will be considered at the November 2nd
meeting of the Planning Commission.

Route 651 - Frederick County
We have reviewed and are returning one set of plans for the above
development. The following recommendations are advised:
1. The flare radii at the intersection of the access road and Route 651 to
be 60' since turning lanes are not provided.
2. The typical section is to be revised, showing 6' fill shoulders and 4'
ditch width. Since this is an industrial access street subject to truck
traffic, the pavement should be upgraded using 3 1/2" of asphalt
concrete B-3 and 165 #/sy of S-5 surface course over 10" of stone base.
3. Due to anticipated future development of drainage area B, the pipe at
station 2+20, Road "B" to be increased to a 54" or 68" x 43" elliptical
concrete pipe.
4. A 20' drainage easement to be provided across the'10 acre and 6 acre
lots as noted.
5. Soil stabilization mat standard EC-3 to be provided in accordance with
note 4 under erosion and sedimentation notes.
Traffic Engineering reviewed the plans with no additional comments.
Please advise the developer to resubmit revised plans for further review.
