Darlington Ref: Battleview Subdivision Route 6, Box 173 Phase I -III Winchester, VA 22601 Route 1200 Frederick County Dear Mr. Darlington: As requested we have made an inspection of tEa referenced development in the company of your contractor, Mr. Sonny Neff. Before the streets can be considered eligible for addition into the Secondary System the following items will need to be addressed. 1. All roadway culverts are to be flushed of sediment, Standard ES-2 end sections added and riprap stone (Standard EC-1 Type A) placed at outlet ends. 2'. Ditch lines and shoulders throughout need to be reworked to drain properly. Vegetation needs to be established in allditchlines and stone added to shoulders as necessary. Soil stabilization mat (Standard EC-3 Type A) was noted on the approved site plan in several ditches. If permanent sod cannot be established then the mat will be required. .3. Most all. private entrance culverts are full of sediment and will need to be flushed. Several will need to be removed and reset to drain properly. Bent ends are to be straightened and extensions added to provided a.30' length. 4. The proposed drainage ditch/easement between Lots 2 & 3 off of Mosby Place, was never constructed. This will need to be completed or the drainage around the entire cul-de-sac reworked to drain to Jeb Stuart Drive. 5. Asphalt skirtings around sanitary sewer manholes and water valves boxes need to be repaired and/or replaced as necessary. 6. The pavement surface and shoulder on Jeb Stuart Drive adjacent to Lot #36 have been badly damages and will need to be repaired. There were several other areas throughout where the pavement has been damaged by oil spillage. These areas will need to be repaired as well. 7. Standard VDOT stop signs will need to be installed at the street connections with Route 1200. Once the above items have been completed please let us know so a final inspection can be performed. Watkins' office we are apprising him of the above findings as well as the fact the existing 10' slope and drainage easement which adjoins all rights -of -way has been seriously encroached upon. A condition of our site plan approval was because of a less than desirable right-of-way width of 40' was proposed a 10' slope and drainage easement outside of the right-of-way line be provided. This easement was to remain free of any and all obstructions for future maintenance concerns. However, at present the easement is full of obstructions such as shrubs, trees, fences, etc. If the streets are added to the Secondary System, a request by the Board of Supervisors through resolution will be required. In addition to the normal language in the resolution guaranteeing an unrestricted right-of-way it will need to include a guarantee if the Department ever requires use of the 10' slope and drainage easement then. the Board will provide it.
