MAGISTERIAL DISTRICT: Back Creek ADJACENT LAND USE AND ZONING: Vacant and business uses. Zoned B-3 (Industrial Transition) and M-1 (Light Industrial) PROPOSED USE AND IMPROVEMENTS: Division of a portion of Battlefield Partnership property into four lots (parcels 5, 6, 7 & 8) with sewer, water, and easements REVIEW EVALUATIONS: VA Dept. of Highways & Transportation - No objection to proposed lots. Before any work is done on the State Is right-of-way, a commercial entrance will be required. Also, adequate space must be allowed to accomodate a - secondary lot connection between lots 6 and 7 for the proposed street. Sanitation Authority - No objection. The referenced master plan does not show how the parcels 5-8 are served with water and sewer. Therefore, I have drawn lines in red on the plan to show what I believe is a possible solution. Basically the eight (8) inch water line along Route 11 must be extended and tied into the line on the northern most street. I have assumed the sewer will be provided by an easement across the back of the lots. Stephens City Fire Company - Subdivision must comply with Chapter 10 of the Frederick County Code as a minimum. Planning and Zoning - No objection. The proposed lot meets all subdivision standards, except for sewer and water line location as stated above under the Sanitation Authority comments. Plans need to be revised to show all comments prior to final approval. A master plan is not needed for this subdivision since it is along an existing street. STAFF RECOMMENDATIONS: Approval, with revisions as noted for sewer and water. PLANNING COMMISSION RECOMMENDATIONS: Unanimous approval. You advised you would like for me to check the above referenced subdivision for any deficiencies. It will be necessary to fill the shoulders since the final layer of asphalt has been layed and to topsoil and reseed all disturbed areas within the right-of-way. Also, the entrance way at Baker Electric has not been constructed to the minimum commercial entrance standards. This will be required prior to adding the streets to the Secondary System. As requested, enclosed is the information and data needed for subdivision streets prior to acceptance into the Secondary System along with a sample copy of a Letter of Credit and also a blank performance bond for your use, if you elect to get bonded. If this road is properly maintained after completion, it will qualify for addition to the Secondary System when sufficient occupied businesses exist to constitute public service along with a one year bond guaranteeing workmanship and material which will be required when the Frederick County Board of Supervisors request this street be added by appropriate resolution. Therefore I have drawn lines in red on the plan to show what I believe is a possible solution. Basically the eight (8) inch water line along Route 11 must be extended and tied into the line on the northern most street. I have assumed the sewer will be provided by an easement across the back of the lots. It would help were shown.
