IDC Subdivision #002-95 CITY OF WINCHESTER: Applicant should evaluate whether proposed subdivision configuration serves the industrial park best in the long run, given the proposed interchange at route 651 and Route 37 as depicted on the pending Winchester Area Transportation Study. By creating a deep lot fronting only along Route 651 in the area where an eastbound Route 37 on ramp will go, the access will be undesirably close to interchange and probably result in a total condemnation of the parcel. (Note: the latest WATS map calls for Route 651 to become a 4 lane roadway and the interchange to be a full cloverleaf.) Instead, the applicant should consider an alternate subdivision which renders two lots fronting along Industrial Drive. This road would possibly connect to Route 11 South over the railroad under the WATS plan. PLANNING AND ZONING: This proposed subdivision is in accordance with the approved master plan for this property. The comments from the City of Winchester, although interesting and probably appropriate, cannot inhibit the approval of this request since there is no approved plan for the modification of Shady Elm Road (Route 651) or Route 37 at this time.
