FIRE MARSHAL: Subdivision approved by Fire and Rescue Department. Will
address fire and rescue issues on site plan.
COUNTY ENGINEER: We have no comments at this time. A detailed review will
be made when the subdivision design plan is submitted. At that time we will also
confirm that a drainage easement is not required.

CITY OF WINCHESTER: Applicant should evaluate whether proposed subdivision
configuration serves the industrial park best in the long run, given the proposed
interchange at route 651 and Route 37 as depicted on the pending Winchester Area
Transportation Study. By creating a deep lot fronting only along Route 651 in the
area where an eastbound Route 37 on ramp will go, the access will be undesirably
close to interchange and probably result in a total condemnation of the parcel.
(Note: the latest WATS map calls for Route 651 to become a 4 lane roadway and
the interchange to be a full cloverleaf.)
Instead, the applicant should consider an alternate subdivision which renders two lots
fronting along Industrial Drive. This road would possibly connect to Route 11 South
over the railroad under the WATS plan.
PLANNING AND ZONING: This proposed subdivision is in accordance with the
approved master plan for this property. The comments from the City of Winchester,
although interesting and probably appropriate, cannot inhibit the approval of this
request since there is no approved plan for the modification of Shady Elm Road
(Route 651) or Route 37 at this time. Even the proposed plan does not provide the
timing that these modifications might occur.

We have reviewed the 10.349 acre subdivision plat for the referenced development. We have no
overall objections to the subdivision of the parcel. However, we offer the following comments:
1. Route 880 and Route 881 should be added to Industrial Drive and Development Lane
respectively.
2. We request the approximately 24.78' x 233.17' area of property as noted in red on the enclosed
plat along Route 651 be dedicated for future road improvements. The existing water line
easement within this area will need to be vacated and/or quitclaim deeded to the Department.
In exchange, we will grant a permit to cover the existing water main within the new right-of-
way.
3. Prior to development, this office will require a complete set of construction plans detailing
entrance designs, drainage features, and traffic flow data from the I.T.E. Trip Generation
Manual, Fifth Edition for review.
4. Any work performed on the State's right-of-way must be covered under a land use permit. This
permit is issued by this office and requires an insp:;ctior, fee and surety bond coverage.
