Box ;601 - Winchester, Virginia - 22601 SUBDIVISION REQUEST Baker Lane Industrial Park LOCATION: Baker Lane MAGISTERIAL DISTRICT: Stonewall ADJACENT LAND USE AND ZONING: Mobile Home Park and open space land use and MH-1 (north), and RP (west & south) zoning PROPOSED USE AND IMPROVEMENTS: Subdivide 16 lots for sale for industrial development REVIEW EVALUATIONS: Highway Department - This subdivision will be eligible to be added to the Secondary System if it is constructed according to the approved plan and when it provides a public service. Sanitation Department - Central water and sewer is available. Plans must be revised and approved by the Authority prior to construction. Greenwood Fire Company - In high risk areas such as Industrial Parks, fire hydrants should be spaced 300' apart. This would give us a hydrant on existing Lot 2, existing Lot 3, one on the line of Lot 1 and 2, one on the corner of Lot 15 where Imboden Street joins Baker Lane, and another on Lot 16 near the center of the lot along Baker Lane. On Imboden Street, the hydrant shown on the plat would be 475' from the hydrant on Baker Lane, but should be sufficient. The next hydrant should be on Lot 12, followed by one near the center of Lot 11, and the last one shown on the plat at Lot 8 near the circle at the end of Imboden Street. Planning and Zoning - The staff has informally recommended that the developer delay actual subdivision of this property until purchasers have been found and have noted that the lots appear rather small for industrial development. He has stated that he prefers to subdivide now based upon this design. The surveyor has met with Greenwood Fire Company and hydrant locations have been agreed upon. STAFF RECOMMENDATIONS: Approval, with amendments to meet requirements of the Sanitation Authority and Fire Company. CANNING COMMISSION RECOMMENDATIONS: Approval, by unanimous vote, with amendments to meet requirements of the Sanitation Authority and Fire Company. In reviewing the project the following list of items will need to be addressed prior to Imboden Drive being considered eligible for addition into the State's Secondary Road System: Standard EC-1 riprap stone will need to be placed at both ends of the 24" culvert at Station 6+00. A commercial entrance will be required at Lot #5. The entrance design will consist of a 30' width, 15' standard CG-6 curb and gutter radii, 10 pavement offsets, 3:1 tapers, 8" of C.R. Type 21-A Base Stone and 2" Type SM-2A Asphalt Concrete. The existing field entrance to Lot #6A is to be removed and the ditch line restored. The ditch line on the backside of the cul-de-sac is to be regraded and the 20' storm drainage easement constructed to provide positive drainage in this area. • The right-of-way around the existing commercial entrance to Lots #12, 14 & 15 is to be "dressed up" and vegetation established. Also, approximately 5' pipe extensions will be required under the Lot #14 entrance pipe. This will prohibit any further erosion in this location. The southern shoulder at the intersection with Route 1322 will require additional stone. Also, a Standard VDOT stop sign will be required at this location.
